QAP E40.01 MATERIAL INSPECTION AND RECEIVING REPORT (MIRR)/WIDE AREA WORKFLOW

(WAWF) ENERGY RECEIVING REPORT (ERR) (BULK FUEL/DIRECT DELIVERY AVIATION FUEL).

Required in all bulk fuel solicitations/contracts and direct delivery aviation fuel solicitations/contracts. DLA FORM 1889 dated .

QAP E40.01 MATERIAL INSPECTION AND RECEIVING REPORT (MIRR)/WIDE AREA WORKFLOW

(WAWF) ENERGY RECEIVING REPORT (ERR) (BULK FUEL/DIRECT DELIVERY AVIATION FUEL)

(DLA ENERGY JUL 2014)

(a) The requirements listed in paragraphs (b) and (c) are in addition to the other Wide Area Workflow (WAWF) requirements included in this contract. Whenever access to the WAWF system is limited or not available (i.e., during an extended loss of internet connectivity), the Contractor shall notify the Contracting Officer and request permission to submit documents manually until the WAWF system is again available for use. Manual documentation shall be completed in accordance with DFARS Appendix F.

(b) Test reports shall be entered into the WAWF system by means of the Statement of Quality tab.

Instructions for entering test information into the Statement of Quality Tab can be found in the WAWF Vendor Energy Receiving Report (ERR)/Combo Desktop Reference which can be downloaded at https://wawftraining.eb.mil/xhtml/ unauth/web/wbt/wawfra/vendor/VendorIndex.xhtml.

(c) Use the guidelines below for the submission of fuel quality testing data and supporting documentation for each ERR/Combo.

(1) MARINE SHIPMENTS. Submit a completed ERR/Combo and test reports via the Statement of Quality tab for all products shipped. If more than one shipping tank was used for the lift, a complete laboratory analysis for each shipping tank must be entered in the Statement of Quality tab. Also, clearly indicate the quantity of product shipped from each tank in the block titled “Quantity shipped from this tank”. Upload scanned copies, via the Attachments tab, of quantity determination documents and other shipping documents requested by the Quality Assurance Representative (QAR).

(2) PIPELINE SHIPMENTS. Submit a completed ERR/Combo and input the test results via the Statement of Quality tab for the total quantity of product shipped from each shipping tank used to fill the order. If more than one shipping tank was used for the shipment, a complete laboratory analysis for each shipping tank must be entered in the Statement of Quality tab. Also, clearly indicate the quantity of product shipped from each tank in the block titled “Quantity shipped from this tank”. Upload scanned copies, via the Attachments tab, of quantity determination documents and other shipping documents requested by the QAR.

(3) TRUCK, RAIL CAR AND INTERMODAL CONTAINER SHIPMENTS. When loading from source tank has finished for each shipment, submit a completed ERR/Combo and input test results via the Statement of Quality tab, for product received from that source tank. If only one shipment is made from a shipping tank, enter that quantity in the “Quantity shipped from this tank” block located on the Statement of Quality tab. If more than one shipment is made from the same shipping tank, the “Quantity shipped from this tank” block can either be left blank or be annotated with the quantity shipped during each individual shipment. Upload scanned copies, via the Attachments tab, of quantity determination documents and other shipping documents requested by the QAR.

1. Additional requirements to include retain samples may be required. See Quality Assurance Provisions (C or E-QAP) for further details.

3. Test results shall be compared against the quality release certificate. Any discrepancies shall be identified, investigated, and resolved.

4. Upon procurement at refineries, blending installations, etc. and at main installations including national depots & ocean importing points on establishment of new batches.

5. Prior to performing A-level testing, the homogeneity of each batch shall be determined. Refer to paragraph (b)(1)(iii)(C) of this document for additional details.

10. For all tanker and barge, a flow-proportional sample taken in accordance with MPMS Chapter 8, Section 2, is preferred at the custody transfer point. However, manual samples taken in accordance with MPMS Chapter 8, Section 1 are acceptable if they are taken hourly throughout the shipment and that the quantity of the composite sample meets the requirements in Table I

11. Best practice is for B-1 test completion for FOB Origin Procurements (or Type A level testing when specified in contract for FOB Destination Procurements) prior to vessel release. Based on QAR decision, vessel may sail after C Tests to meet schedule requirements including to avoid predicted weather; remainder of B-1 tests to be completed before arrival at next load or discharge port. Test report will be provided to designated discharge port.

