STATEMENT OF WORK (SOW)
FOR
Repair Masonry IDIQ
AT
Watervliet Arsenal Post Wide
Project #: 20PW027 Installation Management, Public Works Division Facilities Engineering (TAWV-IMP-F)
PART 1 GENERAL
SUMMARY OF WORK
1.1.1 Project Description
a. This Statement of Work (SOW) defines the effort required to address major areas of disrepair with the exterior façade of brick buildings on post. Many of these represent possible safety issues and overhead hazards that have to be corrected.
1.1.2 Period of Performance
a. The contractor shall be required to (i) commence work under this contract within 7 calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than [360] calendar days after notice to proceed was given. The time stated for completion shall include final cleanup of the premises.
1.1.3 Hours of Operation
a. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.
SUBMITTALS
1.1.4 General Submittal Requirements
a. The contractor shall provide submittal documents via e-mail to the Contracting Officer for review and approval. Provide all physical (non-document) submittals (including but not limited to material swatches, samples, etc.) directly to the Contracting Officer for review and approval. All submittals require government approval unless otherwise explicitly stated.
b. The contractor shall reference APPENDIX A “Consolidated List of Submittals” for the complete list of required submittals.
1.1.5 Contractor Safety Plan
a. The contractor shall submit a safety plan which is specific to the work activity being performed under the scope of this project for Government review and approval.
1.1.6 Lockout / Tagout (LOTO) Acknowledgement
a. The Contractor shall sign and submit a “Lockout/Tagout (LOTO) Notification Acknowledgement Record” prior to working on or de-energizing any electrical equipment.
1.1.7 Asbestos Notification Acknowledgement Record
a. The contractor shall sign the “Asbestos Notification Acknowledgement Record” and submit this form to the Project COR prior to starting project work.
1.1.8 Project Schedule
a. The contractor shall create a project schedule and submit for Government review and approval.
b. The project schedule shall detail the phases of work and the overall timeline for the execution of the work. The contractor shall include delivery dates, appropriate milestones, and shall clearly detail any requirements for work performed outside of regular hours of operation.
GENERAL REQUIREMENTS
1.1.9 Watervliet Arsenal Information for Contractors (WAIC)
a. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

1.1.10 Utility Outage Requests and Utility Connection Requests
a. Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, coordinate schedule with COR. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
b. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work. The contractor shall notify the COR a minimum of seven (7) business days before the shut-down of a utility or building service.
1.1.11 Safety Requirements
a. The contractor is required to provide the proper control of hazardous energy (lockout/tagout) per OSHA 29 CFR 1910.147.
b. The contractor shall inspect the project work site prior to starting work, and shall request a copy of the asbestos building inspection records to verify the location and description of known asbestos-containing materials.
ON-SITE PERMITS
1.1.12 Excavation (Dig Permit)
a. The clearance of buried utilities will be performed by the Government in advance of the Contractor performing subsurface work, unless otherwise explicitly stated.
b. The Contractor shall obtain a copy of the completed Utility Clearance Permit (WVA Form 420-2-E) from the COR prior to performing subsurface work. Verify existing utility locations indicated on contract drawings, within area of work.
1.1.13 Hot Work and Confined Space
a. Obtain permit for welding, burning, use of flame, or entry into confined space from WVA Fire Department by calling (518)266-5990 each day the permit is to be used.

CONTRACTOR EQUIPMENT
1.1.16 Equipment Identification
a. The contractor shall create and affix a label to all large equipment, dumpsters, and other mobilized property, which is weather-resistant (laminated, or within a see-thru label hanger), securely affixed to the equipment or visible through a window, and which clearly displays the General Contractor’s:
i. Company Name, POC Name (first, last), POC phone number, Project Number.
1.1.17 Waste Dumpster
a. The contractor shall place any waste dumpsters in a manner that does not interfere with thru-traffic.
b. Place waste dumpsters with a minimum of 33’ clearance from any building. The final location shall be coordinated with, and approved by the COR before any dumpsters are mobilized.
c. Cover all waste dumpsters when not in use, and before the end of each work shift. The cover shall be weather-tight.
d. The Contractor shall submit all Bills of Lading and Weight Slips associated with the disposal of all construction and demolition (C&D) debris to the Contracting Officer on a monthly basis. The contractor shall provide this information within ten (10) days of disposal of the waste.
PART 2 PRODUCTS
GENERAL
All work shall be in strict accordance with product manufacturer’s instructions and specifications, including but not limited to manufacturer guidance for storage, staging, application, installation, and disposal of the product.
2.1.1 Hazardous Materials
a. The contractor shall submit Safety Data Sheets (SDS) for all hazardous materials to be used.
2.1.2 Asbestos, Mercury, Lead, PCB
a. Unless otherwise stated, all materials for this project shall be new. All products shall not contain any asbestos, mercury, chromium/lead paint, Class I Freon, and Polychlorinated Biphenyls (PCB), and shall state such on the manufacturer’s original packaging.
