About this file

This is a Justification for Brand Name Award document issued by the Department of Veterans Affairs, Network Contracting Office 23 (NCO 23) for the Iowa City VA Health Care System (ICVAHCS).

The acquisition covers EST Hospital Public Address Overhead Paging Speaker System components for Project 636A8-22-001, a renovation of approximately 22,500 square feet on the 6th floor of Building 1 at ICVAHCS, with an estimated cost of $12,000. The requirement specifies ceiling-mounted or wall-mounted cone-type speakers (4 or 8 inches) with white baffles that operate on either 25 CRMS or 70.7 CRMS with field-selectable output taps from 0.5 to 2.0W (originally installed at 0.5 watts), provide minimum 80 dBA sound output at 10 feet, and maintain frequency response of 400 Hz to 4,000 Hz. The contract will be solicited as a 100% set-aside for Service-Disabled Veteran-Owned Small Business and awarded as a firm fixed-price contract. This justification supports a single-source award under RFO 11.204 (Items Peculiar to One Manufacturer) because EST speakers are integrated into the facility-wide public address system, and no competing vendors offer fully compatible products that maintain UL listing compliance. Market research confirmed EST as the facility standard with no acceptable alternatives currently available. The purchase was approved by Contracting Officer Jennifer Johnson on July 14, 2026.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Brand Name Awards IAW RFO 13.101(b) For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C263-26-AP-1638

1. Contracting Activity:

Department of Veterans Affairs, VISN 23, Network Contracting Office 23 (NCO 23)

Veterans Health Administration (VHA), Iowa City VA Health Care System (ICVAHCS)

Project #: 636A8-22-001, Renovate 6th Floor Clinical Support

2237 #: 636-26-4-8822-0046

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

A NRM construction project with need for the brand name item – EST Hospital Public Address Overhead Paging Speaker System. This is partial requirement for project 636A8- 22-001 (Renovate 6th Floor for Clinical Support), which will renovate approximately 22,500 square feet of 6th floor in building 1 of ICVAHCS. This project will be solicited as 100% set-aside for Service-Disabled Veteran-Owned Small Business, and is firm fixed-price contract.

This justification only covers portion of acquisition that is brand name within construction documents of acquisition. The following requirements pertain to the EST Speakers:

• Shall operate on either 25 CRMS or 70.7 CRMS with field selectable output taps from 0.5 to 2.0W and originally installed at the ½ watt tap. Speakers shall provide a minimum sound output of 80 dBA at 10 feet (3,000 mm) with the ½ watt tap.

• Frequency response shall be a minimum of 400 HZ to 4,000 HZ.

• Four inches (100 mm) or 8 inches (200 mm) cone type speakers ceiling mounted with white colored baffles in areas with suspended ceilings and wall mounted in areas without ceilings. EST was selected by previous contract bidding process as hospital overhead paging speaker system for this facility.

The total estimated cost for EST public address overhead paging speaker system for this project is $12,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a single source justification in support of RFO 11.204, Items Peculiar to One Manufacturer.

EST speakers are part of facility-wide public address overhead paging system. Added speaker devices must seamlessly tie into facility’s existing speaker system. Harmonization of public address overhead paging speaker system across facility is essential to ensuring highest communication integrity through hardware reliability, parts availability, and maintenance familiarity.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted prior to selecting this manufacturer as facility standard. This justification is specific to manufacturer, EST. This partial requirement is a minor extension of existing ICVAHCS public address overhead paging speaker system. Currently, there are no competing vendors whose products are fully compatible with existing ICVAHCS overhead paging speaker system. If competing device is found that functions and maintains UL listing of entire system, then it will be considered acceptable. None to date is known, or shown, to be available.

5. Contracting Officer's Certification:

Purchase is approved in accordance with RFO 13.101(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
