A mandatory pre-proposal meeting is scheduled for Tuesday, March 31, 2026, at 10:00 a.m. at City Commission Chambers, 302 West Reynolds Street, Plant City, Florida 33563. The written question deadline is Monday, April 13, 2026, at 5:00 p.m., and sealed bids are due Thursday, April 23, 2026, at 2:00 p.m. via the City's OpenGov E-Procurement Portal. Substantial completion is required within 90 calendar days of the Notice to Proceed, with work commencing within 14 calendar days thereafter. All bids must remain valid for a minimum of 90 days from the submission deadline.
This project is funded through Community Development Block Grant (CDBG) monies administered by the U.S. Department of Housing and Urban Development, with the City of Plant City acting as the pass-through entity for Hillsborough County. Qualified bidders must demonstrate a minimum of three years' documented experience in asphalt paving, drainage structures, concrete work, grading, and utility works, providing evidence of three similar completed projects with associated project manager contact information. The contract is subject to Davis-Bacon Act prevailing wage requirements with base wages ranging from $14.00 to $33.61 per hour plus fringe benefits of $0.00 to $11.60 per hour depending on labor classification, and Executive Order 13706 mandating one hour of paid sick leave for every 30 hours worked. Section 3 compliance is required under 24 CFR Part 75, mandating that Section 3 workers represent 25 percent or more of total labor hours and Targeted Section 3 workers represent 5 percent or more of total labor hours. All contractors must comply with Build America, Buy America Act (BABA) domestic content procurement preferences unless HUD issues a waiver, register with SAM.gov, provide Federal Debarment Certification, execute an E-Verify Affidavit, and obtain required insurance including Workers' Compensation, Commercial General Liability of $500,000 per occurrence/$1,000,000 aggregate, Commercial Automobile Liability of $500,000, Professional Liability of $1,000,000, and Railroad Protection Liability of $5,000,000 per occurrence/$10,000,000 aggregate due to CSX railroad proximity. Award will be made to the lowest responsive and responsible bidder; bids under $50,000 may be awarded by the City Manager while bids of $50,000 or greater require City Commission approval. Liquidated damages range from $1,015 to $10,203 per day depending on contract amount for failure to achieve substantial completion within the specified timeframe. While no specific budget ceiling is disclosed, the project scope and deliverables suggest a moderate-to-substantial infrastructure contract valued at several hundred thousand dollars.
