About this file

This is a bid award posting from the Florida Keys Electric Cooperative Association, Inc. (FKEC) announcing the award of Bid #26-14 for specifications to procure and construct an All Dielectric Self-Supporting (ADSS) fiber optic line. The project involves a turn-key installation connecting Crawl Key Substation to Marathon Substation, encompassing approximately 35 miles of 144-strand ADSS fiber. The scope includes 25,500 feet of overhead fiber on existing distribution poles, 18,200 feet of fiber in existing conduit, 1,100 feet of new underground conduit and fiber along Heritage Trail on US1, approximately 42 new poles with detailed structural specifications, and a 590-foot overhead crossing of Vaca Cut Bridge. The contract includes fiber splices for five capacitor banks and four reclosers, with fiber terminations at both substations. Questions were due August 13, 2026, with proposals due August 20, 2026. Work restrictions prohibit construction during Florida Lobster Sport Season (July 25-31, 2027), Thanksgiving week, and Christmas week. The anticipated intent to award and project completion date was December 1, 2027. Site visits were encouraged prior to proposal submittal.

Wolf Line Construction Company was selected as the awarded contractor. The evaluation criteria weighted project cost at 50 percent, proposal schedule at 10 percent, proposal work plan details at 30 percent, and past performance at 10 percent. A bid bond of five percent of the "not to exceed" bid price was required. The selected contractor must execute a firm fixed-price agreement and maintain comprehensive insurance including commercial general liability of $2 million per occurrence, workers' compensation of $500,000 per accident, commercial auto liability of $2 million per accident, and performance and payment bonds equal to 100 percent of contract price. The contractor must comply with National Electric Safety Code standards, OSHA protocols, FEMA procurement guidance, and 2 C.F.R. Part 200 (Uniform Rules), with design accounting for coastal salt spray and wind loading of 128 mph or greater. FKEC has obtained all necessary permits from the U.S. Army Corps of Engineers, Florida Department of Environmental Protection, and Florida Department of Transportation, with the latter requiring work commencement within 60 days of approval (July 8, 2026). FKEC clarified that as a cooperative association, it does not meet the definition of a "state and local government agency" under Florida Statute Title X, Chapter 119 and therefore is not subject to public disclosure requirements.