12. Type A level testing required for FOB Destination Procurements (unless otherwise specified by contract).

13. As defined by API MPMS Chapter 8-1, section 3.22.

14. For product verification purposes. Results of C-test must fall within reproducibility of source tank A-level results.

15. New cargo from same batch, within 30 days, will only require B-1 testing to verify previous A-level test results. B-1 level verification test results should fall withing reproducibility of source tank A-level results.

10. For pipeline shipments, a flow-proportional sample taken in accordance with MPMS Chapter 8, Section 2, is preferred at the custody transfer point. However, manual samples taken in accordance with MPMS Chapter 8, Section 1 are acceptable if they are taken hourly throughout the shipment and that the quantity of the composite sample meets the requirements in Table I.

* The procedure to be used for conducting these tests will be as stated in the appropriate product specification and/or contract. For any products not covered under this table, contact Quality Assurance Representative for guidance.

4. If fuel contains conductivity additive, wait approximately 2 minutes after obtaining sample for charges in the fuel to dissipate before performing CU testing.

5. Only for product transported through multi-product systems, including marine transport.

6. Perform only if Lead Content is performed and fails and/or contamination with another product is suspected. In the case of pipeline, this test shall be performed when considered necessary.

7. For MIL-PRF-17331 and MIL-PRF-9000 viscosity is not required unless the tank has been in long term storage for 3 months.

2. General Instructions for Tank Cars and Trucks

a. Conveyances (all) shall be dry and free from loose rust, scale, and dirt

b. Saran lined equipment should not be steam cleaned; water wash should suffice.

c. Petroleum products shall not be loaded into the conveyances where the previous cargo was caustic, acid, or chlorinated solvents.

d. Tank trucks and cars in liquid fertilizer service shall not load aviation turbine fuels directly but shall carry out at least two loads of commercial gasoline prior to the aviation turbine fuel load.

e. Conversion of Government-owned tank cars from liquid fertilizer service to aviation turbine fuel service shall only be done when no other alternative exists. Tank cars being converted from liquid fertilizer service to a petroleum product shall be adequately cleaned to remove all traces of liquid fertilizer. At a minimum, the equipment must be steam cleaned; dried and must be free from loose rust, scale, and dirt. After cleaning, but before loading aviation turbine fuels, at least two loads of commercial gasoline shall be carried prior to loading aviation turbine fuel. Equipment with unlined compartments should have its compartments lined with an approved coating at this time. Conveyances carrying their initial load of aviation turbine fuel following conversion shall not be released from the loading until they have been sampled a minimum of 24 hours after loading. In accordance with MIL-STD-3004-1A, samples shall undergo type B-2 testing plus Thermal Stability Test (if required by the product specification). After type B-2 tests indicate compliance with specification requirements, the conveyance can be released pending results of the Thermal Stability tests. The conveyance shall not be unloaded until the loading point notifies the destination that the Thermal Stability test (when required) has passed. When the above condition applies, the DD-250, Wide Area Workflow (WAWF) Energy Receiving Report (ERR) or equivalent form shall be so noted.

3. To be loaded only in aluminum or stainless-steel conveyance, or other conveyance lined with an approved epoxy coating. If equipment is coated, clean with hot fresh water not exceeding 58°C (136°F) and dry thoroughly.

4. If previous cargo contained dye marker, all traces of color must be removed.

5. If product to be loaded does not contain dye, then the vehicle shall not contain any traces of dye prior to loading.

6. Drain/empty only when same specification product is being loaded.

7. Prior to loading the aviation fuels listed, the conveyance must have carried a previous non-FAME cargo and then be steam cleaned and dried. Trucks that have previously carried biodiesel create a risk of cross-contamination of aviation turbine fuel with residual biodiesel components. Diesel fuel may contain up to 5% FAME without reporting it as biodiesel.

