SPS District Solar Energy Partnership RFP Addendum 1

This document is an addendum to a Request for Proposals issued by Simsbury Public Schools in Simsbury, Connecticut for a District Solar Energy Partnership project. The RFP addendum, issued November 14, 2025, modifies the original RFP presented November 6, 2025, and establishes key deadlines: questions must be submitted by November 20, 2025 at 2:00 p.m., proposals are due November 25, 2026 at 1:00 p.m., and Board of Education contract execution is anticipated in December 2025. A mandatory walkthrough is scheduled for November 10, 2025 at 10:30 a.m., starting at Latimer Lane. Rooftop installations are to commence on or after June 22, 2026, with final onsite construction completion by August 14, 2026, and service commencement (power provision) by December 1, 2027. The project involves solar installations at two schools, with each school requiring its own separate Power Purchase Agreement (PPA). The addendum clarifies that roof-mounted solar panels, tracks, and anchoring equipment shall not exceed five pounds per square foot unless authorized by a licensed structural engineer, and ballasted panels are preferred to minimize roof penetrations.

The addendum addresses vendor requirements and technical specifications through nine questions and responses. Vendors may apply in partnership with a licensed Connecticut contractor with a clearly defined partnership agreement. Vendors may deviate from the provided PPA template but must document all changes in their proposals. The Simsbury Public Schools roof at the main location was completed in 2021 with a warranty until 2051, while the Latimer Lane roof was completed in 2024 with a warranty until 2054. Bidders must provide labor rates for dismantling and reinstalling solar components as required for roof maintenance, with the school bearing responsibility for reimbursing the vendor for any resulting loss of revenue. Incentive assumptions and third-party engineering studies may be submitted as estimates but must be clearly identified as such with supporting documentation of their development methodology.

▪ Provide a labor rate applicable to the dismantling, relocation, and prompt reinstallation of solar system components as may be required to accommodate rooftop maintenance activities. Such activities may include, but are not limited to, roof leak repairs and HVAC system maintenance. In the event that such work results in an interruption of solar system operation, the Buyer shall be responsible for reimbursing the Seller for any resulting loss of revenue.

C. Section 3.2 – Page 7 – Bullet #6

2. Questions and Responses

Question 1:

Can you provide SLDs, electrical plans and submittals if available for each school?

Response:

Access to this type of material is available onsite by appointment. Questions stemming from such a visit will only be answered through public addendum. Scheduling requests and questions should be directed to:

jcasey@simsburyschools.net

Question 2:

We are working on obtaining a third-party wind study / engineering review to determine the attachment and ballast plan. However, it is uncertain that they will be able to complete the study for submission by 11/28. In the meantime, we can provide estimates with our proposal. If we do not receive the attachment plan by the submission date, can you please confirm that it would be acceptable to provide the study findings following our submission if necessary?

Response:

If study results are unavailable by the RFP submission deadline, estimates based on realistic expectations may be provided, however, these must be clearly distinguished as estimates and include a defense of how these estimates were developed.

Question 3:

Assuming that the vendor is applying in partnership with a licensed CT contractor, will that meet the vendor requirements of the RFP?

Response:

Yes. In this case, a clearly defined partnership agreement will be required as part of the proposal.

Question 4:

Does the vendor need to commit to using the template PPA which was provided in the RFP, or can the Vendor use its own form?

Response:

The vendor may deviate from the provided PPA template, or provide a different agreement format, however, any and all changes from the provided template must be documented in the proposal as per Section 4.1, bullet #1, sub-bullet #7.

Question 5:

If Simsbury wants to proceed with a PPA, would the Town be willing to consider signing a lease agreement in conjunction with the PPA, rather than a license to use the property?

Response:

The primary goal of the project is to reduce carbon emissions and school energy costs through a Behind-the-

Meter PPA agreement. Any arrangement that accomplishes this will be considered.

Question 6:

Would Simsbury be willing to consider leasing the roof to the developer for which it would receive a regular lease agreement?

Response:

Any arrangement that accomplishes the project’s goal will be considered.

mailto:jcasey@simsburyschools.net

Question 7:

Given the timing of Connecticut’s next incentive application period which occurs in February 2026, the final incentives will be unknown at the time of submission. Should the Vendor specify their incentive / economic assumptions with their proposal?

Response:

Incentive assumptions may be provided, however, these must be clearly distinguished as assumptions and include a defense of how they were developed.

Question 8:

Should each school be treated independently with their own contracts or should one agreement cover both schools?

Response:

Each school should have its own PPA agreement. The intention is to use these schools as models for future projects at other schools.

Question 9:

What are the roof ages of both schools?

Response:

The SHS roof sections highlighted in appendix 5.2 were completed in 2021 and are warrantied until 2051.

The Latimer Lane roof highlighted in appendix 5.2 was completed in 2024 and is warrantied until 2054.

3. Acknowledgment of Receipt Acknowledge receipt of this Addendum by indicating so on the cover page of your submission.

Failure to acknowledge receipt of this Addendum may be cause for rejection of the proposal.