2.1.3 DoD Green Procurement Program
a. All construction materials shall meet the applicable requirements of the DoD Green Procurement Program, specifically recycled content products, environmentally preferable products and services, biobased products, energy-and water-efficient products, alternate fuel vehicles and alternative fuels, products using renewable energy, and alternatives to hazardous or toxic chemicals as found at <http://www.acq.osd.mil/dpap/cpic/cp/docs/USA001967-08-DPAP.pdf>.
2.1.4 Paint
a. To meet the Affirmative Procurement Program (Federal Government’s Buy Recycled Requirements) all paint used in the project shall adhere to the below listed requirements of the Comprehensive Procurement Guideline for recovered materials. This applies only to interior latex paint, only if available at the time of the project.
i. Reprocessed Latex Paint (White, Off-White, Pastel Colors) shall contain 20% Post consumer content.
ii. Reprocessed Latex Paint (Grey, Brown Earth tones, and Other Dark Colors) shall contain 50-99% Post consumer content.
iii. Consolidated Latex Paint shall contain 100% Post consumer content.
PRODUCTS
2.1.5 Mortar
a. Masonry and mortar materials used for repair and renovation shall match the original existing historic materials as closely as possible in composition, color, texture, strength, size, finishing and porosity.
2.1.6 Grout
a. Shall conform to ASTM C 476. Cement used in grout shall have a low alkali content. Grout slump shall be between 8 and 10 inches. Ready-Mixed grout shall conform to ASTM C 94/C 94M.
2.1.7 Non-Shrink Grout
a. Shall conform to ASTM C 1107/C 1107M, and shall be a commercial formulation suitable for the proposed application.
2.1.8 Replacement Bricks
a. Shall be of similar vintage as the surrounding bricks in size, color, texture, material strength, etc.
2.1.9 Weather Seal Coating
a. SealClear by Sealoflex Waterproofing Systems or equivalent
i. Shall be silicone or siloxane based, with a 15% solids formula
2.1.10 Concrete
a. Compressive strength of 4,000 psi after 28 days unless otherwise specified
2.1.11 Reinforcing Mesh
a. W1.4 x W1.4 wire mesh conforming to ASTM A1064
2.1.12 Expansion Joints
a. ½” thick premolded joint filler conforming to ASTM D1751
b. Joint sealant conforming to ASTM D5893
2.1.13 Epoxy-Coated Dowels
a. 3/8” diameter, conforming to the coating requirements of ASTM A775/A775M, 8 mils minimum thickness.
2.1.14 Epoxy Grout
a. Moisture insensitive, conforming to ASTM C881/C881M, Type III, Grade 2, 3, with mineral filler.
2.1.15 Bonding Agent
a. Shall conform to ASTM C 1059/C 1059M.
2.1.16 Concrete Sealer
a. Shall repel water and protect against salts, oil, and gasoline without changing appearance of the substrate, and be UV resistant.
PART 3 EXECUTION
ITEMS OF WORK
3.1.1 General Requirements
a. The Contractor shall provide all personnel, management, materials, transportation, equipment, and any other items and services not Government furnished, necessary to remove all damaged/deteriorated mortar joints, pointing to obtain visually compatible features to create the same color and tooling joints, resetting of stone on masonry walls and structures at various locations throughout the installation. Contractor shall be regularly engaged in restoring stone masonry on historic structures and employing personnel trained and experienced in restoring masonry.
b. The Contractor shall be responsible for planning, programming, administration and management necessary to perform all work in the successful and timely completion task orders to be awarded under this contract. All work to be performed in accordance with all contract terms and conditions, and in strict compliance with all applicable Federal, State of New York and Local Laws, Regulations and Directives, to include applicable publications herein. Contractor is responsible for performance of work including, but not limited to: supply, quality control and financial control. The Contractor shall provide related services such as preparing and submitting reports, tests, performing administrative work and submitting necessary information as specified. The Contractor shall be required to provide materials lists to include trade names and brand names, model materials in accordance with submittal requirements under this contract.
c. The Contractor is responsible for ordering and maintaining sufficient materials to perform the work within the allocated timeframe. Materials that are used repeatedly, should be bench stocked so that those materials do not have to be ordered and delay repair.
d. During execution of this contract, all facilities will normally be occupied. All masonry repair work shall be performed in a professional, workmanlike manner, with minimum disturbance to the occupants and/or facility users. The Contractor shall insure that his personnel enter only those areas necessary for execution of the repair. Upon completion of work, the contractor shall provide sufficient cleanup of the work area so that additional cleaning will not be required by the facility users.
e. The Contractor shall designate a representative, hereafter called the Project Manager, in writing, within ten (10) calendar days after contract award. The Project Manager shall be in charge of all the work to be completed under this contract and have complete authority to act for the Contractor, direct the work and ensure personnel and equipment are in compliance with these contract requirements. Contractor employees working on this contract shall be personnel trained, with a minimum of 10 years of experience in restoring historic masonry structures.
