CLINS should be lined up in numerical order so that they are easier to follow and in alignment with the PWS documentsummary tab provides the requested sequence
CLIN numbering system do not match up to the PWS document CLIN numbers. These are all specified belowCLIN number system updated to reflect PWS
Where do the material costs come from? Are there any materials included in the costs listed below or are they just labor costsUSCG provided historical Non-Labor Costs
Other labor related costs: These are not correctly calculated. The first year should not have a wage determination. After the second year, each previous year wage determination gets added to the current wage determination. It should not be $2.3M straight across the board every year.wage rates frozen in base and first option year and increased each subsequent year
125.195.24AIRSTA Vehicles$74$246.0There is no major change to this service. We would like to know how $74K annually was calculated. This value is important because we need to be able to provide the aviation product line with an accurate cost so that we can be reimbursed properlyConcur that there is no major change to the scope of work. The current contract reports an average of 2173 labor hours per year and an average of $20k in nonlabor costs. Current estimate is calculated using the distribution of work across similar labor categories for Air Station Vehicles in the legacy contract and applying estimated future wages.
5.145.22MRIN/A$200.0MRI and housing maintenance should be separated. IN the cost model they are lumped together. MRI's are IDIQ and typically we spend about $200K on MRIs alone.CLINS have been separated in this version of the cost model. The estimate for MRIs is mostly contained in IDIQ items and aligns with existing spending trends.
135.175.19Housing MaintenanceN/A$1,200.0These need to be broken down to their indivual service areas (MRI- 5.22, Housing Maintenance 5.19). Is 56K the monthly cost or the annual cost for housing maintenance? Housing maintenance is done as IDIQ and we currently spend over $1M annually on housing maintenance.Legacy COMCOR services broken out to reflect MRI and Housing Maintenance.
145.10 (a-h)5.9-5.14Environmental$188$532.8This should be broken down for the appropriate PWS sections for 5.9-5.14. In addition, 5.13 is a completely new CLIN so there is no historical data. How was this cost modeled? Legacy environmental is $496K annually. The legacy Environmental Services have been divided into separate CLINS (5.9 through 5.14). Section 5.13 was modeled using the labor categories normally affiliated with Environmental work in the legacy BOSS contract supplemented by an estimate of the level of effor to support the existing scope of work - 350-500 hrs per year. The subCLINS for tank replacement are estimated seperately.
155.95.8Fuel Services$627$564.1Current contract cost is approx $564K. Given that we added requirements to this CLIN the cost is probably not valid.Noted the addition of "non-routine plant operations" and shifting of some work to IDIQ. Contractor reports an average of 6700 labor hours to support this effort.
165.65.5Grounds Maintenance$305$135.6The legacy cost of this is $135K annually. Does this cost model include the added COMMSTA maintenance we added. The 10-yr average cost for grounds maintenance was reported as $286k/year and we understood that Grounds Maintenance for the COMMSTA was being accomplished in the legacy BOSS contract as Service Work. Based on our interview with the COR, we identified the labor categories in the legacy contract under Service Work and reallocated those hours to Grounds Maintenance to capture the COMMSTA level of effort (2850hrs/yr). The legacy BOSS contract utilized approximately 9000 hrs/yr.
175.35.3Janitorial$55$1,453.0Where is the source data for this? There is no way that janitorial is $54K per year. We pay more per year for that for some of the buildings alone under the current contract. While we reduced levels of service, we did not reduce them that much. For reference, we are currently paying $121K per month for janitorialLegacy contract reports an average of 30,000 hrs/yr and an additional $85k annually in non-labor costs The comparison between the cleaning schedules in the legacy and new PWS indicated a 15% reduction in janitorial services and has been included in this workbook.
