About this file
This is a Davis Bacon and Section 3 Acknowledgment Form for the North Woodrow Wilson Street Sidewalk Improvements project in Hillsborough County, Florida, funded through Community Development Block Grant (CDBG) resources. The project encompasses sidewalk improvements on the east side of North Woodrow Wilson Street from West Lowry Avenue to the CSX railroad, including flexible paving, grading, drainage, concrete sidewalks and driveways, stripping, signage, tree removal, sodding, and replacement of an existing potable watermain and appurtenances. The form requires both general contractors and subcontractors to acknowledge compliance with federal labor standards and Section 3 requirements prior to project commencement.
The form mandates that all laborers and mechanics employed on the project receive prevailing wages as predetermined by the Secretary of Labor pursuant to the Davis Bacon Act (40 USC 276a-276a5) and overtime wages in accordance with the Contract Work Hours and Safety Standards Act (40 USC 327-332). Additionally, contractors must comply with Section 3 requirements under 24 CFR Part 75 and the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u), which requires preference for low and very low-income residents of the local community and businesses that substantially employ these persons for employment, training, and contracting opportunities. Contractors and subcontractors must provide all necessary records, forms, and reports to evidence compliance with both Federal Labor Standards Provisions and Section 3 requirements.