Because of the difficulties in making a load-rack of the presence of FAME in the previous load, the more stringent “Steam/Dry is required.

8. Drain and empty if loading biodiesel blend.

9. Cargos carrying dyed kerosene shall use the steam/dry cleaning procedure.

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits. The list of such requirements contained in this contract is not intended to be a complete list, and the Contractor shall be responsible for determining the existence of all such requirements. Selected regional environmental requirements are highlighted in the SPECIFICATIONS (CONT’D) clause. In the event that a Federal, State, or local environmental requirement is more stringent than a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent fuel specification. Product that fails to meet the more stringent fuel specification will be considered to be a nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s) as cited above. In the event that compliance with the more stringent fuel specification causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

(a) PRODUCT REQUIREMENTS. Product shall conform to the latest version of ASTM D1655: Standard Specification for Aviation Turbine Fuels with the following modifications. For European, Middle Eastern, and Asian Locations Only: product shall conform to the latest revision of Defence Standard 91-091.

(b) SPECIFICATION MODIFICATIONS.

(1) Microseparometer (MSEP).

(i) The following MSEP ratings apply in the presence of the additives listed below. Values apply at point of manufacture:

a. MSEP shall be performed on unadditized Jet A that has a custody transfer point on the distribution system using, D7224 or D8073. If either method is not available testing may be conducted with D3948. Passing results (min 85) for D3948 will be considered acceptable. Test failures using D3948 shall be retested using D7224 or D8073. If fuel passes D7224 with a minimum limit of 85 or D8073 with a limit of 88, the fuel is acceptable with no further action.

(c) ADDITIVES: Additives shall not be premixed with other additives before injection into the fuel.

(1) FUEL SYSTEM ICING INHIBITOR (FSII). When FSII is required by contract line item—

(i) The fuel shall contain 0.07 to 0.10 percent by volume FSII.

(ii) FSII shall be added to the fuel and shall be Diethylene Glycol Monomethyl Ether (DIEGME) conforming to the latest version of ASTM D4171, Standard Specification for FSIIs, Type III or MIL-DTL-85470B, dated June 15, 1999 revalidated August 28, 2019, Inhibitor, Icing, Fuel System, High Flash, NATO Code Number S-1745.

(iii) When using the 20-ounce aerosol can to introduce FSII during over the wing refueling, determine the fuel quantity and calculate the amount of required additive. This additive shall be added gradually during filling to permit proper blending in the fuel. One can of aerosol additive will inhibit 180 gallons of fuel to 0.087 percent by volume. The use of aerosol FSII is not permitted for U.S. Navy aircraft refueling.

(2) CORROSION INHIBITOR/LUBRICITY IMPROVER (CI/LI). When CI/LI is required by contract line item the additive shall conform to the latest revision of MIL-PRF-25017H with amendment 1 dated August 4,2011, revalidated May 25, 2021 and be listed in Qualified Products List (QPL)-25017. In order to obtain dosage data for QPL-25017 additives, log into ASSIST Online, access the Qualified Products Database (QPD), do a search for QPL number 25017, and click the MIL-PRF-25017 Category 1 link. The dosage information is located in the "source notes" for each qualified additive as minimum effective and maximum allowable concentrations in grams per cubic meter (g/m3).

(3) STATIC DISSIPATER ADDITIVE (SDA). When required by contract line item-

(i) SDA shall be added to the fuel and the conductivity limits of 50 to 600 picosiemens per meter (pS/m) at ambient temperature or 29.4oC (85oF), whichever is lower, unless otherwise directed by the procuring activity.

(4) METAL DEACTIVATOR ADDITIVE (MDA). MDA shall not be used unless the supplier has obtained written consent from the procuring activity and user.

(i) Product shall be homogeneously mixed. Until all aviation turbine fuel tanks are coated, it is acceptable to perform stratification tests in lieu of circulating tanks to achieve homogeneity.

