About this file
This document is an amendment to Solicitation SP0604-24-R-0421 for the Defense Logistics Agency Energy (DLA Energy) procurement of carbon pollution-free electricity (CFE) and supplemental retail electricity in the PJM Interconnection/Regional Transmission Operator (PJM/RTO) region.
The key changes made in this amendment include: 1) extending the offer due date to November 4, 2024; 2) clarifying that the Government will own the environmental attributes associated with the CFE; 3) revising the pricing structure for the New-build CFE to be firm fixed price; 4) adding a requirement for offerors to provide documentation on their management capabilities; and 5) deleting the requirement for the Government to determine a fair and reasonable price. The total estimated annual electricity requirement is 2,489,699,610 kWhs across various federal accounts in the PJM region. Interested offerors must be licensed retail electricity suppliers in the states where the awards will be made and cannot be on debarment lists. The anticipated contract term is 20 years with a planned award in December 2024.
