A. SOLICITATION NOTES

1) Solicitation Note 2.b. is updated to add “Shallow Draft Tankers are only primarily used for coast to coast distances because these ships are built to navigate shallower ports and waterways that are common along coastlines, rather than deep-sea routes where deeper draft vessels are more suitable.”

2) Solicitation Note 3.e. was added, “A 48-hour transportation penalty will be assessed for vessels requiring river pilot.”

B1 SUPPLIES TO BE FURNISHED (BULK) (DLA ENERGY JAN 2012) is revised as follows:

1) DISTILLATE, NAVAL, F76, 1.1A

Total F76 Quantity is hereby decreased by 9,870,000 USG from 211,674,000 USG to

201,804,000 USG.

Item 0047 DFSP SENOKO is removed from the solicitation:

The quantity is decreased by 9,870,000 USG from 9,870,000 USG to 0 USG.

2) TURBINE FUEL, AVIATION, JA1, 1.1H

Total JA1 Quantity is hereby decreased by 11,182,000 USG from 292,190,000 USG to 281,008,000 USG. Specific changes are as follows:

The following JA1 requirements are removed from the solicitation:

Item 0013 Suwon AB Decreased by 70,000 USG from 70,000 USG to 0 USG.

Item 0014 Gwangju AB Decreased by 450,000 USG from 450,000 USG to 0 USG.

Item 0015 Daegu AB Decreased by 112,000 USG from 112,000 USG to 0 USG.

Item 0016 DFSP Yechon Decreased by 100,000 USG from 100,000 USG to 0 USG.

Item 0017 DFSP Dongduchon Decreased by 580,000 USG from 580,000 USG to 0 USG.

3) TURBINE FUEL, AVIATION, JA1, 1.1H

The following Delivery Mode or Delivery Notes are updated as follows:

Item 0004 MISAWA AB - Delivery Mode was revised from “Tank Truck” to “Truck”.

Item T0006 GUNSAN2 - DFSP GUNSAN2 Delivery Notes was updated to add, “For FOB Destination items, A Level quality fuel testing is to be performed at the supplier's refinery instead of the destination point (DFSP Kunsan), due to non-availability of laboratory testing in the immediate area. Supplier is required to provide the full-specification test results to the receiving terminal and cognizant quality assurance representative (QAR) upon completion of testing.

Supplier accepts all risks and responsibility of the fuel should the shore tank(s) product is found to be off-specification.”

Item T0007 COCOGUAM - DFSP GUAM 2 Delivery Mode was updated to add Shallow Draft as an acceptable mode. The maximum parcel size is 30,000 BBLS.

Item 0018 TSURUMI - DFSP TSURUMI Delivery Notes was updated to add, “Max ship's LOA:

120 feet (36.6 meters) Max ship's BEAM: 26 feet (7.9 meters) Max ship's DRAFT: 10 feet (3.0 meters) Max ship's DWT: 5,000 tons.”

4) TURBINE FUEL, AVIATION, JP5, 1.1C

Total JP5 Quantity is hereby increased by 6,622,000 USG from 130,266,000 USG to 136,888,000 USG. Specific changes are as follows:

Item 0036 US NAVAL STA-MARIANA ISL Decreased by 3,638,000 USG from 14,450,000 USG to 10,812,000 USG.

Item 0038 DFSP AKASAKI Increased by 29,532,000 USG from 14,980,000 USG to 44,512,000 USG.

Item 0039 NAF ATSUGI Decreased by 180,000 USG from 4,900,000 USG to 4,720,000 USG.

Item 0043 Subic Bay Increased by 14,600,000 USG from 9,880,000 USG to 24,480,000 USG.

Item 0044 DARWIN is removed from the solicitation.

Decreased by 19,740,000 USG from 19,740,000 USG to 0 USG.

Item 0046 DFSP SENOKO Decreased by 13,952,000 USG from 19,740,000 USG to 5,788,000 USG.

The following Delivery Notes are updated as follows:

C. SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

1) Energy QAP C16.01 TURBINE FUEL, AVIATION (JP5) is updated to the latest version dated

MAY 2024.

D. SECTION M – EVALUATION FACTORS FOR AWARD

FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021) - FACTOR 2: PRICE

The last sentence of the paragraph below is revised to state: “For this specific solicitation, no offers will be evaluated through the Suez Canal nor the Panama Canal.”

The lowest price is the lowest laid-down price, which is the aggregate of offered product price, plus costs incurred by the government in the delivery of product to the customer location to include, but not limited to: Additives, Transportation, Terminal Service fees (Throughput, Injection Service, Truck Loading), and Offer Specific proposal information (Minimum and Maximum Offer Quantities) with consideration of all Shipping Locations, Shipment Modes, Receipt Capabilities. Transportation rates will be included for tanker, barge, shallow draft tanker, pipeline, railcar, and tank truck transportation modes in accordance with M41.04 EVALUATION OF OFFERS INVOLVING OTHER THAN F.O.B. TANKER (BULK), and M24 EVALUATION OF OFFERS INVOLVING F.O.B. TANKER LOADING (ALL PROGRAMS). Government additive costs will be used to evaluate, where applicable, proposals of product that is not fully additized at the loading facility, but that instead is additized/injected en route to a facility or customer location. The BEM will calculate the overall pattern of delivery of fuel from contractor facilities to specific customer locations that represents the lowest total combination of price for product, transportation and other costs. For this specific solicitation, no offers will be evaluated through the Suez Canal nor the Panama Canal.

E. All other solicitation terms and conditions remain unchanged.
