About this file
This is a Justification for Brand Name Awards document from the Department of Veterans Affairs supporting a single-source procurement under RFO 13.101(b) for purchases exceeding the micro-purchase threshold but not the simplified acquisition threshold.
The Iowa City VA Health Care System (ICVAHCS) under VISN 23, Network Contracting Office 23 requires CORMAX Best (Stanley Security) brand door hardware cylinders for Project 636A8-22-001, Renovate 6th Floor Clinical Support, with an estimated value of $3,500.00. The specified cylinders must meet stringent security and compatibility requirements, including seven or more pins, removable core design operable only with special keys or tools, interchangeability within the facility's Great Grand Master Key System, and compliance with fire safety standards for double doors. The justification establishes that standardization on CORMAX Best cylinders is necessary to maintain compatibility with the facility's existing BEST CORMAX key system, reduce maintenance and replacement part costs, ensure security system integrity, and enable efficient locksmith response to maintenance issues. The document confirms that no competing vendors produce fully compatible alternative products and that market research was conducted by the Contracting Officer's Representative with approval by the Contracting Officer. Competition for the overall procurement is anticipated, with offerors responsible for obtaining supplier pricing. The procurement was certified and approved by Contracting Officer Jennifer Johnson and Contract Specialist Calvin L. Courtney of Network Contracting Office 23.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Brand Name Awards IAW RFO 13.101(b) For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C263-26-AP-1638
1. Contracting Activity:
Department of Veterans Affairs, VISN 23, Network Contracting Office 23 (NCO 23)
Veterans Health Administration (VHA), Iowa City VA Health Care System (ICVAHCS)
Project #: 636A8-22-001, Renovate 6th Floor Clinical Support
2237 #: 636-26-4-8822-0046
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
This project has a need for the CORMAX Best (Stanley Security) brand line. This door hardware cylinder requirement covers all the doors requiring cylinders affected by the scope of the project. The use of a particular brand name for the items listed below to accommodate standardization of these items throughout the facility. The CORMAX Best (Stanley Security) brand line for security door key cylinders with the following requirements (not all inclusive):
• Locks and latches for doors 45 mm (1-3/4 inch) thick or over must have beveled fronts.
• Lock cylinders must have not less than seven pins.
• Cylinders for all locksets must be removable core type. Cylinder must be removable by special key or tool.
• Construct all cores so that they will be interchangeable into the core housings of all mortise locks, rim locks, cylindrical locks, and any other type of lock included in the Great Grand Master Key System.
• Disassembly of lever or lockset must not be required to remove core from lockset.
• All locksets or latches on double doors with fire label must have latch bolt with 19 mm (3/4 inch) throw, unless shorter throw is allowed by the door manufacturer’s fire label.
• Provide temporary keying device or construction core to allow opening and closing during construction and prior to the installation of final cores.
• Provide removable core cylinders that are removable only with a special key or tool without disassembly of knob or lockset.
The approximate value of the CORMAX Best (Stanley Security) is $3,500.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a brand name justification in support of RFO 11.204, Items Peculiar to One Manufacturer.
The specified brand-named CORMAX Best is the only door cylinder that is currently being installed at the ICVAHCS. The intent is to install the same door hardware cylinders throughout the medical center to use in-stock (readily available at the facility) replacement parts/materials and equipment for repairs of these doors which will significantly reduce maintenance and repair costs to the Government and aid in protecting against security breaches. Standardization of the facilities door hardware is imperative to be compliant with facilities physical security system.
The facility already uses a BEST CORMAX key system. This brand-name requirement is based on the need for specific, proprietary interchangeable cores that fit into existing door hardware without extensive modifications. CORMAX is a patented key system that provides a high level of security and protection against unauthorized key duplication. Introducing another system would compromise the integrity of the facility's overall security and key management plan. New cylinders must be operated by the facility's current master key to allow the locksmith shop to respond quickly and efficiently to maintenance issues and key requests. Using a different system would require facility staff to manage multiple, incompatible security systems, leading to increased training costs, personnel demands, and potential repair delays
By standardizing the door cylinders at the ICVAHCS, it allows the Government to take advantage of cost savings on spare replacement parts, and maintenance. It also allows standardization of the security of the facility and its door hardware. Should another door cylinder be used it would create duplication of costs for the Government and increase the possibility of security breaches at the facility.
4. Description of market research conducted and results or statement why it was not conducted:
The market research for the equipment was conducted and prepared by the COR and shared with the CO for further review. The CO was in concurrence with information provided in the estimate that supported the brand name items. Approval of the items as brand name only is critical for the overall efficiency of the completed project and the entire ICVAHCS facility.
The specified brand-named COREMAX Best is the only door cylinder that is currently being installed at the ICVAHCS. At this time, there are no known competing vendors whose products are fully compatible with the existing system being used at the ICVAHCS.
There will be competition for the overall procurement. It will be the responsibility of the offerors to obtain pricing from the suppliers of the items and to submit a competitive proposal for the project. If a requirement arises in the future to replace all door cylinders at the facility, a competitive acquisition will be considered.
5. Contracting Officer's Certification:
Purchase is approved in accordance with RFO 13.101(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