f. Housekeeping: The Contractor shall, at all times, furnish from his own organization a sufficient force to carry out the housekeeping and cleanup requirements on areas affected by contract operations, on a day to day basis throughout the life of the contract.
g. The Contractor shall provide and maintain a dumpster of sufficient size or load debris into the Contractors truck for removal. Removed materials shall not be stockpiled at each worksite. The dumpster shall be replaced in a manner that avoids overfilling and spillage and the work area around the dumpster and Contractors truck shall be kept clean at all times. Debris and other rubbish shall be disposed of off the installation at the Contractors expense in accordance with Federal, State, and Local requirements. The Contractor or its employees shall not dispose of construction materials, scrap, debris, rubbish in any post dumpsters or sanitary sewer basins.
h. The Contractor shall provide protective drop cloths (plastic tarps) for storing materials on site to eliminate damages to and around the work area.
i. In performing this contract, the Contractor shall provide for protecting the lives and health of employees and other persons, preventing damage to property, materials, supplies and equipment and avoiding work interruptions.
j. The Contractor personnel performing services on or adjacent to roadways shall be equipped with reflective vests. The Contractor personnel acting as road guides shall be in compliance with all applicable safety regulations. The Contractor personnel shall maintain the free flow of traffic during the restoration process through the use of traffic control devices, including flagmen, traffic cones, detour signs, signal devices, and flashers.
k. The Contractor shall provide and install all necessary scaffolding and staging to accomplish all phases of the contract work. The Contractor shall be responsible for the strength and safety and be in full compliance with the laws governing safety standards of scaffolding. Scaffold requirements are referenced in CFR 1926.451.
3.1.2 Specific Tasks
a. Preliminary Site Investigation: Prior to issuance of the “Task Order” and the request for Quote, the Contractor shall schedule a preliminary site investigation, to include the Contracting Officer’s Representative (COR). Purpose of the preliminary site investigation is so that the Contractor and COR can determine and jointly agree on field measurements, existing conditions, salvageable items, and task order performance period based on amount and complexity of the work at the time.
3.1.3 Restoration of Brick/Stone/Block/Stucco Structures
a. The Contractor shall remove, rebuild, replace, repoint, and clean brick/stone in accordance with this SOW and Specification 04 WVA 01 – Restoration of Brick Masonry and UFGS 04 01 20.70 – Unit Masonry Cleaning and Restoration.
i. The Contractor shall also follow TMS 602, Specification for Masonry Structures regarding Hot and Cold Weather Construction provisions for masonry, Attachment A is a table highlighting some of the requirements.
b. Rebuilding Stone Wall (e.g. Perimeter Wall, Canal Wall, etc.): The Contractor shall dismantle stone wall down to grade to extent indicated. Only the areas of the wall that are failing or in need of repair shall be demolished. Structurally sound sections of the wall shall remain in place.
i. The Contractor shall salvage and reuse all sound stone for rebuilding. Stones that are delaminated or broken shall be saved for wall fill or to be recut for use in the rebuilding process. If any new stones are required, they must be of similar vintage and appearance.
i. The Contractor shall remove mortar from salvaged stone prior to use for clean bonding of surfaces.
ii. The Contractor shall ensure the stability of the wall while working at all times. This is to include temporary shoring and supports on the backside and surrounding areas to keep the wall intact.
iii. The Contractor shall inspect the ground and foundation for instability and movement before rebuilding the wall. Contractor shall ensure the foundation is undamaged and structurally sound.
iv. The Contractor shall re-lay the stones in level lines, matching adjacent rows.
v. New mortar joints shall run continuously into the old section with no breaks or height changes. The Contractor shall repoint/tool mortar joints as specified in section 3.1.3, F. Attachment C is a diagram of these joints.
i. The Contractor shall wet the stones of the damaged portion of wall prior to setting in fresh mortar. This is to prevent the stones from leaching too much moisture from the new mortar, which could lead to potential cracking.
vi. The Contractor shall furnish and install ¾ inch galvanized steel weep drains running from the middle of the wall, with a spacing of 4 feet.
vii. At the end of each working day, the contractor shall be responsible to make sure the wall is in a safe condition with no penetrations.
viii. Note: The Contractor shall provide temporary security fencing per Army Regulation 190-13 while repairing exterior portions of the wall (outside the arsenal). Temporary fencing shall be installed by the end of the work day, of the same day that it is breached, without exception. The purpose of this is to maintain Arsenal boundary security until project completion.
i. Temporary security fencing shall be metal chain link, a minimum of 6 feet high, conforming to UFGS Section 32 31 13: Chain Link Fences and Gates. The fence shall be tightly secured to the perimeter wall with no holes or gaps.
