5.7N MATERIAL PROCESSING CENTER (MPC) OPERATIONS
A. The MPC is a customer focused distribution support operation that specializes in receiving and processing material for the ships. This operation views each ship as containing floating warehouse(s) and work center(s) that requires the material to be moved from the MPC to shipside in a manner and configuration that reduces to the greatest extent possible the level of effort needed by the shipboard personnel to finish the stow action. Material being delivered to a ship or diverted from one ship to another may be destined for the ship or a unit or squadron being deployed with the ship.
B. The Contractor shall manage and operate the Material Processing Center (MPC) Operation for all assigned ships home-ported (See TE 5.6N, MPC Homeport Ships) at Naval Station Mayport, Florida and any additional assigned visiting ships to the local geographical area.
C. Due to the nature of MPC workload, short term increases in workload are expected when a battle group deploys and returns to port. Battle groups are generally deployed in six-month cycles and material due to be delivered to a ship will start arriving at the MPC several weeks before the ship is due in port. MPC workload will also be impacted when ships deploy from Mayport for short-term training exercises or operations. There are approximately 21 ships home ported in the Mayport area; 8-12 ships are generally the most that would be in port concurrently. (See TE 5.7, MPC Supported Ships Listing). Occasionally, there will be visiting ships that will receive material through the MPC for processing, staging, and delivery. In addition to the listed home-ported ships, the MPC historically serves 1-8 ships assigned to Commander Task Force 43 (CTF-43).
5.7.1N hours of operation and after duty hours support
A. In relation to the DLA Distribution Jacksonville distribution operation described in C.5.2, Receiving through C.5.6, Packaging, the MPC operation provides an additional layer of services to the ships ported or visiting Jacksonville. The Contractor shall maintain a secured short-term storage location for each ship that the Contractor receives material requiring to be processed for storage aboard the ship. Each ship’s short-term storage location is identified as a local delivery point. The Contractor shall adequately staff the MPC operation to meet the stated requirements of customers, to include responding via email, telephone, or face to face, to customer requests (during normal working hours) within 15 minutes. At a minimum, the Contractor shall staff the MPC during normal duty hours from 0730 hours to 1600 hours (7:30 am – 4:00 p.m.) Monday through Friday, except Federal holidays to meet ship’s delivery request. Events that impact fluctuations of workload are such things such as, but not limited to, Battle Groups in the AOR, contingency, emergencies and other situations. The Contractor shall be agile and flexible to meet the workload requirements as they become known.
B. The Contractor shall provide support to ships during non-duty hours within 2 hours IAW Attachment J.1, C-5.1.5 Customer Service Plan and Support. The services are provided to meet ships operational requirements dictated by ships schedule, training exercises, emergent maintenance, and world events. These support services include labor activities associated with receiving, identifying, sorting, processing, repacking, manifesting, and delivering of material to ships. The Contractor shall backhaul MTIS receipt material from the ship to the Distribution Center if requested. Historical monthly over time totals can be located in TE 5.1Historical Workload. For assistance after normal working hours, and holidays, the Contractor shall respond within two (2) hours of notification to an MPC customer request via the KO or designee.
C. The Contractor shall maintain direct liaison with the Fleet Logistic Center’s (FLC) Logistics Support Office (LSO) and the DLA Distribution Jacksonvilee Commander Task Force (CTF) to ensure they have the most recent up to date copy of the Fleet Freight Routing (FFR) Guide when planning ships support services. The LOS or CTF will provide the FFR, which lists material routing for Transportation Priorities as defined in DoD 4500.9R, Defense Transportation Regulation (DTR). If the Contractor receives written instructions from the LSR that deviate from the FFG, the Contractor shall contact the LSO for final disposition of the material.
5.7.2N MPC Customer Support Service A. The Contractor shall perform receiving, identifying, sorting, processing, de-bulking, repacking, manifesting, and delivery. The Contractor shall provide the KO or designee a log of all resolution of customer service concerns and problems within four (4) working hours of receipt of customer compliant.
B. The Contractor shall receive updates to the Cargo Routing Information File (CRIF) information on line through DSS IAW DLA Distribution SOP 4540.12, RESHIP Process for Material Processing Centers (MPCs), and Fleet Freight Routing (FFR). Updates to the CRIF received directly supersede the data existing in DSS and shall be used for material distribution purposes. The Contractor shall attend, as requested, Port Operations Waterfront Ship Schedule meeting and receive and use the most recent updated copy of the Waterfront Ship Schedule, which contains information concerning ship arrivals, departures, and ship berthing. The Contractor shall coordinate workload, expedite high priority issues, and schedule deliveries to meet customer requirements as it relates to their availability to receive material. If the ship is not in port, scheduled for RAS (replenishment at sea), or due into port within 14 days, the Contractor shall transship MPC cargo IAW CRIF/FFR/LSO guidance and appropriate documentation (such as DD 1149) within 3 days for hi-priority and 5 days for routine upon receipt of material or when CRIF/FFR/LSO routing guidance is changed or updated.
C. The Contractor shall primarily interface with the Logistics Support Officer (LSO) or designees. The LSO will assign each ship a designee, LSR, who will act as the primary point of contact for all matters relating to the MPC operation. The LSO and designees are considered customers of the MPC operation. The LSO or designees may meet with the Contractor and KO or designee to discuss problems and/or changing requirements associated with a ship(s).
D. The Contractor shall provide the services required under this section. The LSO or designee will interact with the Contractor and KO or designee to resolve MPC customer service issues. The Contractor shall provide resolution of pending customer service concerns or problems, such as providing information for customers to competed a SDR, within four (4) working hours of request by the LSO/KO or designee. If the matter is not resolved within the four (4) working hours, it will be considered an unresolved customer complaint and reported to the KO or designee for discussion during the monthly customer service review meeting. The Contractor shall participate in periodic customer support meeting with the KO or designee to address any performance, procedural, and customer service issues.
5.7.3N MPC Property Accountability A. The Contractor shall ensure 100% accountability and traceability of MPC material from time of receipt to delivery. The Contractor shall process all MPC transactions through DSS from receipt to delivery for all material received at the MPC for delivery to a ship. The Contractor shall complete and maintain signature service of all MPC material received, shipped, packed, and delivered. This signature service shall be accomplished by obtaining on the manifest a printed name and a legible signature by the recipient of the MPC material with time and date annotated. The Contractor shall ensure that all MPC documents associated with the manifest have been properly closed out in DSS. Once all the MPC documents for the manifest have been closed out the manifest shall be stamped as “COMPLETED” and the Contractor shall print/sign/date next to the “COMPLETED” stamp. Depending on the type of action, the recipient of the material may be MPC personnel, the LSO or designee, designated shipboard personnel, the Contractor’s transportation office, or a transportation carrier. The Contractor shall maintain all records by month, sorted by manifest number in a single file folder for each ship IAW paragraph C-4.5.13 Records Management and DLAI 2110 Source Documents Retention. The Contractor shall conduct research necessary to ensure the accountability of all material received at the MPC.
B. The Contractor shall limit access to the MPC to Distribution Center personnel, KO or designee, and Contractor personnel responsible for performing the MPC operations.