185.15.1Service Work (Level III)$33This is done as IDIQ as funding is available based on needs of the CG. We typically spend about $300K on Level 3.Current cost model shows a similar estimate
195.135.18Shipping & Receiving$911$835.0The legacy cost of this is $835K annually. We made significant cuts to this CLIN and would expect to see a reduced cost.Cost model estimates a 40% reduction due to reduced customer service hours 45.5 to 30 hrs per week. Shifted unit mail delivery, off-base delivery, and after hours shipping to IDIQ or service work.
20Mgmt/Admin$3,260$1,500.0How was this cost determined? Was the key personnel section used to delineate management staffing? The cost model includes labor categories normally affiliated with contract management and administration (QC, purchasing, accounting, lead trades, and management) based on their historical use. This equates to an average of 30,500 hrs/yr and an additional $663k annually in non-labor costs for the management and administration of the contract.
215.165.21Pest Control$4$53.0The BOSS subs this out to a 3rd party contractor. It appears that this cost could be the monthly cost, but not the annual cost for pest control. We have also increased the requirements here and would expect to see an increase to the service cost. $4400 annually does not seem to be an accurate? The inclusion of non-labor cost data in this version of the cost model likely address this comment. Furthermore, we noted a significant increase in the frequency of inspections from quarterly & monthly to monthly & weekly which impacts barracks, food service facilities, air station ready crew berthing, and the child development center, office spaces, recreational facilities, housing, and other regularly occupied spaces.
225.125.16Plant OPS$807$1,357.9The legacy plant ops included LOWS, which has now been broken out. LOWS should be listed separately as 5.17. The legacy cost for all of our plants is $1.35M. The cost model shows $800K. Where did this number come from? The operations of various plants is broken out in this version of the cost model, including LOWS as a separate CLIN
235.25.2Preventive Maintenance$25$418.0How was this calculated? Where is the source data from? Level of Effort is different in the new PWS.Legacy contract reports an average of 2200 hrs/yr and an additional $77k annually in non-labor costs for Preventative Maintenance. The cost model includes an additional 21779 hrs in the labor categories provided to the USCG by Cardno for new equipment enrollment.
245.25.2Preventive Maintenance (equip enrollment)$1,396NewSince this is all new, where is the basis for this data? The equipment enrollment efforts are estimated to take an additional 30K hours. We would like to see the source data to be able to provide an accurate evaluation.Legacy contract reports an average of 2200 hrs/yr and an additional $77k annually in non-labor costs for Preventative Maintenance. The cost model includes an additional 21779 hrs in the labor categories provided to the USCG by Cardno for new equipment enrollment.
255.46Records Reports Deliverables$18$43.0This is currently $43K per year under the existing contract. What is the basis of calculations for this? My understanding is that we cut down on a lot of reports that are unnecessary, but how was this calculated? There are significant discrepancies in the reported data regarding "Reports". Depending on the source, levels of effort to support the generation of "Reports" ranges from 144-550 hrs per year. Legacy contract reports paying $43k annually. Independent review of requested reports for the new contract indicate approximately 3250 hrs annually to produce 814 reports which may equate to $200k annually.
265.55.4Refuse$142$98.7The legacy service is 99K annually. Cost model estimate is $142K. Since we moved some of the recycling stuff from janitorial to this section this could make sense, but would like to see calculation.Referencing government comment, bulk recycle was included in the Refuse Section of the legacy contract Section C.5.5.4.2. Current contract reports 2788 labor hours and $6k annually in support of this effort.
275.85.7Roadway, Sewer and Maintenance$71$388.1The legacy service cost is $388K/year. Cost model cost is $71K/year. How was this cost estimate developed. The LOS didn't change that drastically.Current contract reports 3900 labor hours and $33k in non-labor costs. Current PWS removes the requirement to maintain "SIGNAGE" but other scope appears equivalent.
285.185.23Front Gate$970The legacy service is $241K. The cost model is $970K. How was this estimated?Current contract reports 9596 labor hours. Current contract staffing needs requires a minimum of 8760 hrs.
