About this file

This document is a solicitation amendment (SF 30) for a 20-year firm-fixed-price contract for the supply of carbon pollution-free electricity (CFE) and supplemental retail grid electricity to meet the full electricity requirements for various federal installations in the PJM Interconnection region.

The key details are:

  • The contract will be structured as a requirements contract, with specified quantities and firm-fixed-pricing for the CFE portion, and requirements-type pricing using Locational Marginal Pricing for the supplemental retail electricity.
  • The required CFE quantity represents a minimum of 35% of the total annual electricity requirement, with the remaining 65% being supplemental retail electricity.
  • The CFE generation assets can be new-build facilities proposed by the offeror, and the CFE delivery must begin no later than January 1, 2030.
  • The solicitation includes installation-level data, and offerors must provide a 5-page narrative on their renewable/CFE portfolio and past performance questionnaire.
  • The evaluation factors include technical capability/risk, past performance, small business participation, and price, with the Government seeking the best value.

Based on the assessment of the information provided, each offeror will be assigned one of the ratings identified below:

PJM CFE 2024 Amendment 0009 RFP SP0604-24-R-0421 Page 5 of 5

Adjectival Rating Description

Substantial Confidence

Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort

Neutral Confidence

No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

22. Page 78, Section M.5(A)-(E) -Price Proposal, is hereby amended to the following language:

• Each offeror’s prices, in conjunction with non-price related factors (Past Performance, Technical

Capability/Risk, and Small Business Participation), will be the basis for the Government’s overall best value award decision

• The Government will evaluate proposed prices by comparing each proposed price received in response to the solicitation via Attachment VII CFE Production and Pricing Sheet. In addition, the Government will evaluate offered price in comparison to the publicly available electricity market forecasts.

• Each pricing group will be evaluated independently without consideration of offers for the other pricing groups. The evaluation for each pricing group will evaluate each offeror’s prices inclusive of New-build CFE produced and the Retail Electricity price.

• Each offered price will be evaluated to determine if it is fair and reasonable in accordance with FAR

15.305 to include evaluating price reasonableness.

• The Government will evaluate expected congestion costs between the CFE generation node and the applicable Residual Metered Load Aggregates. If a proposed CFE generating facility will not be connecting to an existing PJM node, the proposal should provide a list of existing PJM nodes which the offeror expects to be in close geographic and electrical proximity to the proposed CFE generating facility. In the Government’s evaluation, expected congestion costs between the CFE generation node and the applicable Residual Metered Load Aggregates will be considered as a CFE price evaluation factor. The Government may utilize historical LMPs, Financial Transmission Rights auction clearing prices, and/or its own node-to-zone congestion and loss basis projections in the congestion cost analysis.
