About this file

This document is a comprehensive Question and Answers (Q&A) file addressing contractor inquiries for the Reno 6th Floor Clinical Support renovation project (PN: 636A8-22-001) at the Iowa City VA Healthcare System.

The project involves approximately 22,500 square feet of renovation to create clinical support space including offices, conference rooms, storage, utility rooms, restrooms, and EMG/NVC exam rooms on the 6th floor. Critical to the project is maintaining operations of the existing Sleep Lab and Physical Therapy department throughout construction using a phased schedule approach. The Sleep Lab operates 7:00 PM to 6:00 AM, seven days a week, and must relocate between phases as detailed in the phasing answers. The contract duration is 371 calendar days from Notice to Proceed, with work executed in four phases (Blue, Green, Red, and 6W) coordinated between the VA and general contractor prior to construction. Key answers clarify that the Sleep Lab remains in current rooms (6E05-6E08) during Phase 1 with patient access via A-bank elevators, relocates to renovated Phase 1 areas during Phase 2, and post-construction corridor access is restored in Phase 3. The Q&A addresses numerous technical specifications including ICRA Class IV requirements, asbestos abatement (with Terracon survey report provided), medical gas and fire alarm systems tied to existing campus infrastructure, patient lift systems VA-furnished and contractor-installed, flooring transitions, mechanical systems isolation, electrical panel capacity, low-voltage systems coordination, and commissioning responsibilities assigned to the contractor. Material access utilizes Freight Elevator A5 (54"W x 89"D x 95"H) with limited patient elevator use by COR approval; cranes and hoists require COR coordination. Pre-award site visits are complete with no additional visits scheduled. The VA absorbs badging costs with typical 3-4 week lead time, requires TB screening protocols per specification 01 35 26, mandates factory-authorized installers for nurse call and fire alarm systems, and specifies that commissioning and testing remain contractor responsibilities. Submittal management uses Procore; schedules use Primavera P6; no liquidated damages apply; and weather days are contractor responsibility within the 371-day fixed duration.

1. Construction Scope of Work para 3 states “in order to minimize user group downtime, a phased schedule shall be used for this project, with parts of the 6th floor remaining operational at different parts of the project”. Para 1 further elaborates that “the existing Sleep Lab and Physical Therapy department currently located on the 6th floor are to remain on the 6th floor”. However, the same paragraph further states “the sleep lab will have to remain in operation during construction, and a phased schedule is required”. Unfortunately, this description is too ambiguous. Please clarify exactly which rooms must remain operational, and where those rooms would move to after the construction is complete.

NEAR-REPEAT: Overall phasing / phase boundaries / occupancy — see #2, #130, #131, #133, #325, #326, #332, #333, #335

· ANSWER:

· Phase 1 (Blue): Sleep lab stays in current rooms 6E05–6E08. Patients access via A-bank elevators through pre-demo corridor 6CE01. Demo/construction of highlighted area.

· Phase 2 (Green): Sleep lab relocates to renovated Phase 1 area. Demo/construction of highlighted area.

· Phase 3 (Red): Patient access via post-construction corridor 6CE01. Demo/construction of highlighted area.

· Phase 4 (6W): Isolate elevator lobby from remaining 6S/6W work. Patient access via post-construction corridor 6CE01. Demo/construction of 6S and 6W.

Discussions shall be held between the VA and GC prior to construction regarding phasing. Normal hours for VA Sleep Lab operations are from 7:00 PM to 6:00 AM, 7 days a week.

2. Please clarify if GC can assume that this project can be done in 2 phases: phase 1 will keep existing rooms that need to be operational (e.g., sleep lab and/or physical therapy) and phase 2 would remodel rooms that were occupied by sleep lab and/or physical therapy in Phase 1.

NEAR-REPEAT: Overall phasing / phase boundaries / occupancy — see #1, #130, #131, #133, #325, #326, #332, #333, #335 ANSWER: See answer to question #1.

3. Construction Scope of Work, para 3 states that any schedule shall also take into account set-aside time for the movement and transition of departments as construction progresses. Please clarify how much time would be required for the VA to relocate Sleep Lab and/or Physical Therapy departments between the assumed phases 1 and 2.

NEAR-REPEAT: Department move/transition information — see #336 ANSWER: Set-aside time shall be dependent on phasing. See answer to question #1.

4. Construction Scope of Work para 3 mentions an after-hours schedule for work that disrupts the care environment, such as excessive sounds. However, considering that the sleep lab would very likely be operational during off-hours, please clarify if different methods for noise mitigation should be considered instead of working during off-hours or confirm that off-hours loud work will not affect the sleep lab operations.

POSSIBLE OVERLAP: Noise / after-hours noise restrictions — see #112 ANSWER: Other noise reduction methods throughout phasing can be discussed post-award. See answer to question #1.
