About this file
This document contains a justification and approval for other than full and open competition for a construction project at the Department of Veterans Affairs Medical Center in Lebanon, Pennsylvania. The project involves renovating an existing main laboratory and constructing a new addition totaling approximately 11,650 square feet. Work includes construction of floors, walls, ceilings, lighting, alarm systems, fire suppression, plumbing, IT cabling, electrical systems, doors, medical gases, HVAC, and other associated work. The justification cites FAR 6.302-1 and 13.5 in approving a sole source award to Siemens for security system equipment due to the need to maintain consistency with the existing Siemens system already installed throughout the facility. Market research found other security systems could not integrate with the Siemens backbone. The anticipated award is a firm-fixed price contract.
