About this file
This document contains a justification and approval for other than full and open competition for a construction project at the Lebanon VA Medical Center. The project involves renovating 4,750 square feet of an existing main laboratory and constructing a new 6,900 square foot addition to provide all labor, materials, tools, equipment, permits, testing, and reports. The scope of work includes construction of floors, walls, ceilings, lights, alarm systems, fire suppression, plumbing, cameras, IT cabling, electrical, system controls, doors, signage, stairs, pipes, welding, concrete, and installation of HVAC, medical gases, and other associated work as defined in the drawings and specifications. The justification cites FAR 6.302-1 to restrict competition and use the BEST access systems brand due to it being the standard system currently used throughout the entire Lebanon VAMC facility, maintaining consistency of the security system, and issues that would arise from using other manufacturers such as additional inventory, incompatibility, multiple service contracts, and increased training requirements.

Government's minimum requirements, it is not in the Government's best interest to award an acquisition to any other brand. BEST access systems are exclusively used at this facility and it is in the VA's best interest to maintain consistency of the security system. Use of other manufacturers would lead to storing additional inventory, functioning issues due to non-compatibility with existing equipment, multiplicity of service contracts, and increased training and operator requirements.

Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A Notice of Intent to Sole Source BEST access systems will be posted on https://beta.sam.gov with the solicitation.
