About this file
This document is a Request for Proposal (RFP) for environmental remediation, compliance, and facility maintenance services at two Defense Fuel Support Point (DFSP) facilities in California. The solicitation (SPE603-25-R-0503) seeks two separate indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed-price contracts for DFSP Norwalk and DFSP San Pedro, with a base period of four years (August 1, 2025 - July 31, 2029 for Norwalk, August 11, 2025 - August 10, 2029 for San Pedro) and a six-month optional extension period. The contracts will support comprehensive environmental services including site investigation, remedial systems installation and operation, groundwater monitoring, emergency response, compliance support, and facility maintenance, with the primary objective of achieving site closure while protecting human health and the environment.
The procurement is unrestricted and will be evaluated using a best-value source selection approach, with non-price factors (technical/management, past performance, and socioeconomic proposal) being significantly more important than price. The total estimated utility allowance is $2.5 million for DFSP Norwalk and $7 million for DFSP San Pedro. Offerors must address complex environmental challenges, including managing petroleum contamination (approximately 2.5 million gallons at San Pedro and 500,000-750,000 gallons at Norwalk), emerging chemicals like PFAS, and extensive regulatory compliance requirements. Proposals are due April 3, 2025, at 3:00 PM local time, with pre-proposal conferences scheduled for February 19-20, 2025, at the respective facilities.
