TE 17.1 LOWS SYSTEM DESCRIPTION
General System Description.
The Used Oil System includes a Used Oil Processing Facility (the Liquid Oil Waste
System (LOWS) Facility (Bldg. N-56) and Auxiliary Bulk Storage Tanks), Mobile
Receipt and Transport Equipment (Vacuum Trucks and Bowsers) for receiving and transporting liquid oily wastes, Miscellaneous Support Equipment (Pumps) and various
Oil Water Separators located throughout the Base Kodiak complex that are used to recover used oil from oily water waste streams.
Used Oil Processing Facility – consists of the LOWS Facility and Auxiliary Bulk Storage tanks.
1) Bldg. N-56 LOWS Facility: The LOWS Facility is a self-contained plant for processing used oil/fuel and oil contaminated waters. It is designed to treat oily liquids received by and generated at various locations consisting of water, oil/water emulsions, and used oils/fuels. The facility consists of the following components:
a) One 35,000-gallon vertical cylindrical steel insulated and heated storage tank for receiving used oil and oily water.
b) Two 5,000-gallon vertical cylindrical steel insulated and heated storage and process tank for processing used oil. One 5,000-gallon vertical cylindrical steel insulated and heated storage and process tank for processing emulsified used oil. Two 5,000-gallon vertical cylindrical steel insulated and heated storage tanks for processing oily water.
c) Three heated single wall horizontal insulated and heated steel tanks
(total capacity 20,000 gal) for storing treated water.
d) Related filters, strainers, pumps and piping.
2) Six 10,000 gallon unheated double wall steel tanks (total capacity 60,000 gal) for temporarily storing and/or treating/processing oily wastes and other materials unsuitable for processing through the LOWS Facility.
Mobile Receipt and Transport Equipment:
1) Tank Trailers (Bowsers). There are currently two Liquid Oily Waste Bowsers used to receive wastes at “customer” locations. The bowsers are 500-gallon tanks on trailers, Vacuum trucks are used to empty the bowsers as needed.
2) Vacuum Trucks. Two diesel vacuum trucks are used for receiving and transporting LOW used oils and oily water. The two trucks are both have 3,000-gallon pressure tanks. Both use a power-take-off (PTO) operated pump that creates a vacuum or supplies air pressure to the tank to suck up or discharge oil.
These trucks are normally used to receive used oils from drums, tanks, bowsers, oil/water separators, visiting vessels, and spills, and for transport of used oils and oily water from receipt points to storage and processing tanks or oil/water separators. One truck is a 2020, but the other may be out of service at any time due to its age and a replacement may not be provided.
Miscellaneous Support Equipment:
1) A variety of pumps are used for handling used oils and oily water. These include pneumatic diaphragm pumps and explosion-proof submersible 12-volt sump pumps.
2) A wide assortment of hoses, fittings, and tools are used, such as suction and discharge hoses of various sizes from 1-1/2" to 4". All used oil transfer hoses shall be approved for petroleum handling.