c. Replacement of Capstones: New capstones shall match existing as close as possible and be secured using ½ inch diameter stainless steel threaded rod, spaced every foot.
i. Removal of Concrete caps and Coping: Typical widths of concrete caps are 2 feet in width. The Contractor shall remove caps and coping (slate, limestone, and pre-cast concrete) as specified by the task orders. Care shall be taken during the removal operation to prevent damage to the caps and coping and mortar joints. The Contractor shall prevent damage to the caps and copping. Concrete caps shall be removed to include rubble, until a sound solid surface is reached and a uniform elevation is obtained.
ii. The Contractor shall remove and dispose of all caps and coping and mortar joints as specified. Coping shall be removed and disposed of as per direction of the COR.
iii. Pre-cast copings shall be factory-made units from a plant regularly engaged in producing pre-cast concrete units. Concrete shall be 4,000 PSI. Exposed to view surfaces shall be free of surface voids, spalls, cracks, chipped or broken edges so a uniform appearance and color are exposed to view. Pre-cast units shall have a smooth dense finish. Prior to use, each coping shall be wetted and inspected from crazing. Those showing evidence of dusting, spalling, crazing or treated with a protective coating will be rejected.
iv. Limestone copings shall be standard buff limestone with a smooth machine finish free from tool marks. Copings shall be provided with washes, and where they overhang stonewall(s), have drips cut on the underside.
v. The Contractor shall use the appropriate type of mortar for resetting the caps. The mix and color shall be standard for the entire wall being re-pointed.
vi. The Contractor shall compress new mortar into the joints a minimum of 3/8 inch to a maximum of ½ inch between caps.
vii. Joints shall be tooled when the mortar is thumbprint hard and brushed finished to seal joints.
viii. The Contractor shall set the coping to extend a minimum of 1 inch past stonewall.
ix. The Contractor shall match the contours of “curved walls” when installing the coping.
x. The Contractor shall make maximum use of full pieces of coping.
xi. The Contractor shall be responsible to drill new capstone for installation of chain link and barbed wire fence mounting bolts and grout, if necessary.
xii. The Contractor shall reinstall the fence straight and level to match existing sections. When finished, transitions shall be smooth and unnoticeable.
d. Removal of Damaged and Deteriorated Mortar Joints: The Contractor shall remove all loose or missing mortar; previous repointing that does not match original mortar, including caulking, grout, or Portland cement mortar; voids, powdery or crumbling mortar; or cracks that weaken the bond between units. The Contractor shall remove mortar in all joints to a minimum depth of at least one (1) inch or 2 and ½ times the width of the joint; whichever is greater, or until sound mortar is reached.
e. Removal of Brick: The Contractor shall remove and replace any missing, broken, or deteriorated bricks. Care shall be taken during the removal operation to prevent damage to the bricks. Bricks shall be removed to include rubble, until a sound solid surface is reached. Contractor shall be cautious with powered equipment so that existing brick is not damaged.
f. Removal of Block: The Contractor shall remove and replace any missing, damaged or weakened Concrete Masonry Units (CMU) in accordance with Specification 04 WVA 02 – Concrete Masonry Unit, attached. Care shall be taken during replacement and cleaning operations to prevent damage to new or existing blocks to remain. Cleaning is essential to ensure that any new cement or mortar applied will adhere securely. The configuration of the CMU’s shall be consistent with the existing structure and any new blocks shall be laid in the same pattern.
g. The use of grinders and saws will be allowed for the repointing of brick unless the mortar is deteriorated. A “wet method” will be the only acceptable method for grinders and saws.
i. Deteriorated mortar shall only be removed using hand-held, non-power tools to the greatest extent possible (this is the typical approach when mortar has lost its binder and has become powdery or sandy). Power tools shall be used only if mortar is of a harder variety and has cracked or otherwise separated from masonry units and then the tools will be used to create a “kerf” in the middle of the joint. This is to relieve pressure so that masonry can then be removed by hand. Since masonry saws have the potential to erode or cut masonry units if they are used to fully remove existing masonry, they should not be used to entirely remove existing mortar.
h. The use of grinders and saw will be allowed for the repointing of stone, as a relief cut only of the joint. A “wet method” will be the only acceptable method for grinders and saws.
i. Cleaning of Joints: The Contractor shall clean joints with air or water so they are free of dust, dirt, masonry chips and loose aggregate after raking has been completed.
i. The Contractor shall remove and dispose of all debris that is part of the removal and cleaning process.
j. Repointing of Joints: The Contractor shall compress new mortar into the joint in successive layers until a minimum of ¾ inch depth and maximum depth of 1-1/2 inch has been attained. The pointing of joints shall be continued to fill in all voids and maintain a uniform appearance. Mortar joints shall be duplicated in widths.
i. A minimum setting rate of 24 hours shall be adhered to for newly compressed mortar.
