FKEC General Information
Florida Keys Electric Cooperative (FKEC) is the private, not-for-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 34,000 meters. FKEC presently has an authorized workforce headcount of 125, with an actual headcount of 123. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.
The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.
Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.
FKEC and its representatives have exercised due care in preparing this Request for Proposal (solicitation). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. FKEC and its representatives do not warrant the accuracy of information contained herein.
1. Project Description
Florida Keys Electric Cooperative Association, Inc. (FKEC) seeking proposals for a turn-key project to install an All Dielectric Self-Supporting (ADSS) fiber line to connect Crawl Key Substation to Marathon Substation. Crawl Key Substation address is 56631 Overseas Highway Marathon, FL 33050. Marathon Substation address is 3421 Overseas Highway Marathon, FL 33050. FKEC is seeking construction bids for a turn-key project that consists of the new installation of 144 strand ADSS fiber that will be underbuilt on existing and newly constructed overhead distribution, as well as a 3.5-mile section underground fiber to be installed in newly installed 2” conduit (conduit and vaults installed by others) along the Heritage Trail on US1. This project will be located between Mile Markers (MM) 57 and 49 along US1 and a portion will be located on Aviation Boulevard near Marathon Airport.
Contractor will be responsible for installing a fiber patch panel at Crawl Key and Marathon Substations, inside the control houses. The taps from the distribution line to the substations will be overhead to the buildings to gain entry inside to the patch panel. Innerduct will need to be used if the fiber is not inside PVC conduits inside substations or control houses. Existing cable tray systems are in both substations.
No splice or tap points will be allowed to be located over water or in an inaccessible point with a bucket truck due to water or other obstructions that prevent access. Splice points will need 100’ of slack loops installed using snow-shoes. All tap locations will need a 24 strand ADSS fiber to tap (mid-sheath) the 144 strand ADSS to terminate inside each location’s existing equipment enclosure with an additional 15’ of spare cable at the end of each tap point. A fan out kit (buffer tubes) for the 24-strand fiber will be needed in each tap location equipment enclosure and half of all strands terminated with LC-UPC and the other half using ST-UPC but all connectors using pigtail style splice on manufacturer terminated connectors that are UPC. A minimum of 3 feet length fan out kits will need to be used for all strands on each tap inside the existing equipment enclosure. The contractor will be responsible to make the 24-strand fiber long enough to reach all points within the distribution device control boxes mounted to the poles, but FKEC will perform the work to make the entry point into the control box and place the fiber inside. The 2 substation locations that will have patch panels for the 144 strand ADSS all need 19” rack mount patch panels and will need to use only LC connectors. Fan out kits will also be needed inside the patch panels.
Approximately 1,100’ of the fiber along Aviation Boulevard headed towards US1 will be installed underground for which the construction contractor will be responsible for installing the conduit and fiber. See the attached fiber project map for detailed routing information (EXHIBIT D).
As indicated in the project map for this fiber project, there will be multiple devices and splice points at approximately ½ mile intervals. The devices consist of four reclosers and five capacitor banks that will require connectors to be spliced in according to the splicing diagrams that are provided (EXHIBIT I). In addition to the devices there will be 31 splice points in the line (13 OH and 18 UG) with 100’ of spare fiber to be stored at each splice location and 15’ of spare fiber at each tap point of a distribution device.
All distribution device taps will follow the template below of using 1 tube of 12 strands of the main 144 ADSS fiber to patch 24 strand ADSS to enter each existing device cabinet. If multiple devices are close in proximity, multiple 24 strand cables can be tapped at the same location and run to each distribution device. The 144 ADSS shall be terminated at Crawl Key and Marathon substations inside the control houses as shown in the splicing diagram attached to this request for proposal. Fiber shall be installed 12” below the neutral or the secondary conductor drip loop, whichever is lower. The ADSS fiber in this project will be installed at a nominal of 12” below the distribution neutral level but the installation of fiber may require pulling in the vicinity of energized 25kv distribution and 138kv transmission conductors. All distribution and transmission circuits will remain energized for this project, except for the underground distribution vaults, which will be deenergized for the ADSS fiber work. Workers performing construction must be qualified for this type of work in the area of energized overhead conductors.
For the 3.5-mile section of underground fiber coming out of Crawl Key Substation, the fiber will be installed after the distribution conductor and the spare 100’ coil of fiber shall be secured to the wall of the vault on a coil using all stainless spool and hardware and mounted out of the way of the distribution conductor. It is preferred not to have any ADSS fiber splices inside the vaults. If this cannot be accomplished, the spices shall be minimized and only the splice locations on the drawings will be used.
If UG splices must be used, watertight enclosures will be used. Contractor shall propose a method of shielding the fiber to prevent damage from incidental contact during maintenance inside the vault including procurement of needed materials for the shielding for FKEC approval. All distribution conductors inside vaults will be deenergized for the fiber installation work.
A particular point of interest in the construction of this line is the Vaca Cut Bridge crossing in which fiber is to be hung 12” below the distribution neutral which will put it above the existing telecommunications lines. The method used to install the fiber shall be described in detail in the bidder’s response and at no point during the installation shall the fiber touch or enter the water of Vaca Cut. Nor shall it impede the waterway traffic in accordance with the Army Corps of Engineers requirements. All work shall be performed from Vaca Cut Bridge and proper MOT will be designed and executed.
2. Scope of Work
• Install 18,200’ of 144 ADSS in 2” conduit that is existing
• Install 25,500’ of 144 ADSS overhead on existing distribution poles 12” below the neutral

No work can affect US1/Overseas Highway traffic in the Florida Keys during Florida Lobster Sport Season week (July 25-31, 2027), Thanksgiving week and Christmas week. The contractor will be responsible for securing all project materials for any significant storm during storm season (June 1-November 30).
FKEC has provided all available US Army Corps of Engineers (USACE) & Florida Department of Transportation (FDOT) construction permits for this work (EXHIBITS B, C, E). All additional permits needed for this project will be applied for and coordinated by the Contractor including, locates - using Sunshine 811, or Maintenance of Traffic (MOT), remaining FDOT permits, and utility work schedules (UWS) for installation or removal required for this project. NJUNS tickets will be entered by contractor and followed up on to confirm completion so that construction of the ADSS fiber will not violate NESC.
NJUNS tickets needed for this project are noted on the drawings. The Q-feeder poles listed on the FDOT permit are new poles that will be installed by the distribution line contractor. The pole installation is not part of this scope. The remaining aerial fiber will be installed on an existing pole line. The contractor will be responsible for following all conditions listed on permits including notifications for any MOT.
Contractor MOT selected must try to minimize any effect to area traffic. Contractor will be responsible for following all permit conditions. The FDOT permits also list work for the distribution line contractor which is not part of this bid scope of installation of ADSS fiber.
Contractor is responsible for providing a weekly written progress report to FKEC.
