About this file
This is a technical specification document outlining maintenance requirements for electronic safe locks across multiple U.S. Army installations in the Rheinland-Pfalz region of Germany. The requirement encompasses approximately 200 KABA-type electronic safe locks and approximately 2,000 SAFLOK-type locks distributed across four military kasernes and one ordnance barracks, with detailed lock inventories provided by building number and location (Sembach Kaserne, Kleber Kaserne, Daenner Kaserne, Landstuhl, and Rhine Ordnance Barracks).
The maintenance contract scope includes monthly functional checks and cleaning of all 2,200 locks, annual battery exchanges, lock reprogramming as required, production of new keycards (approximately 4,000 units), repair or replacement of defective locks (estimated at 110 units), and comprehensive documentation of all maintenance activities. Services must be performed seven days a week during extended hours (7:00 AM to 10:00 PM) with stand-by availability for emergency openings, battery replacements, and lock repairs. All work must be conducted in the presence of the responsible Building Coordinator, with the Government providing required computer hardware and software. This specification supports the Army's Pre-Solicitation Sources Sought notice (W564KV26RA000) for a Total Maintenance Contract managed by the 409th CSB TCC, which seeks qualified contractors to submit capability statements demonstrating experience with similar total maintenance services.