ii. The Contractor shall provide a weather resistant membrane to cover and protect joints from exposure during periods of rain.
iii. The Contractor shall compress new mortar into the remaining ½ inch joint after the initial setting rate has been accomplished. The pointing of joints shall be consistent with the construction and appearance of existing facilities or structures being repointed. The Contractor shall maintain the same mix for the entire structure.
iv. New mortar shall match existing in color, texture and hardness (after the mortar has fully cured). Mortar used around the Arsenal is typically “Type K”, however, the Contractor shall take and analyze samples as indicated of un-weathered original historic mortar and different type of mortar in the structure in order to match the new mortar to be used for repointing. All analysis results and chosen mix design shall be provided to the COR for approval prior to the start of work.
i. Coloring shall be added to the mortar used for exposed masonry surfaces to produce a uniform color matching existing mortar, if color matching cannot be achieved with sand only. Quantity of pigment to cementitious content of cement-lime mix shall not exceed 5 percent by weight, carbon black no more than 1 percent by weight. Mortar coloring shall be chemically inert, of finely ground lime proof pigment, and furnished in accurately pre-measured and packaged units that can be added to a measured amount of cement.
v. Joints shall be tooled when the mortar is thumbprint hard and brushed finished to seal joints.
vi. Joint profiles shall be grapevine/rope, concave or “V”.
vii. The Contractor shall repair and touch-up any surface or item damaged during performance of this work. All damages shall be repaired to previous condition. Repairs shall be completed at no additional cost to the Government.
k. Masonry (Final) Cleaning: After tooling, detergent cleaning for the removal of light films. Detergent cleaners shall be ProSoCo or equivalent (to be provided as submittal for approval). Detergents used for cleaning must be in sealed containers that legibly show the designated name, formula, quantity, date of manufacture, manufactures formulation number and sealed containers, the personnel, procedure, instructions and records to be used.
l. Stucco Finish over Masonry: Clean wall thoroughly to make sure it is free from dust, dirt and other debris. Mix enough Type-S masonry mortar for one coat. Add bonding agent per manufacturer's instructions. Apply an even coat, approximately1/4 inch thick, to the entire wall. While still wet, scratch up the wall with the plaster rake. This will ensure that the next coat adheres. Allow to dry for 24 hours. Mix a second batch of mortar. The bonding agent is not necessary for the second coat. Apply the second coat, evenly, about 1/4 inch to 3/8 inch in thickness. Allow it to set until moderately firm (between five and ten minutes). Cut the bumps by moving a straight edge over the surface in all directions. Flatten the surface of this coat as much as possible. Allow to dry two to three days. Mix finish-coat stucco and apply an even coat 1/8 inch thick.
m. Stucco Finish with Wire Mesh over Masonry: Clean wall thoroughly to make sure it is free dust, dirt and other debris. Install wire mesh by placing it flat against the wall and nailing it, every eight inches, in both directions. Start in the center of each sheet and work your way toward the edge, flattening as you go. Sheets should overlap at least three inches. Mix enough Type-S masonry mortar for one coat. Add bonding agent per manufacturer's instructions and apply to wall. The coat should be 3/8 inch to 1/2 inch thick, so it covers the wire completely. Allow to dry for 24 hours. Mix a second batch of mortar. The bonding agent is not necessary for the second coat. Apply the second coat, evenly, about 1/4 inch to 3/8 inch in thickness. Allow it to set until moderately firm (between five and ten minutes). Cut the bumps by moving a straight edge over the surface in all directions. Flatten the surface of this coat as much as possible. Allow to dry two to three days. Mix finish-coat stucco and apply an even coat 1/8 inch thick. Use the sponge float to smooth over finish.
n. Turf Restoration: The Contractor shall repair grass areas damaged during contract operations. The Contractor shall prepare the areas to eliminate uneven areas and low spots. Remove foreign materials, weeds, and damaged soil. The Contractor shall scratch the area to a depth of 3 inches where topsoil is to be placed. Spread topsoil to a uniform, compacted depth of less than 5 inches over areas to be reseeded. Rake until smooth. The Contractor shall seed, fertilize and water the area to establish grass.
i. All finished grading around masonry structures shall be sloped away with a minimum slope of 2%. The Contractor shall make all necessary adjustments to surrounding grade to allow for proper drainage away from the wall.
