About this file
This document contains four questions and answers related to Amendment 0001 for solicitation number 47PF0022R0038 for GC Services for the Bricker USBC Backfill Project with the General Services Administration Public Buildings Service Region 5. The amendment provides clarification on submitting completed Past Performance Questionnaires (PPQs) directly from references or including them in proposals, confirms acceptability of including fully completed PPQs in proposals, advises that Contractor Performance Assessment Reporting System (CPAR) reports can be submitted in addition to PPQs for government agency projects, and identifies Murphy Elevators as the incumbent elevator maintenance contractor. Offerors must request references to submit PPQs directly to the Contracting Officer or include completed forms in written proposals by the response date. CPARs may supplement but do not replace PPQs.

Amendment 0001 - RFIs - RFP 47PF0022R0038 Bricker USBC Backfill, Columbus, OH
1. Q: For Factor 4, Past Performance, is it acceptable to provide previously completed PPQs for Factor 1 project, provided we include the entire PPQ and are not just incorporating by reference and we include direct contact information for the person that completed the PPQ? Many of our projects we use frequently in similar proposals and it can become burdensome for owners to have to repeatedly fill out PPQs.
A: At this time we ask that you request references complete the PPQ and submit directly to the Contracting Officer, or provide completed PPQs in the written proposal submission. If the same owner has completed the same form, for the same project in the past, that may be submitted again so the owner need not duplicate the effort.
2. Q: For Factor 4, Past Performance, the instructions dictate that the completed PPQ be sent directly to the contracting officer. Is it acceptable to include the fully completed PPQ in the proposal response in lieu of having the owner send directly? This provides offerors more control over assuring timely completion of the PPQs A: This is acceptable.
3. Q: If a Factor 1 project was completed for a US government agency, is it acceptable to include the CPAR for the project in lieu of a PPQ?
A: Please provide a completed PPQ. You may also submit the CPARs for any projects, but they do not take the place of the PPQ.
4. Q: Who is the Elevator Maintenance contractor?
A: Murphy Elevators
