About this file

This is a Definitions and Acronyms section from a Performance Work Statement (PWS) for warehouse storage support services at Naval Supply Systems Command Fleet Logistics Center (FLC) Norfolk. The document provides comprehensive definitions of supply chain, inventory management, and warehouse operations terminology relevant to the contract, along with an extensive acronym list used throughout Navy logistics operations. It also includes sections detailing government-furnished property (facilities, equipment, materials, and services), contractor-furnished property and services, and specific operational requirements for Regional Supply Office (RSO) Norfolk and RSO Oceana.

The PWS requires the contractor to perform warehouse operations support including receiving, stowing, issuing, packaging, preserving, and shipping stock and custody material at two locations: Norfolk Naval Station (Building SP-86) and Oceana Naval Air Station (Buildings 720, 722, and outside storage lot 731). Key contractor responsibilities include managing approximately 39,412 line items with 99 percent inventory accuracy standards, maintaining classified and pilferable material security, processing Material Turned Into Stores (MTIS), managing shelf life items, handling hazardous materials in compliance with federal regulations, and providing local delivery services within a 50-mile radius using government-furnished transportation. The contractor must support Supplemental Aviation Spares Support (SASS) pack-up kits for deployed aviation units, maintain material handling equipment (MHE), and comply with Navy Inventory Integrity Procedures (NAVSUP Pub 723) and financial improvement standards (FIAR). Government-furnished resources include facilities, equipment, IT systems, databases, telecommunications, and various support services, while the contractor must provide vehicles, fuel, packing/crating materials, and MHE with charging stations.

2.1 Introduction

As used throughout this PWS, the following terms have the meanings set forth below. For more definitions and acronyms, refer to regulations identified in Section C6.

2.2 Definitions

“A” Purpose Code Material. General stock material under control of Weapons System Support (WSS).

Acceptable Quality Level (AQL) – The minimum performance of each requirement before the Government considers performance unsatisfactory.

Accommodation Storage - The process of receiving, cataloging, storing and reissuing customer owned assets/material for temporary storage as required by various customers.

Accountability – The obligation which is imposed upon any person authorized to have public property in custody or possession, or to produce the property, or evidence of its authorized dispositions when directed by proper authority or upon proper occasion.

Automated Identification Technology (AIT) - The AIT supports activities that interface with Enterprise Resource Planning (ERP). It provides the capability to collect data using barcode laser scanning equipment for inventory and receipt management efforts. It allows the user to accurately move material from one location to another while monitoring the complete procedure. This totally mechanizes storeroom relocation efforts and updates location data on the Host record without requiring interactive processing.

Ammunition (or Expendable Ordnance) – Those items identified by cognizance symbols E, T, 2D, 8S, 8U, and OA.

Appropriations Purchase Account (APA) - An account from which material is procured for stock by an Inventory Control Point (ICP) directly under appropriations other than Marine Corps appropriations and other than stores included in the Navy Stock Account.

Arms – A weapon that will or is designed to expel a projectile or flame by the action of an explosive to include the frame or receiver.

Assembly – The process of collecting and combining material components into a pre-defined unit to meet specified requirements (i.e., Unit of Issue).

Awaiting Induction – The condition that exists when an item has been received by a supply activity but has not been inducted into the maintenance cycle for test/check/repair. This condition/action precedes an in-work/awaiting maintenance status.

Backorder – A requisition that cannot be filled by an off-ship supply activity from current stock and is being held until additional stock is received.

Bar Code – A method of labeling material which provides automated data collection for processing and storing received items, issuing transactions, and conducting inventories and auditing stowed material. The labels consist of a series of vertical lines and spaces that provide coded information. They are read and interpreted by special scanning equipment.

Bearer Walk-Through – Requisitions that are hand-carried by the customer for pick-up of material.

Bin Preference – An area (shelf, space) within the warehouse where material is physically placed or stored.

Binnable Material – A unit of 30 pounds or less, and less than 6” X 8” X 12” in size.

Binnable Unit – A unit of 70 pounds or less, and size limit of 12” X 12” X 36”.

This consists of a complete review of all transactions [to include receipts, issues, change notice action listing (e.g., quantity per unit pack), location updates, previous adjustments, and suspended or erroneous documentation] within the allowable look-back period. This review begins with the analysis of transactions posted to the master stock record and concludes with the validation of source or supporting documentation. Causative research ends when the cause of the discrepancy has been discovered or when, after review of all existing records, an unresolved discrepancy exists. Supporting documentation generated during causative research will be retained for a three-year period.

Change Notice Action – The periodic updating of the Master Stock Inventory Record (MSIR) with all recent codes and other indicative data changes to the items carried in stock. This includes such things as stock number changes and unit of issue changes.

Chocking - Placing a wedge or block of wood, metal, or the like, for filling in a space, holding an object steady, preventing motion.
