1. This amendment is hereby issued to respond to offerors questions. The questions and answers are as follows:

Filtration

Question 1: Is the requirement for filters on the ship receipt (in bound) and ship loading (out bound) pipelines for both JP-5 and F-76 an absolute requirement? Clause 2.4

Answer: For tanker operations we do not require filtration for in and out bound operations. The facility must have the ability to filter between all offered tanks.

Question 2: The use of Aviation Fuel Standard Filters meeting EI 1581 for filtering F-76? Is a Microfilter meeting EI 1590 acceptable? Clause 2.4

Answer: Yes.

Sampling and Testing

Question 3: In Attachment B it states that some B1, B2 and B3 Tests are only applicable to JP-8 but not JP-5.Can you confirm that this is the correct?

Answer: Response provided in the revised Appendix A Minimum Requirements For Storage Sampling and Testing, which was issued under Amendment 0006.

Conductivity Additive

Question 4: The JP-5 specification does not have electrical conductivity requirement. Why is there a contract line item, CLIN 1006, to add conductivity additive and a requirement for the operation of a conductivity additive system, Clause F-0004?

Answer: No, the clause is there in case the need should arise.

Barges

Question 5: Will barges be used under this contract and if so, what will be the maximum size?

Answer: As stated in the PWS ability to receive and issue to tanker and barges is a requirement type and size is TBD. The bidder is only asked to provide a pier facility that meets the requirement as called in the solicitation the design and ability to adapt to various ship/barge configurations will be evaluated during the selection process.

Questions 6: Is the contractor allowed to use a fire suppression system using filtered seawater?

Answer: This is a Contractor Owned Contractor Operated facility so the fire suppression system is of your choosing, will be evaluated during the selection process.

Truck Downloading

Answer: No, as stated in the PWS the Contractor shall provide laboratory services to test U.S. Government-owned petroleum products. If the Contractor cannot provide full testing capabilities acceptable to the Government, the Contractor shall be responsible for shipping the required samples to a laboratory specified by the Government representative within the Middle East and all shipping expenses are the responsibility of the contractor. As a minimum, the Type C (identified in Appendix A) testing capability plus FSII and Conductivity shall be available within the Contractor’s facility. All samples must be taken in accordance with ASTM D, 4057.

Fees

Question 11: We understand that all of these fees have been negotiated by DLAE and will be handled and paid for directly by the US Government.
