SECTION 32 12 00

Hot Mix Asphalt Paving

PART 1 GENERAL

Contractor shall refer to the Statement of Work and all relevant attachments for project specific information including project location, HMA Mix, and other requirements.

PART 2 PRODUCTS

2.01 MATERIALS

A. Tack Coat:

A. Tack coat emulsion shall conform to NYS DOT Specifications.

B. Base/ Binder Course A. Binder course shall conform to NYS DOT Specifications.

C. HMA

A. Hot mix asphalt using reclaimed asphalt pavement. Mix shall conform to NYS DOT Specifications for use on 60 series roads.

D. Line Paint A. Paints used must be formulated for use as a pavement marking material. Paint shall be VOC compliant and conform to all state, federal, and local laws pertaining to air pollution and VOCs.

PART 3 EXECUTION

3.01 Preparation and Planning

A. Contractor shall develop and submit a mix design for approval that is suitable for the location being paved. Mix Design shall include maximum aggregate size, compaction requirements, and placement temperature.

B. Contractor shall develop a detailed project schedule to be approved by the Contracting Officer. This is to include all activities going on for each day of the project. It is to include all required street and parking lot closures that will occur during the project. Contractor shall develop detours for every road closure to be approved by the Contracting Officer.

C. Contractor shall provide proper barriers and signage instructing motorists of construction and road closures for the duration of the project. This is to include detour signs and flaggers to direct traffic.

D. There must be an accessible route to each area of the Arsenal during all phases of the project.

3.02 Milling Operations

A. Contractor shall remove a minimum of three (3) inches of the top layer, or enough for a minimum of three (3) inches of new asphalt and to keep the proper elevations.

B. All perimeter edges shall have a square edge.

C. Contractor shall recover and recycle all of the old asphalt so that it can be reused in the resurfacing.

D. Contractor shall provide delivery tickets of all debris removed from site.

E. Contractor shall employ dust control measures in all operations.

F. Contractor shall be responsible to repair any damage to manhole covers, frames, surrounding structures and other objects in the work area.

G. Contractor shall make any repairs necessary to bring the manholes to proper grade. All manholes, catch basins, and valve boxes shall be brought to a height of ½” below the final grade of the top course. Contractor shall install extension rings if needed to raise the height.

H. Contractor shall clean the milled area, either by multiple passes with a power sweeper, or other approved method. The surface shall be free of all dirt and dust and ready to receive a new layer of asphalt before moving on to the next stage. Cleaning shall be conducted just prior to application of tack coat/ asphalt. Additional cleanings will be required if the milled portion has been open to traffic or 48 hours has passed.

3.03 Base Courses

A. In areas where the supporting layers are not compacted, or where there is no binder layer, the contractor shall follow the following procedures:

1. Contractor shall inspect all areas where asphalt was removed. Any area that pavement is removed to the sub base will be checked for appropriate compaction. Damaged base layers and loose sub base will be repaired and approved prior to applying the top surface of asphalt. The base for the new pavement shall be of uniform grade and slope with no cracks or holes.

2. All new fill material will be compacted and properly graded.

3. A minimum of 2” binder course will be placed prior to wearing course paving.

3.04 Tack Coat

A. Tack coat shall be applied to all areas where ne pavement is going to come in contact with existing asphalt or concrete.

B. The homogeneous emulsion used shall be appropriate for the conditions of the application.

C. A tack coat is not required on gravel or stone bases.

D. Tack coat shall be applied at a rate of 0.06 gallons per square yard.

E. Use of a calibrated distributor that is capable of uniformly applying the emulsion shall be utilized.

F. Resurfacing shall not begin until the tack coat has broken.

3.05 Top Coat Paving Operations

A. All areas shall receive a minimum of three (3) inches of pavement, using reclaimed asphalt pavement.

B. Asphalt mix shall conform to NYS DOT specifications for top course as outlined in the Standard Specifications for Construction and Materials. Quality control of the asphalt mix is the responsibility of the contractor.

C. Each asphalt delivery vehicle shall provide a delivery ticket, to be provided to the Contracting Officer’s Representative at the end of each day.

D. Trucks shall be timed so that delivery of the HMA is in the temperature range required by the mix design. Any truck that is lined up for too long and the asphalt has dropped below the design temperature will be rejected.

E. Asphalt shall be compacted immediately after placement.

F. Contractor shall properly crown and slope all areas to provide for proper drainage. All pavement shall slope away from buildings, walls, etc. The finished product shall allow for no pooling or water draining towards a structure.

G. All manholes, valve boxes, drains, etc. shall be depressed ½” from the new pavement. The pavement around any drains shall be sloped accordingly to allow for proper drainage.

H. All asphalt shall be supplied from the same plant and mix design.

I. At the end of compaction the pavement shall have a level transition to the existing pavement. Contractor shall pave in a manner that minimizes cold seams. All cold seams shall be finished with a hot tar crack sealer once the paving is completed.

J. Contractor shall ensure that at the end of the placement there shall be no visible signs of ruts, ridges, roller marks, cracking tearing, or other irregularities. The contractor shall be responsible to correct any defects by repair or replacement at no additional cost to the government.

K. The government reserves the right to perform QA testing on all new asphalt. The contractor is responsible to make repairs to any areas that do not pass the inspection.

3.06 Line Painting

A. All lines removed during the resurfacing project shall be repainted the appropriate colors. This is to include, but not limited to: lane markings, stop lines, crosswalks, parking space and handicap markings, painted curbs, no parking zones, etc.

B. It is the contractor’s responsibility to ensure that all lines get repainted.

C. Line painting shall occur within 2 days of paving completion.

3.07 Cleanup

A. Contractor shall remove all equipment, tools, and debris from site.

B. All millings and excavated materials shall be removed.

C. Contractor shall sweep all the new roads, and roads used for construction traffic.
