About this file
This is a Performance Work Statement (PWS) for aviation logistics and warehouse management services at Naval Air Station Norfolk and Naval Air Station Oceana. The document establishes performance requirements and Acceptable Quality Levels (AQL) for material receipt, stowage, processing, issuance, and shipment operations.
The PWS covers five primary operational areas: receiving and stowing material (PWS 5.3), processing MTIS material (5.7), receiving DTO material (5.10), processing discrepant material (5.11), issuing material (5.12), shipping material (5.18), and processing outbound and inbound SASS material (5.19). Performance standards mandate completion of partial truckload offloads within 1 hour and full truckloads within 2 hours, with stock material requiring processing and stowage within 1 calendar day for 85% of receipts and 3 days for 95%. DTO material delivery timeframes vary by priority level: aviation IPG-I within 30 minutes, IPG-II within 2 hours, and IPG-III within 22 hours. Issue material timeframes similarly vary by priority, with aviation IPG-I required within 30 minutes of DD 1348 printing and non-aviation materials within 1–3 calendar days depending on priority level. Material must be delivered without damage, classified items processed within designated cages with DD 1907 forms, and HAZMAT properly packaged and certified. The contractor must maintain warehouse refusal rates at or below 1%, complete MSDR/TDR submissions within 4 business days of discrepancy discovery, and conduct monthly reporting to the Designated Government Representative (DGR). Inspection methodologies include planned inspections on weekly, monthly, and quarterly schedules, with 100% inspection required for detention charges, violations, and customer complaints.
