About this file
This document is a Request for Information (RFI) related to the DLA Energy solicitation SP0604-24-R-0421 for the purchase of carbon pollution-free electricity (CFE) with associated Energy Attribute Certificates (EACs) to meet the requirements of Federal customers in the PJM Interconnection/Regional Transmission Operator (PJM/RTO) region.
The RFI addresses several key details, including: potential impact if Executive Order 14057 is modified or canceled, expectations for transmission congestion and PJM losses, the subaccount structure, exclusions for non-active suppliers, the CFE requirement and calculation, the approach for providing replacement EACs, and the acceptability of dual billing. The solicitation will be structured as a requirements contract to provide CFE along with supplemental retail grid electricity and ancillary services. The required energy delivery period is 20 years. Proposals will be due approximately 30 days after the solicitation is issued, which is currently planned for December 2024.

PJM CFE 2024 Amendment 0003 RFP SP0604-24-R-0421 Page 1 of 4
Request for Information – Group 3
1. If Executive Order 14057 is modified or canceled after the award of this contract, how will suppliers be made whole in the event the contract is terminated?
a. Please reference Amendment 0002 and FAR 52.212-4.
b. In accordance with Section L(4)(K) please submit all exceptions to the terms and conditions with proposals.
2. Regarding Transmission Congestion & PJM Losses: It does not appear that day-ahead scheduling is requested in the RFP. Are suppliers expected to settle at the load zone, or at the West Hub with congestion and losses passed through?
a. Suppliers will settle at the respective load zones
3. Please confirm the subaccount structure. As indicated, if a single DOD Installation (with multiple accounts) is in different utilities, the DLA would want a subaccount set up for each utility, so the DOD Installation may have to look at multiple subaccounts. As written: Each utility has its own subaccount - up to 18 subaccounts. Alternate 1:
A single DLA Subaccount. All the load in the winning Group(s) would be enrolled. Alternate 2: If multiple Groups are awarded to a single LSE, each Group would get its own subaccount.
a. The Government advises one (1) subaccount for each pricing group.
4. We are not an active supplier in UGI PA. Will we be excluded from bidding on all Group 1 accounts if we cannot bid on the UGI accounts?
a. The CLIN Structure has been revised. Please refer to Amendment 0003.
5. Is one subaccount for each Group number acceptable? PJM allows multiple UDC zones within a single subaccount.
a. The Government advises one (1) subaccount for each pricing group.
6. When does the three-month clock start for providing replacement EACs if the 35% CFE requirement is not met?
Could you provide an example for clarity.
a. The day the generating asset stops producing. Open to different approach IAW standard industry practice.
7. Given that EACs are annual instruments, can you explain how EACs can be used for “3 months at the contract rate to make up for the shortfall”?
a. The day the generating asset stops producing. Open to different approach IAW standard industry practice.
8. The CFE requirement shown on Attachment I is lower than 35% (looks like 29%). This appears due to formula errors. Can you provide a corrected copy of Attachment I?
9. There are accounts for UGI in CLIN 0001. UGI is a small territory with limited choices, and Contractor suggests these be removed as we are not able to provide service.
10. Due to regulatory constructs, Contractor strongly recommends New Jersey accounts (in Group 1) be priced in their own Group.
a. Please provide more information for this recommendation.
11. Please note that we are unable to offer single billing for this bid opportunity, as single billing (consolidated utility billing) cannot be provided with a subaccount. Please confirm that dual billing for all accounts is acceptable to the DLA. Additionally, for dual billing, will the DLA accept monthly billing in place of billing based on the meter read date in order to align with subaccount settlements?