For supplies delivered under this contract, the Contractor shall conform to all International, Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. The Contractor shall also comply with all applicable International Agreements, Treaties, Conventions, and the like to which the United States is a signatory or with whose terms the receiving activity has otherwise agreed to comply, including but not limited to, the requirements of MARPOL 73/78 Annex VI Regulations 14 and 18. The Contractor shall be responsible for determining the existence of all such requirements prior to the time deliveries are made. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits. The list of such requirements contained in this contract is not intended to be a complete list, and the Contractor shall be responsible for determining the existence of all such requirements. In the event that an International, Federal, State, and/or local environmental requirement, as identified above, is more stringent than a requirement contained in this contract, the Contractor shall deliver product(s) that complies with the more stringent requirement. Product(s) that fails to meet the more stringent requirement will be considered nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s). In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.

Unless otherwise indicated by the Contractor in writing, prior to award, the product offered shall be required to fully meet all applicable specifications. The supplier shall provide to the receiving vessel a “Statutory Sample” of at least 400 mL in volume, taken from the receiving vessel’s inlet bunker manifold, together with a Bunker Delivery Note (BDN). This sample will be sealed and carry a sample tag that provides the documentation required per MARPOL 73/78, Annex VI Regulation 18.

a) Naval Distillate Fuel (F-76) shall conform to the requirements of Military specification MIL-DTL-16884P dated 26 Sept 2017.

Nomenclature for Naval Distillate Fuel (F-76) is shown above.

b) SPECIFICATION MODIFICATIONS:

1) Flash Point: All batches of F-76 that are presented for Government acceptance at origin shall meet a minimum flash point requirement of 62.5 degrees Celsius (°C).

2) F-76 offered from a location other than where refined (excludes synthesized material as defined in section 3.2.2 and 3.2.3 of MIL- DTL-16884P) requires testing for FAME content by test method ASTM D7963, BS EN 14078, or IP 579. ASTM D7963 is considered to be the referee test method.

3) In Australia, all deliveries of F-76 shall have a minimum Flash Point of 62.5°C at the custody transfer point.

4) Ash, mass%: All batches of F-76 shall not exceed 0.010% Ash by ASTM D482.

c) MATERIALS: The F-76 supplied under this contract shall not contain un-hydrotreated light cycle oils or contain any stabilizer additives, or any other additive or material not explicitly allowed per section 3.2 of MIL-DTL-16884P.

For F-76 containing a synthetic component, the synthetic component shall be certified to Tables A-I and A-II of MIL-DTL-16884P; for synthesized iso-paraffins, the synthetic component shall be certified to Tables B-I and B-II of MIL-DTL-16884P. It is not necessary to analyze each batch of the synthetic component for compliance with Table A-II (or Table B-II, as applicable) once it is demonstrated that the process scheme is adequately controlled and if no significant changes to existing production operations have been made, such as a turnaround event on a refinery unit used to produce the synthetic component or a change in feedstock material. The signed F-76 synthetic component certification page shall be supplied for each shipment which includes synthetic paraffinic materials, attesting that no changes to the production process have been made, and certifying that the last certificate of analysis, dated and including Table A-II (or Table B-II, as applicable) results, is still valid.

d) ADDITIVES:

1) Lubricity Improver Additive (LIA) – Lubricity additives are allowed in F-76. The LIA additive(s) used shall conform to MIL-PRF- 32490A, Performance Specification, Additive, Lubricity Improver, Distillate Fuel, dated 24 May 2019 and found in ASSIST and shall be listed in the electronic Qualified Products List (QPL)-32490, located in the Qualified Products Database (QPD) found at https://assist.dla.mil/ (or http://quicksearch.dla.mil) . Instructions on how to use ASSIST are located in QAP C1.02. Either Grade A.

Grade B, or Grade C material is suitable for treatment of de-sulfurized F-76. Additive concentration shall not exceed the maximum allowable concentration applicable to the specific additive selected for inclusion in finished F-76.

2) Information pertaining to qualification of additives not currently listed on QPL-32490 may be obtained from Commander, Naval Sea Systems Command, ATTN: SEA 05S, 1333 Isaac Hull Avenue, SE, Stop 5160, Washington Navy Yard, DC 20376-5160, USA, or by e-mailing CommandStandards@navy.mil.

