About this file

This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs for a construction project renovation. The contracting activity is the Veterans Health Administration through Iowa City VA Health Care System (ICVAHCS), Network Contracting Office 23, for Project #636A8-22-001, Construct – Renovate 6th Floor Clinical Support, with an acquisition plan action ID of 36C263-26-AP-1638.

The procurement involves a single source award to Johnson Controls (JCI) for building automation and control systems valued at approximately $100,000.00. The scope includes complete installation, programming, and licensing of control systems hardware, controllers, sensors, start/stop controls, monitoring devices, system updates, and integration with existing JCI Metasys systems currently in use throughout the ICVAHCS facility. The justification for single source procurement is based on RFO 11.204 (Items Peculiar to One Manufacturer) and RFO 13.101(b). JCI Metasys systems utilize proprietary software and hardware requiring unique interfaces incompatible with competing manufacturers' equipment. Market research confirmed no competing vendors offer products fully compatible with the existing system. Converting to alternative systems would be cost-prohibitive and operationally disruptive, and JCI maintains the current maintenance contract facility-wide. The acquisition falls under the Simplified Acquisition Threshold category, and the purchase was approved by Contracting Officer Jennifer Johnson and Contract Specialist Calvin L. Courtney on July 14, 2026.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW RFO 13.101(b) For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C263-26-AP-1638

1. Contracting Activity:

Department of Veterans Affairs, VISN 23, Network Contracting Office 23 (NCO 23)

Veterans Health Administration (VHA), Iowa City VA Health Care System (ICVAHCS)

Project #: 636A8-22-001, Const – Renovate 6th Floor Clinical Support

2237 #: 636-26-4-8822-0046

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

The use of a single source for the items listed below accommodates standardization of these items throughout the facility.

• Johnson Controls (JCI) for control systems

The controls system will be an extension of the existing JCI system. Project calls for building automation system to be provided by Johnson Controls. System includes controllers, sensors, start/stop controls, monitoring devices, required programming and system updates, and other required components of automation system.

This procurement is for the Renovate 6th Floor Clinical Support construction project at ICVAHCS. The scope includes everything necessary to complete the referenced project that meets the requirements of the Department of Veterans Affairs. The specific work associated with Johnson Controls is to ensure all means to handle controls and controls systems are facilitated by Johnson Controls. This includes complete installation, programming and licensing of building automation and control systems for the new space. Integrate new control systems hardware with existing systems in Building 1.

This justification only covers the portion of the acquisition that is single source within the construction documents of this same acquisition. This project has a need for the use of the control systems provided by Johnson Controls.

The approximate value of the JCI Control System is $100,000.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a single source justification in support of RFO 11.204, Items Peculiar to One Manufacturer.

JCI Metasys systems rely on proprietary software and hardware, and their components require a unique interface to connect with the building's main control system. Therefore, other manufacturers' equipment is not compatible. For facilities with existing Metasys systems, using JCI is necessary to maintain a standardized and interoperable network across the facility. Using non-proprietary parts or services can cause critical impairment to the entire system, leading to costly repairs and potential operational disruption. JCI is the OEM with proprietary, and sometimes FDA-approved, hardware and software required to properly maintain and repair the system. Agencies often require JCI for ongoing maintenance and future upgrades of the system, which includes a need for specific JCI technicians, parts, and services. Converting to a different system would be disruptive and prohibitively expensive, making it more cost-effective to continue with the brand that already has a full installation.

The equipment purchased and provided by Johnson Controls is currently used throughout the entire ICVAHCS facility as its means to handle controls and controls systems. With the current maintenance contract, Johnson Controls would have to be replaced if their equipment is not purchased and installed in this project as well as extra means to convert the new equipment to the current system. Also, their equipment meets the basis of design for the project’s needs.

4. Description of market research conducted and results or statement why it was not conducted:

The specified Johnson Controls is the only control system that is currently being used at the ICVAHCS. At this time, there are no known competing vendors whose products are fully compatible with the existing system being used at the ICVAHCS.

Market research was conducted prior to selecting this manufacturer as the facilities standard base, this justification is specific to JCI.

5. Contracting Officer's Certification:

Purchase is approved in accordance with RFO 13.101(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
