About this file
This document is a Request for Information (RFI) related to Solicitation SP0604-24-R-0421 issued by the Defense Logistics Agency Energy (DLA Energy) for the purchase of carbon pollution-free electricity (CFE) and supplemental grid energy to meet the electricity requirements of federal civilian and defense agencies located in the PJM Interconnection/Regional Transmission Operator (PJM/RTO) region.
The RFI seeks feedback on several topics, including: whether the government would accept a parental guarantee as an alternative to a letter of credit, clarification on expected load and usage requirements, the proposal due date, and a potential extension to the proposal due date. The solicitation will be structured as a requirements contract, with firm fixed price CFE CLINs and requirements-type CLINs for supplemental grid energy. The contract will have a 20-year delivery period. DLA Energy is committed to a fair and expeditious procurement to support the federal government's goal of 100% CFE by 2030. Interested offerors must be on the approved list of licensed retail electricity suppliers in the applicable states.