3.1.4 Concrete Walkways
a. The Contractor shall perform replacement of sidewalks in accordance with this SOW, Specification 03 WVA 02 – Sidewalk Replacement and UFGS 32 16 19 Concrete Sidewalks and Curbs and Gutters, attached.
b. The Contractor shall replace sidewalks with uniformity in appearance, at the original alignment and elevation, and free of damage, scaling, spalls, surface breaks, and cracks.
i. Areas which exhibit excessive cracking, discoloration, form marks, tool marks, or which are otherwise inconsistent with the overall appearance of the work shall be removed and replaced.
c. The Contractor shall dispose of all debris generated. The Contractor shall haul masonry (concrete, brick, etc.) and soil to a recycling facility. A bill of lading shall be provided to the COR at the end of each task order to verify where the masonry and soil was disposed.
d. The Contractor shall pour and finish concrete sidewalks to include placing reinforcement and other embedded items.
e. Concrete shall be protected from damage until completion and acceptance of the work. Damaged and discolored concrete shall be repaired and cleaned.
i. Damaged concrete shall be removed and reconstructed for the entire length between newly installed joints. Refinishing damaged concrete will not be permitted. Damaged material removed shall be disposed of as specified.
f. Restoration: Areas disturbed due to construction operations shall be restored as specified below.
i. Turf areas shall be restored by topsoil placement, mulching, and seeding.
ii. For other than turf areas (roads, parking areas and structures), restoration shall consist of returning the area to conditions existing before construction unless otherwise specified or directed by the COR.
iii. Repairs affecting traffic ability and safety of personnel shall be repaired within 5 working days. All damages shall be repaired to previous condition. Repairs shall be completed at no additional cost to the Government.
g. Measurement: Removal of existing sidewalk will be measured by the square foot. The unit price bid shall include the cost of removing and disposing of reinforced and unreinforced concrete sidewalks and pavement.
i. Concrete sidewalks will be measured by the square foot for a 4 inch thick sidewalk, complete in place. The unit price bid per linear foot shall include the cost of excavation, sub-grade preparation, crushed stone base, reinforcement, concrete, finishing, curing, sealing, joints, testing backfill, and miscellaneous materials and work not specifically mentioned but required for a complete useable system.
ii. Restoration of areas disturbed by work of this section will not be measured separately for payment, but costs in connection therewith shall be considered incidental to the item of work to which it pertains.
iii. Joint filler, sealants, bonding agents, form work, testing and curing materials will not be measured separately for payment, but costs associated therewith shall be considered incidental to the work of this section.
3.1.5 Curbing
a. The Contractor shall perform replacement/resetting of curbing and gutters in accordance with this SOW, UFGS 32 16 19 Concrete Sidewalks and Curbs and Gutters, and NYS Department of Transportation Standard Specification, attached.
b. New concrete curbing shall be 6 inches by 18 inches and installed straight and level. Concrete shall be placed to the section required in a single lift. Consolidation shall be achieved by using appropriate mechanical vibrators. The top of the curb shall be rounded with an edging tool to a radius of ½ inch. Immediately after removing the front form, the face of the curb shall be rubbed with a wood or concrete rubbing block and water until blemishes, form marks, and tool marks have been removed. The forms on the front of the curb shall be removed not less than 2 hours nor more than 6 hours after the concrete has been placed. Forms on the back side of the curb shall remain in place until the face and top of the curb have been finished.
c. New granite curbing shall be 6 inches by 16 inches, sawn top, split face with a buzzed edge. The stone shall be sound and durable, free from seams which impair its structural integrity and of a smooth splitting and machining character.
d. All precast concrete curb, stone curb and granite curb (excluding granite traversable sloped curbing) shall be set on a 3 inch thick continuous bed of dry concrete mix, or on a 3 inch thick dry concrete mix bed at the joints and wet concrete mix between the joints, or on a 3 inch minimum thick continuous bed of compacted granular material.
e. All precast concrete curb, stone curb, and granite curb (excluding granite traversable sloped curbing) shall be backed up with concrete using one of the following methods depending on the type of pavement:
i. Portland Cement Concrete (Rigid) Pavement: The Contractor shall place concrete backing behind the curb at each joint. The backing shall extend a minimum of 12 inches on both sides of the joint. The minimum height of the concrete backing shall be one half of the concrete pavement thickness and shall be measured from the bottom of the curb.
ii. Hot Mix Asphalt (Flexible) Pavement: The Contractor shall place a continuous concrete backing behind the curb. The minimum height of the concrete backing shall be 10 inches or to the top of the hot mix asphalt pavement, whichever is greater, measured from the bottom of the curb.
f. All precast concrete curb, stone curb, and granite curb (excluding granite traversable sloped curbing) with and without sawed ends, not on a structure, shall be butted together with no mortar between the joints.
g. When the curb is set next to a concrete (rigid) pavement, grout conforming to §701-04 Concrete Repair Material, §701-12 Concrete Repair Material - High Early Strength, or §705-21 Masonry Mortar shall be placed in the joint formed between the curb and the pavement. The grout shall extend from the bottom to the top of the pavement slab.
h. Before proceeding with any further work adjacent to the curb, the curb shall be backfilled with approved material and properly compacted.
i. Curb, or curb and gutter found to be dirty, damaged or out of alignment shall be cleaned, repaired, or replaced as necessary by the Contractor to the satisfaction of the Project COR prior to final acceptance of the work.
