About this file
This is a regulatory reference document listing prohibited and restricted pesticides and plant-protection products. The document contains four tables establishing chemical usage standards for agricultural and pest control applications.
Table C11.T1 identifies 44 prohibited substances that cannot be applied in plant-protection products, including DDT, aldrin, dieldrin, chlordane, endrin, toxaphene, mercury compounds, pentachlorophenol, and various halogenated hydrocarbons. Table C11.T2 specifies seven substances with limited application authorization only for particular purposes, such as hydrocyanic acid for fumigation in mills and storage facilities, methyl bromide for soil treatment outside water protection areas, and zinc phosphide as rodenticide bait. Table C11.T3 establishes specific application restrictions for 45 substances grouped into two sections: Section A contains six chemicals with detailed restrictions (amitrole application prohibited from aircraft and during specified periods, daminozide prohibited for food-fruit production, diuron and glyphosate restricted near paved surfaces and water systems), and Section B lists 39 substances marked "NA" with general restrictions referenced in regulatory paragraphs C11.3.5.4.4 through C11.3.5.4.6. Table C11.T4 designates three substances (diuron, glyphosate, and glyphosate-trimesium) as subject to special distribution criteria. This document appears to establish governing standards for plant-protection product compliance, likely applicable to German environmental and agricultural regulations.

Final Governing Standards Revision 0 Table C11.T2. Substances in Plant-Protection Products With a Limited Ban on Application Number Substance Authorized Application 1 Hydrocyanic acid and hydrocyanic acid-producing compounds For fumigation to fight parasites in mills, store rooms, supply rooms, other rooms in food stores, in means of transportation, and in storage containers; of dormant plants; and in greenhouses.
Diquat (meiquat) For destroying leaves of potato plants. For accelerating the maturity process of: rape seed, till beans, and fodder peas, and leguminoses, oil radish, flax, and phacelia whose seeds are used for seed production, For hops clearing. For simultaneous weed control in the period from 1 July to 31 August.
Methyl bromide (monobrommethane) For fumigation in mills, store rooms, supply rooms, and other rooms in food stores, vacuum chambers, airtight small silos, in means of transportation, in storage containers, and beneath airtight canvas covers used to prevent parasites from attacking supplies. For the treatment of soil outside of water protection areas and mineral spring protection areas for the cultivation of ornamental plants, nurseries, grape nurseries. For the production of plant potatoes in cultivation gardens.
Compounds developing phosphorous hydride, except for zinc phosphide used as rodenticide bait For fumigation in store rooms, supply rooms, silos, means of transportation, and containers, and beneath airtight canvas covers (used to prevent parasites from attacking supplies). For outside of water protection areas and mineral spring protection areas against the mole (Arvicola terrestris L. and Talpa europaea L.) and hamster (Cricetus vricetus L.) only with the consent of local German authorities.
Carbon misulfide For the treatment of the soil against the Phylloxera vastatrix (Daktylosphaira vitifoliae Fitch) in viticulture only with the consent of local German authorities.
Thallium-I-sulfate In closed rooms.
Zinc phosphide In bait; outside of forests, only in hidden laid-out bait
Note:
1 Additional restrictions and prohibitions with regard to the use and application of these substances are addressed in paragraphs C11.3.5.4.5 and C11.3.5.4.6.

SECTION A
Amitrole Application is prohibited from aircrafts, in the period from 1 September to 30 April, and in amounts of more than 4 kg active agent per hectare.
Daminozide Application for the growing of fruits that serve for the production of food is prohibited.
Diurone Application is prohibited on railroad embankments; on non-paved surfaces that are covered with slag, stone chips, gravel, and similar materials; on or directly adjacent to surfaces paved with concrete, bitumen, plaster, plates, and similar materials (paths, squares, and other non-cultivated land) where the danger exists that the product can be washed away into surface waters, drainage systems, street drains, or stormwater and wastewater sewers; and domestic and allotment gardens.
Glyphosate Application is prohibited on non-paved surfaces that are covered with slag, stone chips, gravel, and similar materials; on or directly adjacent to surfaces paved with concrete, bitumen, plaster, plates, and similar materials (paths, squares, and other non-cultivated land) where the danger exists that the product can be washed away into surface waters or into sewers, drainage systems, street drains, and stormwater and wastewater sewers. This prohibition does not apply if the responsible authorities prescribe in the permit a method of application ensuring that the danger of washing away does not exist.
Glyphosate-Trimesium
Quartz Crystal (Quartz flour) Application for grain supplies and in rooms that store grain is prohibited.
