About this file
This document appears to be a crosswalk between the Offer Entry Tool (OET) and the Offer Submission Package (OSP) for the Western Pacific Bulk Fuels Purchase Program (WESTPAC) solicitation. It provides guidance on how the sections and data fields in the OET correspond to the OSP, including details on the order of entry and where to find specific information.
The WESTPAC solicitation (SPE602-24-R-0708) covers the annual bulk petroleum requirements for F76 naval distillate fuel, JA1 turbine fuel (neat and with additives), and JP5 turbine fuel for the Western Pacific and Middle East Regions. The delivery period is from January 1, 2025 to December 31, 2025, with potential increases during the period to be met by supplemental solicitations. Vendors will be required to submit offers through the OET system, and the document provides best practices and instructions for navigating the tool. The total estimated quantities are 201,804,000 USG for F76, 90,786,000 USG for JP5, and 282,320,000 USG for JA1.

If the vendor completes the first screen, top to bottom, then the second screen, that is the same order as the OSP
• The first screen of OET is Sections A-E of the OSP
• Second screen is Sections F- O of the OSP
