About this file
This is a solicitation and contract document for warehouse and storage support services issued by the Navy Regional Supply Office (RSO) Norfolk and RSO Oceana. The solicitation number is N0018926RL002, with an offer due date of 05 March 2026 at 11:00 AM. The contract is designated as a Women-Owned Small Business (WOSB) set-aside and is structured as a Firm Fixed Price (FFP) requirement using unrestricted competition. The contract includes a base period from 01 September 2026 through 31 August 2027 (12 months) for both Norfolk and Oceana locations, with eight option periods totaling up to 66 months of potential performance. Line items 0001 and 0002 represent the base requirement, while items 0003-0012 are optional periods, with the final two options covering 6-month periods rather than full 12-month terms.
The Performance Work Statement establishes requirements for comprehensive warehouse operations including receiving, storing, issuing, packing, crating, delivery, and inventory support for naval aviation supplies and general consumables at two locations: RSO Norfolk (Building SP-86) and RSO Oceana (Buildings 720, 722, and outside storage lot 731). The COR's directive to fully staff during adverse conditions will not entitle the contractor to any equitable adjustment nor form the basis of any claim for additional compensation.
1.6.7 Strike Contingency Operations
The Contractor shall prepare a strike contingency plan to ensure the continuation of services required by this
PWS in the event of a work stoppage, slow down, or similar action by Contractor employees. The Contractor shall maintain a copy of this plan on-site.
The Contractor shall provide to the COR, not later than the date of full performance, a contingency plan to provide critical services during declared labor strikes or work stoppages.
1.6.7.1 Contractor Non-Performance

bankruptcy, default, etc.). The Contractor further agrees, under such circumstances, to permit the Government to use any essential Contractor-furnished property for an interim period. The Government shall equitably compensate the Contractor for the use of such property. The Government reserves the right to reduce the contract price due to the contractor's failure to fully perform, as well as the right to terminate the contract for cause, terminate the contract for the convenience of the Government, or to take any other remedial action authorized by the contract, or authorized by law.
1.6.8 Contingency Events
Emergency situations and wartime contingency operations may necessitate that the Contractor perform the requirements of this PWS either outside the core hours of operation or for extended periods of time. The
Contractor shall provide the level of service requested by the COR. Emergency/wartime requirements necessitating the performance of workload outside the parameters of this PWS will be subject to consideration by the Government for an equitable adjustment. In the rare event the Contractor cannot be available due to emergency situations or wartime operations; the Government reserves the right to enter warehouse facilities to ensure continued performance. The Contractor further agrees, under such circumstances, to permit the
Government to use any essential Contractor-furnished property for an interim period. The Government shall equitably compensate the Contractor for the use of such property. Such issues will be authorized by the COR and fully documented and the Contractor advised at next available opportunity.

1.6.10 Vehicle and Equipment Operation
Contractor personnel using Privately Owned Vehicles (POV) on DOD installations shall have proper permits for entry onto the installations. All Contractor vehicles (including POVs) must comply with the vehicle operation regulations that govern installations. All vehicles are subject to search while on DOD installations.
