| 1. |
| In Section L Evaluation Factor 3, the Government instructs Offerors to “complete Attachment J.34, Proposed Productive Labor Hours (Attachment J.34 is not included in the page limitation of the Technical Proposal) and submit in the excel format without any locks or password protection. Attachment J.34 incorporates prime and subcontractor staffing requirements. Attachment J.34 will be incorporated into the contract award and serve as the successful Offeror’s staffing approach for performing the requirements described in the PWS, J attachments, and DLA Distribution SOPs throughout the duration of the contract. The Offeror shall ensure that Attachment J.34 aligns with the cost/price proposal.” |
Further, in previous “Industry Questions and Government Responses” documents the USG has stipulated a projected award date of 1 MAR 2018 and warehouse preparation/receiving stock date of 20 May 2018. The most recently provided J.33 DDND Training as of Aug 14 2017 from Amendment 0007 shows the SUG providing on-site training from 1 MAY 2018 through 7 JUN 2018.
Based on these documents it seems that the USG is requiring Offeror to have staff available to receive stock 80 days into the transition period. Additionally, it seems that, Offeror personnel will be required to be onsite for USG provided training. Can the government please clarify the following:
1. Are those training courses during transition only for SMEs or are all Offeror personnel expected to attend?
2. If all Offeror personnel are to attend should those hours be accounted for on J.34 in section C-1.8 Transition Plan?
A0007 RFP Sections B-M p61 Section L Factor 3 Subfactor A
Transition timelines have been updated via Amendment 007 as well as the Attachment J.33.
1. The Government provided training courses are to be utilized by the contractor to the greatest extent possible. The courses are for all employees performing those required tasks and functions on the contract.
2. No, training hours are captured on attachment J35.
| 2. |
| Furthering the question on properly capturing training hours can the USG provide clarification on the following? Section L, Factor 3, Subfactor C states “The Offeror shall complete Attachment J.35, Proposed Training Hours for Management, Support and Distribution Areas, as their training plan.” |
| Section C-4.7.1.A.4 states “4. | The Contractor shall have the number of personnel in a Trained status after the start of full performance as follows: |
| a. | 65% within 90 days, based on the Contractor taking full advantage of the Distribution Operations/DSS Training provided during the Transition Period. |
| b. | 90% within 120 days and maintained throughout all performance periods” |
1. Is it the USG’s intent that all training courses listed in J.35 be given to all offeror personnel NLT 120 after the start of full performance?
A0006 & A0007 RFP Sections B-M p64
| Section L, Factor 3, Subfactor C |
| No, the requirement is as stated, “90% within 120 days and maintained throughout all performance periods”. Given external factors 90% is the threshold. |
| 3. |
| This section of the RFP states “A cost breakdown for all years is required for all CLINs. Note: CLINs beginning with “X” indicates “All Years”. Offerors are to replace the “X” in the CLIN with the appropriate beginning numeric (0, 1, 2, 3, or 4). The summary shall be submitted in the format provided below.” |
However, the “CLIN X001 – FPIF” and other “X” CLINS are in the far right hand column. The remaining column headings suggest that the price for that CLIN for each contract year should flow from left to right from year 1 through year 5 (CLIN 0001 to CLIN 4001). The last column in the table requires a summary cost for each CLIN for the life of the contract.
1. Is it the USG’s intent for offerors to create a duplicate of this table for each year filling in the costs for each CLIN in that year’s column leaving all others blank and the provide a final table with the contract totals per CLIN?
2. Does the USG want offerors to provide similar tables but with only the CLIN column and a Year column for the CLIN prices and then the completed Summary table?
3. Or should offeror’s disregard the instructions stated above and simply complete only the Summary Table based on the given column headings?

| Section L, Vol IV – Cost/Price Proposal, |
Cost Price Proposal Summary, P69 The instructions referenced do not apply to the COST/PRICE PROPOSAL SUMMARY TABLE on Page 69.
These instructions apply to the following tables:
