About this file
This document is an amendment to a Request for Proposals (RFP) issued by the Defense Logistics Agency Energy (DLA Energy) for the purchase of carbon pollution-free electricity (CFE) and supplemental retail grid electricity to meet the full electricity requirements of various federal accounts in the PJM Interconnection/Regional Transmission Operator (PJM/RTO) region. The amendment provides updates to several sections of the RFP, including changes to the installation data, reporting requirements, proposal submission deadlines, and evaluation factors. Key details include:
- The RFP is structured as a requirements contract, with firm-fixed-price CLINS for the CFE portion and requirements-type CLINS utilizing Locational Marginal Pricing for the supplemental retail electricity.
- The total estimated annual electricity requirement is 2,541,354,203 kWh across 625 accounts in the District of Columbia, Illinois, Maryland, New Jersey, Ohio, and Pennsylvania.
- Offerors must propose to provide at least 35% of the total electricity requirement as CFE, with the remaining 65% as supplemental retail electricity.
- Proposals are due approximately 30 days after the solicitation is issued, with a contract award planned for December 2024.
- The Government will evaluate expected congestion costs between the CFE generation node and the applicable Residual Metered Load Aggregates as part of the price proposal evaluation.

• Each Technical Proposal needs to convey that the delivered CFE shall be no less 35% of the estimated total electricity required at each installation and will begin no later than January 1, 2030. The remaining 65% of the requirement will be the additional Retail Electricity.
6. Page 68, Section L (A)(a), Factor 1 Technical Capability/Risk, Implementation Plan is hereby amended to the following language:
• Identify the technical approach on how the New Build CFE resource(s) from which the offeror will supply the requirements of Section B and C.
7. Page 68, Section L (A)(a)(2), Factor 1 Technical Capability/Risk, Implementation Plan is hereby amended to the following language:
• Specify the PJM node(s) to which the Contractor’s proposed CFE generating facilities will be connected.
If a proposed CFE generating facility will not be connecting to an existing PJM node, the proposal should provide a list of existing PJM noes which the offeror expects to be in close geographic and electrical proximity to the proposed CFE generating facility and provide supporting documentation verifying the interconnection of the node(s).
8. Page 71, Section L.5(A)(h), Volume IV/Factor 4 - Price Proposal is hereby amended to add the following language:
• Expected Congestion Costs between the CFE generation node and the applicable Residual Metered Load Aggregates.
Section M
9. Page 75, Section M.2 Factor 1- Technical Capability/ Risk is hereby amended to the following language:
• In the Government’s evaluation, providing significantly more CFE than the New-build CFE Net Annual Quantity defined in Section B, Table 1 will be considered a weakness. Providing less CFE than the New-build CFE Net Annual Quantity defined in Section B, Table 1 by January 1, 2030, will be considered a deficiency.
• The offeror must specify the generation node(s), a PJM hub (e.g., Western Hub), or the applicable Residual Metered Load Aggregates as the proposed PJM delivery point for CFE.
• Preference may be given to the offeror whose technical approach demonstrates a better understanding of the requirement, a proven approach and knowledge of CFE implementation.
• Proposals offering a higher share of total annual CFE deliveries occurring during on-peak hours, (as defined by PJM), may receive a higher rating.
10. Page 77, Section M.5(D) Factor 4- Price Proposal is hereby amended to add the following language:
• The Government will evaluate expected congestion costs between the CFE generation node and the applicable Residual Metered Load Aggregates.
11. Page 77-78, Section M.6(A) and (C) Contingencies of Contract Award is hereby amended to add the following language:
• Completion of National Environmental Policy Act analysis requirements. A decision document must be signed prior to the construction of the CFE generating assets.
• Approval from the DoD Deputy Assistant Secretary of Defense for Installations and Environment for the use of 10 USC 2922a authority.
