PRE-PROPOSAL

VENDOR QUESTIONS AND ANSWERS

1. Q: Can a “VIEW PASSWORD” feature be included in the password section of the OET?

A: DLA will provide recommendations to OET team.

2. Q: Will the non-manufacturer rule be implemented in this solicitation?

A: 52.219-33 Nonmanufacturer Rule is incorporated by reference in the solicitation.

3. Q: If I buy my product from a large vendor, will I be considered large as well?

A: Yes, you will be evaluated as an other than small business.

4. Q: Since I am small business, am I automatically considered for small business set-asides?

A: Since the Nonmanufacturer Rule is incorporated into the solicitation a small business who is a nonmanufacturer must receive their product from a small business manufacturer in order to be considered a small business eligible for set-asides.

5. Q: How are Small Business Set-Asides determined?

A: Small Business set-asides are determined at each location by using the amount of small business competition at each requirement location in the previous solicitation. The amount of competition is determined by how many Small Businesses were Technically Acceptable and eligible for Small Business Set-Asides that were evaluated to each requirement location.

6. Q: How do Small Business Set-Asides work?

A: Before award, eligible small businesses who are evaluated to requirement locations that have set-asides will be sorted into an order going by their laid down price at that location. The small business with the lowest paid down price will be given the first opportunity to price match the price that the government would otherwise pay. If accepted the small business will be awarded the set aside quantity at the new price match price. If declined to accept the price match then the set aside quantity will be offered to the next lowest eligible small business. This process repeats until either there is no set aside quantity left or no eligible small businesses are left. If there is still set aside quantity available after this process that quantity reverts into the unrestricted quantity at that requirement location.

7. Q: Do you plan to have an Interim OET Round?

A: Currently an interim round is planned but is subject to the discretion of the Contracting Officer.

8. Q: What is the likelihood of a Price Reduction Round?

A: Please submit the best offer you can in the initial round, PPR need is at the discretion of the Contracting Officer.

9. Q: Can you clarify some of the dates in the QAP attachment?

A: All QAPS have been updated except for F76, which will be provided via an amendment to the solicitation.

10. Q: Has the West Coast Escalator been updated per solicitation?

A: The update will be listed in Amendment 0001.

11. Q: Is Mentor Protégé Program (MPP) lumped in with all Mentor Protégé Programs?

A: No, DoD and SBA have separate MPP and DLA is currently working on their own

MPP.

12. Q: Will small businesses be allowed to get paid using the Net 15-day initiative?

A: DLA provides accelerated payments to small business contractors; DLA will strive to pay invoices as soon as possible. Vendors can request an exception for Net 15 payment terms and if the exception is approved, an evaluation factor will be applied to the vendor’s proposal.

13. Q: Should a current awardee use the updated QAPS?

A: Any changes to a contract will occur via modification.

14. Q: During the HUBZone evaluation round 10% is applied to large “offers”. Does this 10% apply to their BID PRICE (product + additives), or to the LAID DOWN price (which would include their bid, evaluation factors, and government transportation)?

A: The 10% is applied to the Laid Down price.

15. Q: If none of the company’s previous authorized negotiators are with the company any longer, what should I do?

A: Contact the Contracting Specialist (CS) to ensure none of the current personnel we have listed are active, if none are active employees the CS will request an updated authorized negotiators list (K33.01).

16. Q: Is there a potential for a member of the DLA Mentor Protégé Program (MPP) to receive a set-aside preference for some CLINs?

A: There are no set-asides for MPP members specifically, however if members meet the small business criteria requirements they would be eligible for small business set-asides as usual.

17. Q: Under the last slide/statement of the Market Intelligence briefing, states that the Escalators are “used only for price evaluation – Will not be factored into invoice prices once contract performance begins” it doesn’t make sense, seems to say the same thing, can you elaborate?

A: Evaluation factors are only used for price evaluation and are not factored into invoice prices once contract performance begins.

Escalators are published prices used as the mechanism for economic price adjustment.

They used to determine invoice prices for the entirety of the contract.

Offer price evaluation is performed prior to contract award decisions to determine the lowest bottom line cost to DLA Energy. As part of the price evaluation process, evaluation factors are applied to offer prices using alternate/uncommon escalators to account for differences between escalators.
