About this file

This is a Justification for Single Source Award under RFO 13.101(b) for a procurement exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold. The Department of Veterans Affairs, VISN 23, Network Contracting Office 23 is seeking to procure signage for the Iowa City VA Health Care System's 6th Floor Clinical Support renovation project (Project #636A8-22-001, 2237 #636-26-4-8822-0046). The acquisition is for Infinity brand signage manufactured by ASI Sign Systems, Inc., with an approximate contract value of $10,000.00.

The justification for single source award is based on brand name requirements to maintain standardization and consistency throughout the medical facility. The ICVAHCS has standardized facility signage through ASI Sign Systems in accordance with the VA Signage Design manual. The requirement ensures that new signage matches existing facility standards, is interchangeable with current installations, and maintains uniform sign type and typography across the medical center. The document notes that matching existing signage is cost-effective compared to replacing all facility signage. Market research was previously conducted when ASI Sign Systems was selected as the facility standard, and this partial requirement represents a minor extension of existing facility signage requirements. The justification was approved by Contract Specialist Calvin L. Courtney and Contracting Officer Jennifer Johnson of Network Contracting Office 23, both signing digitally on July 14, 2026.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW RFO 13.101(b) For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C263-26-AP-1638

1. Contracting Activity:

Department of Veterans Affairs, VISN 23, Network Contracting Office 23 (NCO 23)

Veterans Health Administration (VHA), Iowa City VA Health Care System (ICVAHCS)

Project #: 636A8-22-001, Renovate 6th Floor Clinical Support

2237 #: 636-26-4-8822-0046

2. Brief description of supplies/services required and intended use/estimated cost:

This project includes a requirement for signage, in accordance with (IAW) the VA Signage Design manual. The specified brand-named Infinity, provided by ASI Sign Systems, Inc., is the only signage that is currently being installed at the ICVAHCS. The signs are required in multiple locations throughout the 6th Floor.

The use of a particular brand name for the item listed below to accommodate standardization of this item throughout the entire medical facility. The following is the required brand name:

• The Infinity brand line is manufactured by ASI Sign Systems, Inc.

This justification only covers the portion of the acquisition that is brand name within the construction documents of this same acquisition. This signage need covers the identified renovations of the 6th Floor clinical support area, matching existing facility standards.

The approximate value of the Infinity brand name required for this project is $10,000.00.

3. Unique characteristics that limit availability to one source, with reason no other supplies or services can be used:

This is a brand name justification in support of RFO 11.204, Items Peculiar to One Manufacturer.

The ICVAHCS has standardized facility signage through ASI Sign Systems. The VA Signage Design manual states, if the signage is included in the scope of work for the general contractor, it’s essential to require the brand name component-based signage system to ensure that the signage matches and is interchangeable with the facility-wide standard. The intent of the brand name requirement is to maintain uniform sign type and typography throughout the medical center.

Signage throughout the campus must match for ease of maintenance and to provide consistency for the Veterans to easily navigate the medical facility. It will be far less expensive to match existing signage and it is cost prohibitive to replace all signage in the facility.

4. Description of market research conducted, and results or statement why it was not conducted:

Market research was conducted prior to selecting this manufacturer as facility standard. This justification is specific to manufacturer, ASI Sign Systems, Inc. This partial requirement is a minor extension of existing facility signage requirements.

5. Contracting Officer's Certification:

Purchase is approved in accordance with RFO 13.101(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