j. Measurement: Removal, replacement or resetting of existing curbing will be measured by the number of linear feet of each cross section. The Contractor shall submit a unit price for both concrete and granite curbing. Bid shall include the cost of furnishing all labor, materials and equipment necessary to satisfactorily excavate and backfill the trench, including sawcutting, and to restore and replace any pavement required to complete this work.
i. The Contractor shall complete all pavement restoration work in accordance with WVA specification 32 12 00 – Paving, attached. The asphalt mix shall conform to NYSDOT specifications. Quality control of the asphalt mix is the responsibility of the contractor. All asphalt shall be supplied from the same plant and mix design.
i. The Contractor shall repave the trench to a minimum thickness of 18 inches as follows: 12 inches of Type 2 compacted gravel, 4 inches of Type 3 Binder and 2 inches of Type 6 Top.
3.1.6 Concrete Window Sills
a. The Contractor shall examine the areas and conditions under which the work of this section will be performed. Conditions detrimental to the proper and timely completion of the work shall be corrected.
b. The Contractor shall remove spalling concrete. Damaged concrete shall be removed and reconstructed until structurally sound concrete is reached for the entire length of the window sill.
c. Reinforcement: ¾” x 4 ½” Stainless Steel Tapcon screws shall be secured into each sill for reinforcement. Screws shall have a hex head and be for use in concrete. Contractor shall predrill holes prior to insertion of screws. Holes shall be drilled every four (4) inches, on the centerline, over the length of the window sill. The first hole shall be drilled four (4) inches in from the leading edge. Contractor shall follow manufacturer’s guidelines for installation of screws. Screws shall be driven into the concrete to a depth of 3-½”.
i. Once the screws are in place, the Contractor shall coil 12 gauge wire around them. Purpose of the wire is to connect screws and provide additional reinforcement for the new grout.
d. Form Setting: Forms shall be plumb, liquid tight, and continuous along the length of the window sill. Forms shall be spaced 1-½” from the wall, wrapped with plastic sheeting to allow for easy removal, and extend one inch from the top of the elevation of the new sill. Any connection to the building must be in structurally sound brick.
e. Preparation of Existing Concrete: The Contractor shall ensure that the surface is free of any loose gravel, dirt or grease. The Contractor shall roughen the surface as necessary. The Contractor shall soak the concrete overnight prior to grout application and ensure saturation, per recommendation of the manufacturer.
f. Application of Non-Shrink Grout: Grout shall be mixed per manufacturer’s specifications and poured into forms. Grout shall be suitable for this type of application. An epoxy adhesive material shall be applied to concrete prior to placement of the grout. Grout shall be poured, making sure to prevent air entrapment by means of rods and hand tools. Grout shall be finished so that the top surface is uniform and smooth, and has a decline that sheds water. Finished and cured grout shall match existing window sills.
i. The Contractor shall ensure proper curing of the grout in accordance with manufacturer’s specifications, to include covering with burlap and retaining moisture.
ii. The Contractor shall remove and dispose of all forms. Contractor shall ensure grout cured properly. Grout shall be visually inspected by the COR for any cracks or other defects.
g. The Contractor shall repoint areas around the windows as specified in section 3.1.3, F.
h. The Contractor shall repair any holes in the wall as a result of the form work. The Contractor shall wash walls and work areas of all excess material in accordance with section 3.1.3, H.
i. In addition to the above, the Contractor shall include pricing (separate line items) for full replacement of existing concrete window sills with pre-cast concrete units, bluestone, brownstone and limestone.
3.1.7 Concrete Rehabilitation
a. The Contractor shall repair surfaces in accordance with this SOW, UFGS 03 01 30.71 – Concrete Rehabilitation, UFGS 03 01 32 – Concrete Rehabilitation for Civil Works and UFGS 03 30 00 – Cast in Place Concrete.
b. The Contractor shall remove spalled or loose concrete in the areas specified to a minimum depth of 2 inches and to such additional depth as necessary to expose a surface of sound, unweathered concrete that is free of oils, greases, or deicing salts or solutions. The actual depth of removal shall be subject to approval by the COR.
i. The Contractor shall make a perpendicular saw cut at least 2 inches deep, but no deeper than the reinforcing steel, a minimum of 1 inch outside of the area to be repaired to delineate the perimeter of the repair area and avoid feather edges. Saw cut shall have no angles less than 90 degrees. Caution shall be exercised so as not to cut through existing reinforcement or embedded metal not to be removed. Edges of repaired areas which are not mechanically anchored shall be dovetailed.
ii. The Contractor shall remove concrete with care to avoid damage to adjacent structures and concrete that is not to be removed. Contractor shall be responsible to repair any such damage at no additional cost to the Government.
