Requirements include all work typically performed by a Directorate of Public Works (DPW) to include but are not limited to operations, maintenance, repair and minor construction of real property, maintenance and repair of installed building equipment (IBE) and equipment-in-place (EIP). The Contractor shall perform to the standards identified in this PWS. The estimated quantities of work are listed in Technical Exhibits.

1.0.2 USAG-RP MISSION

USAG-RP enhances the readiness and quality of life for the total force to meet ongoing and future requirements.

1.0.3 AREA OF SUPPORT

The Contractor shall perform services under this contract at different installations within the USAG-RP area of responsibility. These installations are listed in TE-C-1-003 and TE-C-1-004 and are subject to change at the discretion of USAG-RP based on operational requirements.

1.1 PWS FRAMEWORK AND LAYOUT

- 6 -

In order to provide the Army the installation capabilities and services to support expeditionary operations in a time of persistent conflict and to provide a quality of life for soldiers and families commensurate with their service, U.S. Army Installation Management Command (IMCOM) has developed a "Common Levels of Support" (CLS) program to standardize service levels for bases and installations across the globe. The CLS program can be used to determine output and capability levels based on funding received for a particular time period. In other words, depending on the amount of funding DPW receives, the CLS concept could be used to determine the level of service the DPW can provide for each Service Area, which varies over time. The CLS Manual defines the individual tasks and quality levels that comprise these Service Areas, for example, Service 58, Indoor Pest Management. Although the Government is not incorporating CLS procedures into this requirement, this PWS has been designed largely to mirror the structure and content of the CLS structure based on the Service Areas and service levels that DPW is expected to provide, with the services that DPW does not provide omitted.

See Section C-5 for detailed descriptions of each applicable Service Area.
