1.
In Section L Evaluation Factor 4, the Government instructs Offerors to “describe their approach to providing at contract award, the minimum requirements for existing indoor storage and existing outdoor storage as described in Table 3.” Further, Evaluation Factor 5, Transition Approach and PWS C-1.8, Transition Plan, the Government has established a timeline that requires Offerors “to have IT infrastructure prepared to install Government Data Systems no later than 28 days after Contract award, and have the capability to start receiving material for processing beginning 61 days after Contract award IAW the requirements in Section C-5.”
The Offeror has completed an exhaustive search for a solution that meets both the Government’s facility requirements, as identified in Table 3, Bahrain Space Requirements, and the aforementioned transition timeline. We have determined that no such facility is currently available in Bahrain within the 20-mile radius of the Mina Salman Pier.
This requires Offerors to undertake some level of construction to meet facility requirements of the solicitation; to include the incumbent contractor. Due to the complex nature of OCONUS construction management, all offers will present the Government some level of schedule risk.
The Government’s requirement that the minimum indoor storage and outdoor storage be provided at Contract award and the imposed schedule requirements in PWS C-1.8 strongly favor the incumbent facility, to the exclusion of other solutions, which could provide significant long-term value to the Government.
Due to non-availability of suitable facilities, including the incumbent facility, in the specified geographic area, the Government's stated transition timeline unnecessarily restricts competition and excludes viable solutions that provide significant capability enhancements or cost savings to DLA. The Offeror understands that a stated Contract award of March 2018 and a 120-day transition period will require the Government to execute the incumbent contractor's pre-negotiated 6-month contract extension.
While we acknowledge the Government's desire for the transition timeline stated in PWS C-1.8, we request the Government consider, for the purpose of evaluation, the best value trade-off of longer transition schedules in exchange for facility enhancements and significant cost savings that are possible through innovation in this market—so long as the proposed solution would be complete prior to the final period of performance of the current contract extension period.

Offeror request clarification of the following.
Offeror assumes that if the Indoor Facilities Solution for CLIN X002 is acceptable for all subfactor requirements, and the promised completion date is past the Section B Contract Start date, that the Offer Section B, and J.34 Proposed Productive Hours required realignment with our acceptable solution, that the Government will not rate the Offerors proposal unacceptable.
Request the Government consideration that our assumption is correct?