c. Cleaning of Concrete: Contractor shall clean all surfaces of dust, dirt, oil, grease, paints, glues, sealers, curing agents, efflorescence, chemical contaminants, algae, mildew, or any other foreign matter that may serve as a bond breaker. Contractor shall use detergents/cleaners formulated to remove contaminants from concrete. Do NOT use solvents for removal of oil or grease. All traces of cleaning agents and contaminants shall be removed from the surface.
i. Once the existing concrete has been prepped, the Contractor shall provide means to keep it clean and protected from damage until the new concrete can be placed and cured.
d. Reinforcement: Holes shall be drilled for insertion of 3/8 inch epoxy coated dowels. Diameter of the holes shall be as recommended by the adhesive manufacturer. Holes shall be equidistantly spaced with a minimum concrete cover of 3 inches. Contractor shall clean out holes by flushing with water and compressed air prior to placing the epoxy grout. Contractor shall place grout and install dowels as recommended by the grout manufacturer.
e. Concrete Placement: Bonding agent shall be applied to all surfaces being repaired prior to placement of new concrete. Deteriorated areas shall be filled with a high early strength, single component, permanent concrete repair material, and re-built as necessary to bring damaged areas back to their original configuration. Any excess concrete shall be removed from adjacent surfaces before the concrete hardens. Do NOT feather concrete out onto adjacent surfaces.
f. Once the concrete has hardened, a sealer shall be applied. Sealer shall be compatible with the repair material and applied to all areas in accordance with manufacturer’s recommendations.
g. The final product shall provide a smooth and even surface with no signs of the repair.
h. Concrete Stair Tread(s): Shall be formed using any forming material, wood, plastic, steel, etc. to match existing rise and tread as determined by Contracting Officer. Before placing concrete, take care to determine that all embedded items are firmly and securely fastened in place. Provide embedded items free of oil and other foreign matter, such as loose coatings of rust, paint, and scale.
i. Cast Iron Abrasive Stair Nosings: The Contractor shall submit manufacturer’ specifications and technical data, including safety data sheets, installation instructions, as required, and catalog cuts and templates where required to explain construction and to provide for incorporation into the project. The Contractor shall submit shop drawings showing complete fabrication details for all stair nosing, including required anchorage to surrounding construction. Stair nosing treads shall meet OSHA barrier free code requirements for stair design in public buildings.
i. Installation: The Contractor shall install stair nosings in accordance with the industry standards applicable to the work and the manufacturer’s written installation instructions. The sub-channels of two component stair nosings shall be installed in the final stages of construction. Work shall be aligned plumb, level, and, where required, flush with adjacent surfaces and rigidly anchored to the substrate.
CLOSEOUT REQUIREMENTS
3.1.8 Construction and Demolition Debris
a. The Contractor shall submit copies of all Bills of Lading and Weight Slips associated with the disposal of construction and demolition (C&D) debris and/or recycled materials, under this scope of work. Submit documentation per Appendix A, “Consolidated List of Submittals”.
3.1.9 Cleanup of Work Site
a. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the premises.
b. The contractor shall remove all debris from any remote holding locations, to include any excavation and concrete equipment chute cleanout debris.
c. The contractor shall remove their equipment from Watervliet Arsenal premises within five (5) working days after completion of project work.
3.1.10 Restoration of Work Site
a. The contractor shall repair any items, building surfaces, equipment or miscellaneous items which were damaged during the execution of this SOW. Items that cannot be repaired to restore original function or aesthetics shall be replaced in kind by the Contractor at no additional charge to the Government.
3.1.11 Warranty
a. Repair procedures, including repointing, shall be warranted for a period of two (2) years against: discoloration or mismatch of new mortar to adjacent original historic mortar, discoloration or damage to masonry from improper mortar clean-up, loss of bond between masonry and mortar, fracturing of masonry edges from improper mortar joint preparation procedures or improper mortar formulation, and occurrence of efflorescence.

APPENDIX B: Quality Assurance Surveillance Plan (QASP)
PURPOSE
This Quality Assurance Surveillance Plan (QASP) will be used as a guide to Government Quality Assurance Personnel (QAP). It provides a systematic method to evaluate the services the contractor is required to furnish.
SURVEILLANCE PROCEDURES
Timeliness: Progress is maintained to assure compliance with completion time.
Quality: Conformance with statement of work and industry standards.
Tasks: Performed according to statement of work requirements.
Problem Resolution: Contractor submits deliverables in accordance with the contract and resolves any deficiencies identified by the government in the final submission. Following final submission, contractor resolves any additional deficiencies identified by the government and resubmits and or corrects within one week.
Delivery: Contractor submits each deliverable in accordance with the statement of work and terms of the contract.
PERFORMANCE AREAS
Management Responsiveness: Evaluate the adequacy of the contractor’s responsiveness and their ability to keep the government informed of work progress and provides for early problem identification and effective corrective action plans.
Schedule Control: Evaluate the contractor’s adherence to completion schedule.
Performance: The contractor will be evaluated as to the workmanship and adherence to the statement of work.
