| The performance evaluation states if an offeror or its subcontractor does not have relevant past performance data, then offeror must provide the requested statement in lieu of performance data and will be rated a “Nuetral Confedence”. In order to be compliant with the recommended 5 performance references, will the Government assign an overall nuetral confidence to the offeror if there are less than 5 relevant performance references? Or does the Government intend to rate each reference individually and assign an assessment? | A2a. No. As stated in the RFP page 61, "The Offeror shall identify its most relevant contracts or efforts within the past five (5) years, and provide any other information the Offeror considers relevant to the requirements of the solicitation." The Government recommends submitting five (5) contracts that encompasses prime Offeror and/or major subcontractors. "If major subcontractor experience is provided as part of the past performance references, it will be given weight relative to the percentage of effort being provided by that particular subcontractor in the offer submitted. The references will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered relevant if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above. A2b. No. As stated in the RFP pages 74 - 75, "The Government will assign an overall performance confidence assessment rating as to the Offeror’s ability to perform on the required effort based upon the recent and relevant past performance record considering the information available regarding quality of performance from the sources noted above." "Offerors without a Past Performance Record, for whom a Past Performance Record is not available, or whose relevant performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, shall receive a “Neutral Confidence” Performance Confidence Assessment rating. Should the Government discover adverse past performance information to which the Offeror(s) had not had a prior opportunity to respond, the KO will conduct communications if deemed appropriate." | 75 | Section and Page# of the solicitation –> Evaluation Factor 1: Performance Confidence Assessment on page 61 and 72 | Prosperitus Solutions | Krystal Nerio | 210-316-4852 | 210-247-9347 | Nerio@prosperitussolutions.com |

| What cost data is required for File IV since cost is shown in File I, Section 2? | All the tables within File IV are required to be filled out as part of the Offeror's submission. Here, the Government will be able to review cost data for reasonableness; indirect rates, O/H rates, labor categories, any subcontractor information, G&A rates, and any other cost information used as your basis of estimate are required. The totals for each CLIN will equate to your File I, Section 2 (Section B of the RFP). | “Inventory and replenish line side stock (LSS) bins and shelves.” There are numerous references throughout PWS Section C-5, especially in C-5.7 indicating the contractor will support the MDMC shops by inventorying and replenishing Line Side Stock bins and shelves using spreadsheets. Then PWS Section C-5.8 states, “The MDMC Maintenance activity is migrating from total line side stock support to consolidation of material by specific vehicle in the maintenance/repair facility.” What is the timeframe for this migration? Who is responsible for this migration? Will the Government provide historical Line Item Range and Depth estimates? | Given the Government is working under COVID-19 guidelines, DLA Distribution does not anticipate progress on the migration until FY2021. The customer, Marine Corps Logistics Command (MARCORLOGCOM) and Marine Depot Maintenance Center leadership, will be responsible for the migration. The historical Line Item Range and Depth estimates information is in TE 5.2 Projected Workload | Pages 30, 57 and 59 of 66 | PWS C-5, C-5.7, C-5.8 | Mustang Gray, LLC | Courtney Patricio | 540-207-8051 | N/A | ckpatricio@patricioenterprises.com |

| The contract has been in place for ten years, which means each employee could have accrued 120 hours of PTO in addition to the 56 hours of sick leave each are entitled. The successful offeror will have to recognize and pay those costs. |
| What is the retention rate of the existing staff? | FAR 52.222-17 requires follow-on contractors to offer a "right to first refusal," to include any accumulated fringe PTO. Regarding vacation benefits, 29 C.F.R. 4.173(d) covers this topic. | n/a | n/a | SFS Global | Jonathan Arnold | (703) 901-5641 | n/a | JArnold@sircofederal.com |

Furthermore, employees working in Albany, GA, are entitled to 88 hours of holiday pay. The successful offeror will have to recognize and pay those costs. |
| Can the government furnish a table that includes the number of years of service for the incumbent staff? | 29 C.F.R. 46(l)(2) states, "The contracting officer shall turn over such list to the successor contractor at the commencement of the succeeding contract." | The Government set Total Productive hours per year per FTE in Table 2 at 1880. However, in paragraph C.2. below this table, the Government states that "The Government calculated FTEs by dividing total estimated productive labor hours by 1,780 hours." The Government is correct in using 1780 hours as a more realistic number especially because of Personal Fatigue & Delay (PF&D), training, and the higher vacation days authorized the incumbent workforce due to the time they have been on this contract. |
Would the Government deconflict these two references? (Recommend the Government use 1780 in Table 2 for Productive hours) Within Amendment 0002, the chart was updated to 1,780 hours to match the remainder of the RFP. 15 L-4 PROPOSAL PREPARATION INSTRUCTIONS

| EVALUATION FACTOR 3: STAFFING APPROACH | SFS Global | Jonathan Arnold | (703) 901-5641 | n/a | JArnold@sircofederal.com |
| Since this contract has been in place for approximately 10 years, it would be reasonable to assume that there are numerous FTEs who are authorized a 3-week vacation (120 hours) per the SCA Wage Determination (WD). Adding the EO 13706 Sick Leave requirement of 56 hours increases the Personal Time Off (PTO) even further, along with any other training requirement and PF&D. As such, the Government estimate of 1880 Productive hours per FTE appears unrealistic. |
Can the Government use 1780 Productive Hours in their Table 2 estimates for Productive hours as suggested in paragraph C.2? (just below Table 2)? Within Amendment 0002, the chart was updated to 1,780 hours to match the remainder of the RFP. 15 L-4 PROPOSAL PREPARATION INSTRUCTIONS

| The Government provided SCA WDOL No. 2015-4468_Rev.13 dated 9/16/2019. This is an even numbered Wage Determination which requires the contract to have a fringe benefit plan requiring compliance on an “average cost” basis. |

Can the Government confirm that the incumbent contractor personnel will be available and on hand during the entirety of the Transition Period, currently scheduled for 15 January 2021 through 14 April 2021? | CLINs X002-X005 all contain Government "estimates". Because the Government calls them "estimates", some offerors could potentially interpret these as being subject to their own discretion and consequently, reduce these estimates to create an unfair price advantage.
