About this file
This is Bid Amendment No. 13 issued by the New Jersey Department of the Treasury, Division of Purchase and Property, for Bid Solicitation #25DPP01033 concerning T1316 Telecommunications Equipment and Services. The amendment provides answers to questions submitted during the third Electronic Question and Answer period and presents a revised bid solicitation with modifications to Section 3.23 regarding State-Supplied Price Sheet Instructions. The quote submission deadline is May 21, 2026, at 2:00 p.m. Eastern Time. Bidders are responsible for maintaining knowledge of all additions, deletions, clarifications, and modifications contained in all bid amendments and the New Jersey Standard Terms and Conditions.
The amendment clarifies critical pricing submission requirements, specifically addressing the treatment of non-discountable components in cloud platform solutions and hosted services. Bidders are permitted to input a 0% discount on the State-Supplied Price Sheet, which the State will interpret as a valid and responsive input indicating no discount is being offered rather than a no-bid response. Bidders may not add additional line items to the State-Supplied Price Sheet and must submit a single percentage discount for UCaaS and a single percentage discount for CCaaS. Additionally, bidders must provide one single set of labor rates for Section 4.4 labor categories that apply across all UCaaS and CCaaS solutions proposed, and all implementation work including phone placement, installation, and configuration must be quoted using the appropriate price lines under the LABOR tab rather than as flat-fee implementation charges. One question regarding CONUS compliance for commercial cloud collaboration services was deferred to prior bid amendments.

| Q: The RFP requires that the solution be confined to the continental United States (CONUS). Please confirm whether commercially available cloud collaboration services (e.g., Zoom Commercial) may be considered compliant when CONUS use is operationally enforced through administrative and contractual controls, including: Configuration restricting usage to U.S.-based data centers (Purchaser must agree to enforce these settings) U.S.-based customer support phone numbers (Requires US Support with CRC SKU) Tier 3 technical support services (escalation to Zoom) may be provided by personnel located outside the continental United States If such controls are acceptable, please confirm whether bidders may include these commercial SKUs in their response as compliant with the CONUS requirement. |
A: This question is outside the subject matter for the third Electronic Question and Answer period as set forth in Bid Amendment #12. Please refer back to the Answers posted in the prior Bid Amendment.
