About this file

This is a Master Preventive Maintenance Task and Price Catalog technical exhibit that serves as the comprehensive scope document and pricing basis for recurring preventive maintenance services under the USAG Stuttgart Base Operations contract. The catalog establishes a "Service Group" Firm-Fixed-Price (FFP) model where contractors must provide a single all-inclusive price for each consolidated service group rather than individual line items. Tasks are categorized by equipment type and frequency (weekly through every 10 years), with an "Initial Status" column designating which tasks are "Active" (mandatory from Day 1 and included in base annual pricing) versus "Inactive (Unfunded)" (optional services requiring pre-negotiated pricing for potential future activation). The contract covers preventive maintenance across diverse facility systems including water/wastewater infrastructure (eyewash stations, drinking fountains, backflow preventers, sump pumps, septic tanks, lift stations, grease separators, oil-water separators); HVAC systems (boilers, chillers, air handling units, condensers, refrigeration); electrical systems (distribution boxes, transformers, switchgear, UPS systems); specialized equipment (elevators, cranes, hoists, winches, overhead doors); exterior systems (roofing, gutters, lighting, drainage, irrigation); renewable energy (solar photovoltaic systems); fuel storage and distribution; and ground/site maintenance (playgrounds, athletic facilities, paved areas). Contractors will be paid only for Preventive Maintenance Orders (PMOs) formally generated by the Government in the GFEBS system and successfully completed; pre-pricing does not guarantee work orders. Performance standards reference both German regulations (DIN standards, Trinkwasserverordnung, BetrSichV, etc.) and DoD/U.S. standards (UFC, AR, NFPA), with a "more stringent standard" clause requiring compliance with whichever is more demanding.

TE-08 – Master Preventive Maintenance Task and Price Catalog

Instructions for Offerors

1.0 PURPOSE OF THIS DOCUMENT

This Technical Exhibit is the Master Preventive Maintenance Task and Price Catalog for the entire contract. It is not a statement of work to be performed in its entirety. Instead, it is a comprehensive catalog of services with three primary functions:

It defines the detailed technical scope for every recurring Preventive Maintenance (PM) task.

It serves as the basis for your Firm-Fixed-Price (FFP) proposal for each individual PM task.

It provides the Government with a menu of pre-priced PM services that can be ordered throughout the life of the contract based on mission needs and funding availability.

2.0 PRICING INSTRUCTIONS

This contract will be priced using a "Service Group" Firm-Fixed-Price (FFP) model.

Task List vs. Price List: This document is a detailed Task List, not a Price List. You will not price each individual line item.

The "Service Group" Column: The column titled "FFP Service Group" is the key to your proposal. All tasks with the same code in this column (e.g., Drinking Fountain_Annually ) shall be considered a single, consolidated service.

Your Proposal: Your price proposal must provide one single FFP for each unique "FFP Service Group." This single price must be all-inclusive for performing all the individual tasks listed within that group, for the specified frequency, on one unit of equipment.

3.0 THE "INITIAL STATUS" COLUMN

The "Initial Status" column indicates how each task will be treated at the start of the contract.

"Active": These are the mandatory, recurring PM tasks that the Government intends to order from Day 1. Your total proposed price for the recurring PM program will be based on the sum of all tasks marked "Active."

"Inactive (Unfunded)": These are tasks for which the Government requires a pre-negotiated, binding price, but which will not be part of the initial, recurring PM schedule. These tasks represent unexercised options. The Government may, at its sole discretion, choose to "activate" and order these services at a later date via the GFEBS PM Plan if funding becomes available or if mission requirements change. Do not include the cost of "Inactive" tasks in your base annual price for the recurring PM program.

4.0 PERFORMANCE AND PAYMENT

The Government will schedule and order PM tasks by generating individual Preventive Maintenance Orders (PMOs) in GFEBS, based on the active PM Plan. The Contractor will be paid only for the specific PMOs that have been formally generated by the Government and successfully completed and closed out by the Contractor in accordance with the contract's GFEBS procedures.

Just because a task has a price in this catalog does not constitute an order or a guarantee of work. Payment is contingent upon the formal generation and successful execution of a GFEBS work order for that specific task.

5.0 "MORE STRINGENT STANDARD" CLAUSE

In cases where both a Host Nation and a U.S. standard are listed for a task, the Contractor shall adhere to the more stringent of the two standards."

This is a simple "catch-all" that resolves any potential conflict.
