Eielson AFB Micro-Reactor - Request for Information – Group 6
1. Amendment 2 revised the Table 2 Estimated annual requirement for electricity from
43,800,000kWh/yr. in the original RFP to 39,420,000kWh/yr. (90% capacity). Table 5, Minimum, annual production of electricity in Amendment 2 states that the minimum annual production is identical to the annual requirement of electricity, 39,420,000kWh/yr. We request the Government revise Table 5 minimum annual production of electricity to be 90% of the annual requirement of electricity, 35,478,000 kWh/yr., similar to the original RFP.
a. Per Amendment 0006, Table 0005 – CLIN 0001 Electricity Production has been revised.
2. RFP section L.4.1.4 states that hand delivered proposal shall not be accepted. In light of recent inclement weather disrupting shipping, transportation, and business operations, we would like to plan for extra assurance of timely delivery of our submittal if our primary or secondary method of shipment fails. Will DLA accept packages delivered by a local courier (not a typical delivery company like FedEx or UPS?)
a. An electronic proposal submission to DLAEnergyResilience@dla.mil will meet the requirements of the solicitation, reference Standard Form 1449, Box 8, Offer Due Date/ Local Time. However, hard copy proposal submission is still required. It is the Contractor's decision on which courier they choose to utilize. Hand delivered proposals shall not be accepted.
3. RFP section L.4.2.9(b) states that the first page of the proposal must show the solicitation number, name, and address of the offeror, and a statement specifying the agreement of the terms, conditions, and provisions included in the solicitation. L.4.2.9(c) requires the name, title and contact information for the person authorized to negotiate on behalf of the Government with evidence of that agent’s authority. We typically provide this information on the cover sheet (inside cover for the hard copy) and is the first page of the proposal. Is it acceptable to put these two requirements on our cover sheet, the first page of the proposal, which as stated in section L.4.2.4 is not counted as part of the page count?
a. Yes mailto:DLAEnergyResilience@dla.mil
