About this file

This is a Construction Scope of Work for a federal renovation project at the Iowa City VA Medical Center. The project (No. 636A8-22-001) involves renovating approximately 22,500 square feet on the 6th floor to create clinical support space for social workers, physicians, nutritionists, and education staff serving inpatient units on the 5th and 7th floors. The renovation will include offices, conference rooms, storage, staff workrooms, utility rooms, reception area, lactation room, electrical closet, restrooms, and EMG/NVC exam rooms. The existing Sleep Lab and Physical Therapy department will remain operational on the 6th floor during construction, requiring a phased schedule to minimize disruption.

The contractor must provide all equipment, labor, materials, PPE, and tools to complete the project per final construction drawings and specifications. Work includes near-full demolition, asbestos abatement (removal, encapsulation, enclosure, cleanup, and disposal), and new construction spanning mechanical, electrical, plumbing, medical gas, information technology, and structural systems. The contractor must rigorously maintain debris, dust, and noise control measures while protecting existing conditions and coordinating all facility shutdowns with the contract officer representative. The period of performance is 371 calendar days from Notice to Proceed, with a pre-construction conference required within 14 calendar days of contract award and construction start 14 days after NTP. Disruptive work must occur during off-hours (outside Monday–Friday, 7am–5pm). The VA, architects, engineers, and contractor will meet prior to mobilization to establish the optimal phased construction schedule.

CONSTRUCTION SCOPE OF WORK

Project No. 636A8-22-001

Renovate 6th Floor for Clinical Support Iowa City VA Medical Center

1. PROJECT OVERVIEW

The project to consist of approximately 22,500 sq. ft. The goal to provide suitable space for the clinical support staff that serve the inpatient units on the 5th and 7th floors. The support staff to include space for social workers, physicians, nutritionists, education staff. The majority of the renovation will result in offices, conference, storage, and staff workrooms, a clean and soiled utility rooms, reception area, lactation room, electrical closet, and restrooms. The clinical areas include EMG and NVC exam rooms. The existing Sleep Lab and Physical Therapy department currently located on the 6th floor are to remain on the 6th floor. The sleep lab serves a dual patient role of seeing patients mainly in the evening but during the day the sleep rooms are also used for neurological testing serving as Electromyography (EMG) and Nerve Conduction

Velocity (NCV) exams. The sleep lab will have to remain in operation during construction, and a phased schedule is required.

Currently the 6th floor is served by AHU 112 which provides the ventilation requirements for the floor. Ceiling mounted four pipe fan coil units, with chilled water cooling and hot water heating, provide the cooling and heating requirements for the spaces on 6th floor.

The project will include demolishing all of the existing ductwork and piping back to the main risers, and providing new branch ductwork for ventilation and exhaust of the new spaces, and new piping for the fan coil units. New four pipe cooling and heating fan coil units concealed in the ceiling will provide the necessary cooling and heating requirements. The filters for the fan coils will be located in the return grilles. New piping and valving will be installed where needed.

New controls for the fan coils will tie into the existing Building Automation system.

Electrical work will include upgrading the system to accommodate the new layout. This will include demolition and removal of multiple cable and conduit locations, as well as the fire alarm system.

For plumbing and medical gas, the project is to demo all existing fixtures and cut back existing CW, HW and HWR piping back to main riser located in the 6th floor and ready piping for connection to new. Disconnect and remove existing sanitary and vent piping and cut back to nearest main risers located on the 5th floor ceiling. Install new water closets, lavatories, showers and floor drains in the patient washrooms and public washrooms per new layout of the architectural. Extend new CW, HW and HWR to new fixtures. Extend new sanitary and vent piping and route in 5th floor ceiling to new fixture locations shown. The project services in this facility serve inpatient bed facilities and associated toilet and shower rooms, clinical support areas, and administrative spaces. Affected systems under this division include, but are not limited to domestic cold water, domestic hot water, domestic hot water recirculation, domestic tempered hot water, sanitary building drain, sanitary vent system, oxygen, medical air, and medical vacuum (suction).

For Information Technology, the project will to replace all current systems while meeting current VA OIT EHRM standards. Services will be connected via the facility backbone to provide core connectivity to the IP networks for Data and VoIP telephony. Security, Nurse Call and Public Address/Mass notification will each have connectivity to the nearest Core network presence to extend the existing systems to this new space.

It is noted that this project will also include Asbestos abatement activities including removal, encapsulation, enclosure, clean-up and disposal of ACM waste, recordkeeping, security, monitoring, and inspections.

2. SCOPE OF CONTRACT

The contractor shall provide all equipment, labor, materials, personal protective equipment (PPE), and tools to complete project in accordance with final construction drawings and specifications. The project will take place in building 1 of the ICVAMC, with the primary construction area being on the 6th floor, separated into two phases. Within each phase, near-full demolition work will be required. The contractor shall rigorously maintain debris and dust control measures, and noise control measures, throughout periods of demolition and new construction. Great care shall be taken to protect existing conditions. Temporary construction items, such as construction walls, safety barriers, etc., shall be responsibility of contractor.

Contractor shall obtain final approval from ICVAMC contract officer representative (COR) prior to installation of construction barriers.

New construction will consist of alterations to ceilings, floors, and walls; general construction, installation of various MEP systems, medical gas systems, equipment steel support structures, and casework; and lab, patient care, and office space finish work. Concrete structure coring, and other building penetrations, shall be performed with proper equipment and tools to ensure debris, noise, and vibration are minimized to acceptable levels, and finished work is neat.

All attempts shall be made to preserve or improve existing condition of concrete structure.

All work requiring shutdown of existing facilities (e.g., electrical systems, piping and plumbing systems, fire suppression systems, etc.) shall be coordinated with project COR. A careful review of shutdown requirements, including existing conditions and contingency planning, shall be made prior to commencing work.

3. MILESTONES AND DELIVERABLES – PROJECT PHASES

To meet timing constraints of user group and equipment vendors, meticulous attention to project phasing and scheduling, critical build-out paths, and materials and resource availability, will be extremely important. In order to minimize user group downtime, a phased schedule shall be used for this project, with parts of the 6th floor remaining operational at different parts of the project. The VA, the architects and engineers, and the contractor shall meet prior to mobilization to determine the best outline of the construction phases and the most efficient use of space and time as possible.. Any schedule shall also take into account set aside time for the movement and transition of departments as construction progresses. Work that would result in the disruption of the care environment, such as excessive sound, shall be performed during off-hours. Off-hours work will likely be required during all construction phases to ensure strict adherence to project schedule. Off-Hours include any work taking place outside of the Monday through Friday, 7am to 5pm window.

4. SCHEDULE AND PERIOD OF PERFORMANCE

The period of performance for this project is 371 calendar days from contract Notice to Proceed (NTP) date. A basic project schedule is listed in table 4.1. Contractor shall work with

VA to create a phased schedule prior to prior to notice-to-proceed.
