About this file

This is a Standard Form 30 (SF-30) Amendment of Solicitation/Modification of Contract for solicitation SPE603-25-R-0503. Amendment 0002 makes two primary changes: 1) extends the offer due date from March 26, 2025, at 3:00 PM to April 3, 2025, at 3:00 PM, and 2) includes an attachment of Questions and Answers. The amendment is issued by DLA Energy Bulk Petroleum Services for environmental services at two California Defense Fuel Support Point (DFSP) facilities in Norwalk and San Pedro.

The underlying solicitation is for environmental remediation, compliance, and facility maintenance services with a four-year base performance period from July 1, 2025, through June 30, 2029, and a potential six-month option extension. The government anticipates awarding two separate indefinite-delivery, indefinite-quantity (IDIQ) firm fixed-price contracts, one for each location. The procurement will be conducted on an unrestricted basis under NAICS code 562910, with the primary objective of site closure while protecting human health and the environment in a cost-effective manner.

Questions and Answers.pdf

DFSP Norwalk and DFSP San Pedro SPE603-25-R-0503 Questions and Answers

Question 1. For the DFSP Norwalk remediation system, groundwater is treated in granular active carbon (GAC) and organo-clay filled vessels. We note that groundwater at the Site contains PFAS and understand that the DLA requires that groundwater treated in the remediation system must contain no detectable PFAS prior to discharge. Therefore, the treatment media will contain PFAS and thus will require disposal at a facility approved by the DLA to accept PFAS containing waste. In developing our pricing for reference item 10, DFSP Norwalk Remedial Systems Quarterly Status Report, should we include the price for disposal of the PFAS-containing waste, or will the costs for disposal of that media be funded another CLIN?

Answer: Amendment 0001 revises Attachment 4 to add reference item 156 - Disposal, Hazardous (for spent granular activated carbon containing PFAS) per pound and renumber the subsequent reference items.

Question 2. For the DFSP San Pedro Site, in the FSA PWS, Section 4.3, Compliance Tasks, Item 2 Off-site Pipelines, the contractor is directed to assist with the annual review of the Public Awareness Plan. Please clarify whether we should include in our pricing for Reference Item 018, Facility Maintenance Quarterly Summary Report, the level of effort to develop and then distribute the public awareness informational flyer as required by the Dig- Alert system.

Answer: Yes. Amendment 0001 revises Attachment 1 PWS, in Section PWS 4.3.11 to include that Contractors shall also assist with the coordination for the closure of the off-site pipelines as required. The contractor shall provide up to 16,000 flyers to include GIS Mailing Analysis, Graphic Design, Spanish Translation, Printing and Mailing Services, Postage, and an Effective Measurement Program (Online survey with a QR Code).

Question 3. For the DFSP San Pedro Site, in the FSA PWS, Section 4.4.2.3, DLA-Fencing, the contractor is directed to accomplish maintenance and fencing repairs. To aid in the development of the necessary level of effort for Reference Item 018, Facility Maintenance Quarterly Summary Report, can the government provide an estimated number of fence repairs required in a given year and the length of fencing and the number of fence poles that may require replacement?

Answer: Amendment 0001 revises Attachment 1 PWS, in Section 4.4.2.3 Fencing to include, repairs to the site fencing may be up to 25 repairs/year with repair actions requiring 5-10 linear feet, but may be up to 40 linear feet under certain

DFSP Norwalk and San Pedro Environmental Services SPE603-25-R-0503 0002 Amednment 0002 Attachment circumstances such as an unusually strong wind event, excessive rain causing a section to collapse, or car accident on Gaffey St.

Question 4. For the DFSP San Pedro Site, in the FSA PWS, Section 4.4.3.1, Repairs, it is stated that the contractor shall be responsible Building water line and/or hydrant line repairs on an as needed basis. To aid in the development of the necessary level of effort for Reference Item 018, Facility Maintenance Quarterly Summary Report, can the government provide the diameter and construction material of the pipelines and an estimated number of pipeline repairs that may be required in a given year? Additionally, for these repairs, please clarify whether our pricing should include the repair of surface pavement that might need to be removed to access the pipeline repair, or will the costs for surface repaving be funded another CLIN?

Answer: Amendment 0001 revises Attachment 1 PWS in PWS Section 4.4.3.1 to include, repairs to the building lines/water lines/hydrants and including 4 repairs/year with repair actions involving 2” PVC water lines up to 8” transit lines. Surface completion/restoration is either asphalt or compacted gravel.

Question 5. Technical Proposal Page count/ Cover Letter and Exceptions: the table on pg 68 of the solicitation appears to indicate that the Cover Letter and Exceptions are included in the “Technical/Management Proposal”, which is restricted to 100 pages (per paragraph (vi)a.1 on pg 67). We request that the Cover Letter and Exceptions be exempt from the page count and have the page restrictions apply to Section II only.

Answer: Request denied.

Question 6. PPQs: Section ii on pg 69 of the solicitation appears to indicate that new PPQs are required for this solicitation. Given that PPQs were recently requested for Solicitation SPE603-24-R-0504 (submitted on Sept 23, 2024), we request that those PPQs be used as where applicable in lieu of requesting new PPQs from the same customers.
