Amendment 0005 - RFIs - RFP 47PF0022R0038 Bricker USBC Backfill, Columbus, OH
This amendment hereby incorporates a portion of the received RFIs as of 7/26/2023. The remaining outstanding RFIs will be incorporated via a later amendment.
1. Q: Please clarify the RFI questions process. Is this done on ProjNet?
A: Assuming this question is related to RFIs post-award. The GSA's current project management software is Kahua. GSA's project management software is subject to change.
2. Q: Please clarify the extent of the ACM. Is there a drawing associated with the letter listed in the specifications? There is not enough information to price this in a lump sum bid.
A: An allowance for ACM has been added to a revised Supplemental 1442 Pricing Sheet in the amount of $200,000.00 to assist with the delta in information with the 95% set.
3. Q: Would the GSA be able to accept a Flow schedule and standard G702 /G703 payment application process in lieu of a CPM cost and resource loaded schedule?
A: CPM scheduling is required. If the Flow scheduling complies with CPM scheduling, it may be used. GSA would consider adjusting the requirements of a cost and resource loaded schedule. At a minimum GSA will still require the first schedule submission to be cost loaded. A qualified scheduler is required for this project.
4. Q: Please provide additional information regarding the limitation / restriction to construction activities around the IRS tax wall and the timeframe of the restriction.
A: Schedule will need to be coordinated with the IRS and GSA Property Management.
Assume work in areas directly adjacent to IRS space on the 1st floor can be done during the day with the exception of:
a. The new wall along the east side of the IRS space which will be required to be constructed after hours.
b. Any work requiring access into IRS space, such as the construction of closet
110J, will need to be after hours and access may not be granted between
January 1 - April 30.
5. Q: Specification Sections 00 61 13 Performance and Payment Bond Form and 00
72 00 General Conditions of the Construction Agreement are missing. Please provide.
A: Performance and Payment forms are not typically issued until after award; these were incorrectly listed in the Table of Contents of “Spec_Bricker_CD_95”. The SF24 Bid Bond form was attached as part of the solicitation. Similarly the General Conditions of the
Construction Agreement was incorrectly identified as a specification. This document was uploaded to the SAM.gov post and titled “47PF0023R0038
GC_Agreement_March_2023”.
6. Q: We are looking into bidding the asbestos abatement for the Bricker Building project. I have the sheet that defines all the asbestos materials/quantities, but could you send us the full asbestos survey for the building?
A: GSA is revising the abatement scope and will reissue in the 100% CD set. The 2006 environmental building assessment is supplied, titled “OH0208CL - Bricker FB - Phase I
Environmental Site”.
7. Q: On the finish plans, restrooms that call for CT-2 on the floor also call for CT-2 as the base. There is no CT-2 designated as base on the finish schedule. Please clarify.
A: Tile floors, including but not limited to CT-2 occurring in Toilet 797 and 798, to receive corresponding tile base and top trim, except for wet walls in toilet rooms. All wet walls in toilet rooms, to receive 4’-0”H tile wainscot with top trim. Tile wainscot to match floor tile, typical at all restroom locations.
8. Q: RB-1 is a straight/toeless base. It is shown being installed over resilient flooring. It cannot, however, be installed over resilient flooring. Please advise as there is no cove/toe base specified on the project.
A: Where rubber base occurs, straight, toeless base to be installed at soft flooring
(carpet and carpet tile). Cove, toe base to be installed at hard floors (resilient flooring).
9. Q: What are the extents of the Tax Wall, where no adjacent work is to be done from January to April.
A: See RFI Q&A #4 above.
10. Q: Debris hauling route? Elevator use? Trash Chute?
A: For debris hauling routes, see spec 013510 - 5, GC will provide plans marked to show debris hauling routes. For elevator use, see spec 011400 - 1. For Trash chute, the building does not have a permanent structure but see spec 024119 - 7 for more information on how debris can be removed during construction.
11. Q: Finish schedule states that CPT-1, and 2 are installed over pad in the judge’s chambers. "Judge’s chambers" is not located on the finish plans. Please clarify.
A: Judge’s Chambers are also known as offices. Refer to the SW corner of the 7th floor;
Judge’s chambers are offices 748, 753, 755. Since the 95% submission, the Judges have requested engineered hardwood floors (WDF-1 and WDF-2) be installed in lieu of carpet over pad. Refer to the attached sketch for locations.