3) Dyes and Markers - Red dye required in off-highway diesel fuel in accordance with 40 CFR Part 80 as modified by the Environmental Protection Agency's interim final rule published in the Federal Register dated July 14, 1994 shall not be added to F-

76. The finished product shall show no visual evidence of red dye. This F-76 product is for military, off-highway use only and must be segregated at all times from any diesel fuel used on-highway. NOTE: Red dye does not apply to Atlantic/Europe/Mediterranean or Western Pacific Overseas Bulk purchase programs unless offering refinery is located in the United States or one of its possessions.

e) ADDITIONAL SAMPLING: The government may request a sample of F-76 during each quarter of contract performance not to exceed 5 gallons. Samples shall be shipped in a 5-gallon epoxy lined can (preferred) or five 1-gallon epoxy lined cans. (NOTE: These samples are in addition to those required in accordance with Quality Assurance Provision (QAP) E1). The sample shall be shipped to:

f) BATCH SAMPLING: The Contractor shall provide one 20 mL sample per each individual tank in a procurement batch.

For each 20 mL sample provided by the Contractor, the Contractor shall also submit a Refinery Certificate of Quality (RCQ), or Certificate of Analysis (CoA), as applicable, with the F-76 sample when submitting to the US Naval Research Laboratory.

The RCQ or CoA for each individual tank shall be representative of Level A testing for the F-76 product.

g) TRACEABILITY:

1) F-76 fuel supplied under this contract shall maintain traceability with respect to additives and materials, which is defined as the ability to trace the individual batch of fuel back to the original point of manufacture through documentation.

2) All traceability documentation shall be sufficient to guarantee that at no point have any unauthorized materials or additives been blended into the final product or any of its associated blend components per section 3.2 Material of MIL-DTL-16884P.

3) For all F-76 supplied, the traceability documentation shall consist of statement(s) attesting to the materials composition, which includes materials derived from non-petroleum sources, additives and their concentration levels. Additives and concentrations to be reported include LIAs outlined in section d.1 above and any trace additives resulting from existing tank heels, product trail-back in a multiproduct system, all product blending operations, etc.

4) If F-76 is produced by means of blending, the traceability requirement and documentation for additives and materials shall apply to each blending component used from the point of manufacture through the blend operation. Materials composition, additives and their concentration levels shall be included. The requirement and intent of traceability for blend components is not to obtain full certificates of analysis of each individual blend component, but for certification that no unapproved additives or materials are present in blend components used.

5) The form titled: “F-76 Traceability Signature Page” (attached below) shall be used to document conformance with the provisions of this traceability paragraph. The offeror/supplier shall comply with this requirement utilizing one of the three options below and notification shall be provided to both the contracting office and QT@dla.mil during the pre-award phase which option was chosen for compliance. Documents provided in conjunction with individual shipments shall be uploaded into Wide Area Work Flow as attachments under the quality tab.

i) OPTION 1 – As part of the offeror submission package the offeror shall provide the traceability signature page from each entity in the supply chain providing and/or handling F-76 product and/or blending components all the way back to the point of manufacture. For each individual shipment, the supplier will submit a traceability page signed only by the awardee.

ii) OPTION 2 – As part of the offer submission package the offeror shall provide the traceability signature page, signed only by the offeror. Upon award and prior to the first shipment the awardee shall provide the signed traceability signature page from each entity in the supply chain providing and/or handling F-76 product and/or blending components all the way back to the point of manufacture. For each individual shipment, the supplier will submit a traceability page signed only by the awardee.

iii) OPTION 3 – As part of the offeror submission package, the offeror shall provide the traceability signature page, signed only by the offeror. Regardless of the option chosen, the traceability sheet signed by offeror shall be submitted to both the contracting office and to QT@dla.mil during pre-award phase.

6) If at any point during the contract period the traceability information provided under OPTION 1 or OPTION 2 becomes invalid (i.e.

the supply chain is altered or the source of F-76 product or a blending component changes), the supplier shall notify both the contracting office and QT@dla.mil and updated documentation shall be provided.

Unless a particular inspection office is identified in another part of the contract, the assignments in this QAP shall apply.
