15 The RFP reference is requiring offerors to complete Attachment J.33 and submit as part of their proposal. In the referenced PWS section, Attachment J.33 is required during transition. Can the Government confirm that this a required document to be completed and submitted during transition?
RFP pg. 61 &
Attachment J.1 PWS
Pg 33 C-1.8.6
Section L, Evaluation Factor 2: Staffing, Key Personnel, and Sustainment Training
Approach, Subfactor (c) Sustainment
Training Approach
Offerors must complete and submit Attachment J.33 as part of their technical proposal. This is evaluated to determine if proposed training represents a realistic approach to obtaining Trained to Standard assessment in Distribution Operations and schedules other required training to perform the contract requirements. Additionally, the awardee must submit the updated training plan Attachment J.33 no later than 60 working days after start of full performance and submit annual updates to
Attachment J.33 no later than June 30th of each year.
This submission replaces personnel labor categories with contractor employee names.
16 The RFP reference is requiring offerors to complete Attachment J.33 and submit as part of their proposal. In the referenced PWS section, Attachment J.33 is required during transition.
This would appear to be an unfair competitive advantage for the Incumbent since they already have it up to date. Can the government please provide the current completed J.33 used on the program now? If not, at the bare minimum provide details such as all hours and frequencies, or eliminate Attachment J.33 from the technical evaluation?

APLs in TE 5.0.
18 Amendment 003 Attachment J.33 seems to provide less detail than the originally provided Attachment J.33. The previously populated frequencies are missing and not all hours are included. Since this is program and government required training, can the
Government please provide comprehensive instructions on what is required? I.e. All frequencies, all Hours and what are the sources for that.

21 Since the current due date is 30 October with the site visit on 4 October and the questions due 9 October; in anticipation of ample time for government response this does not seem to provide adequate time for the offeror to address question responses. Will the

Attachment J.32 Yes, See response to question 71.
