CHAPTER 7: FIRE PROTECTION & LIFE
SAFETY
7.1 Goals and Objectives
As the Fire Protection Engineer (FPE) on this project, Jensen Hughes will provide fire protection and life safety related code consulting to the project team. Additionally, we will serve as the Engineer of Record in the design of fire suppression, fire alarm and notification systems. In this role, JENSEN HUGHES will act as an advisor to the design team on internationally recognized codes and standards as well as pertinent GSA specific code requirements.
We have developed the following project code compliance approach:
● Establish fire and life safety objectives that are acceptable to the GSA and tenant agencies and are consistent with international design practices for similar buildings.
● Based on the established fire and life safety objectives, prepare a fire protection and life safety program that identifies the building features and systems to be incorporated into the design.
● Identify and resolve fire protection and life safety related code compliance issues by discussion with the GSA and coordination with the design team.
7.1.1 Responsibilities
As the FPE on the project team, we are required to be a full participant of the design team for each phase of the project from concept through design, construction, and occupancy. The FPE will perform the following.
Analysis of:
● Building construction (Existing)
● Occupancy classification
● Means of egress
● Fire alarm system
● Water-based fire extinguishing system(s)
Calculations for:
● Egress (Modifications to existing infrastructure)
● Water supply (Existing)
Design of all fire protection and life safety systems, including, but not limited to:
● Fire alarm system
● Water-based fire extinguishing system(s)
We will also establish and maintain a dialog with the GSA regional fire protection engineer to address fire

If a conflict exists between GSA requirements and the GSA-adopted codes or standards, the GSA requirements take precedence. All such conflicts will be brought to the attention of the GSA project manager as appropriate for resolution.
7.3 General Design Requirements
The Bricker U.S. Building (USCH) is an existing 7 story building with a basement. The work included on this project will not change or impact the existing building construction type, height, area, allowable occupancy types, or primary egress infrastructure. These items are deemed existing to remain and compliant. The design requirements for this project consist of evaluating the new build out design for compliance with overall floor occupant loading in comparison to the available egress capacity, new work egress compliance, existing fire sprinkler system modifications, and existing fire alarm system modifications.
7.3.1 Building Construction
The existing seven-story Bricker USCH is reportedly at least a type 1B construction with a compliant overall building height and area. The new spaces will not changes the allowable occupancy types within the building. Upon completion of this project, Bricker USCH will remain a fully sprinkler protected building.
7.3.2 Occupancy Classifications
The following are the occupancy classifications in the Bricker Building:
● Group B Business – Includes Office Areas
● Group A-3 Assembly – Includes courtrooms, jury commission, library, and large lounges
● Group S-1 Moderate Hazard Storage – Includes storage rooms; secondary use group separated

S-2 180’ 12 237,000
7.3.3 Occupancy Separations
The building is identified as non-separated mixed use building.
7.3.4 Shaft Enclosures
Shafts enclosures having a 2-hour fire resistance rating are required where floor openings connect four or more stories and may have a 1-hour fire resistance rating when connecting less than four stories.
Per IBC Section 712.1.12 and 1009.3 exception 4, unenclosed stairs connecting not more than 4 stories are permitted when the floor opening between stories does not exceed twice the horizontal projected area of the stairway and the opening is protected by a draft curtain and closely spaced sprinklers per NFPA 13.
One of the two exit stairways in the existing Bricker USCH includes an open stairway interconnecting the 1st through 4th floors. At a minimum, two enclosed exits should be provided for each story of this building. If this is a historic feature of the building, options other than a fire rated enclosure may be acceptable to the GSA.
Outstanding Item: Review options for enclosure of the open stairway in the Bricker USCH and options to remain unenclosed.
7.3.5 Special Separations
Elevator lobbies are existing and to be maintained as smoke resistive.
7.4 Means of Egress
The means of egress for the building will be designed to Chapter 7 of NFPA 101-2021 edition.

7.6 Fire Alarm and Emergency Communication
Systems
The building has an existing Siemens single hardwired, addressable fire alarm and emergency communication system to serve the Bricker Building. The installed fire alarm system present within the Bricker Building is no longer supported by the manufacturer and equipment and the system has reached the end of its useful life and the technology is changing. Fire alarm systems main components for the existing system are typically required to be second hand or aftermarket parts due to the systems age and parts are no longer manufactured for this model of system. We are aware of another GSA project that is scoped to upgrade the fire alarm system to meet the updated codes and GSA standards. It is our understanding that the existing fire alarm system, in its current state, is not able to be modified to incorporate the extensive changes needed for this project. This project shall either anticipated the upgrade of the existing fire alarm system being completed prior to the start of construction for this project as a baseline for our design documents or the fire alarm upgrade shall be incorporated into the first phase of this project. The system will be modified, designed, and installed in accordance with the requirements in NFPA 72, the IBC, GSA PBS P-100, and the GSA fire alarm system specification Section 283101 requirements for new systems. The fire alarm and emergency communication systems is a self-contained, standalone system that functions independently of other building systems. The emergency communication system will provide an automatic voice message in response to the receipt of a signal indicative of a fire emergency. Manual control with the capability of making live voice announcements will also be furnished to provide occupants notification on either a selective or all-call basis. A firefighters emergency communications system is installed in the building and will be modified as needed for this project to maintain its current level of operation. The fire alarm, emergency communication system, and

7.6.4 Audible Notification Appliances
Performance, location, and mounting of audible notification appliances will be installed in accordance with the requirements in NFPA 72. The performance of the audible notification appliances will meet the voice intelligibility requirements in each designated acoustically distinguishable space (ADS). The design for achieving the required minimum dBA levels will take into consideration all building construction materials such as carpeting, hard surfaces, walls, doors, etc., and any other materials that can cause sound level attenuation and/or clarity problems in the placement and location of all audible notification appliances.
Fire alarm speakers will be installed in each elevator car and exit stairways; however, they must only be activated to broadcast live voice messages (e.g., manual announcements). The automatic voice messages must be broadcast through the fire alarm speakers on the appropriate floors, but not in stairs or elevator cars. Audible notification appliances located in the vicinity of the systems manual microphone shall be installed and controlled by a separate initiation circuit so that it can be disabled through the systems programming while a live voice announcement is being made to avoid audio system feedback and clear voice transmissions.
7.6.5 Visible Notification Appliances
Placement and spacing of visible notification appliances will be in accordance with the requirements in NFPA 72. Visible notification appliances will be installed only in public and common areas. Public and common areas include public restrooms, reception areas, building core areas, conference rooms, open office areas, and so on. Visible notification appliances are not required to be installed in individual offices.
Visible notification appliances will not be installed in exit enclosures (e.g., exit stairs) or elevator cars. All new visible notification appliance will be labeled with the word “ALERT” in a contrasting factory labeled red or white lettering.
7.6.6 Occupant Notification
Transmission of an alarm signal from any fire alarm system initiation device to notify the occupants throughout the building will be accordance with the requirements in NFPA 72 and the IBC. All alarm signals transmitted from any fire alarm system initiation device will activate the respective building audible and visible notification appliances to notify the occupants. Duct smoke detectors will not activate the fire alarm system notification appliances.
7.6.7 Fire Alarm Notification Strategies for the Building
The fire alarm and emergency communication system modifications will be designed to be able to maintain the systems operation for selective evacuation. Fire alarms in the building will perform a complete evacuation of the building with the “fire evacuation message”. The visible alarm notification appliance circuits will be activated on all floors.
