About this file

This is a Solicitation Addendum containing Questions and Answers for custodial services at the Nebraska State Patrol Troop A Headquarters in Omaha issued by the State of Nebraska, Department of Administrative Services, Materiel Division, State Purchasing Bureau. The solicitation (Number 125306 O5) addresses cleaning services for a 33,443 square-foot facility comprising approximately 90% carpet and 10% hard surface flooring. The scope includes five-day-per-week daytime cleaning from 8:00 a.m. to 3:00 p.m., Monday through Friday, with a minimum of 8 daily man-hours required. Services encompass interior and exterior window cleaning (273 total windows with 59 interior office windows), regular scheduled cleaning at minimum frequencies, and semi-annual carpet cleaning included in the base monthly cost. The current staffing model consists of 2 employees working 40 man-hours weekly. The addendum clarifies that the 33,443 cleanable square feet includes all areas shown in Attachment A excluding restricted areas, and that cleaning frequencies represent minimum requirements with expectation of service increases as needed. Written questions were due June 30, 2026, with answers provided by July 8, 2026. The proposal opening date is July 14, 2026, and the Intent to Award is scheduled for July 28, 2026. The initial contract term is two years commencing September 1, 2026, with options to renew for three additional two-year periods upon mutual agreement.

Pricing should be structured for full staffing coverage during the entire 8:00 a.m. to 3:00 p.m. daily window, with prices fixed for the first two years; any increase request after year two cannot exceed 3 percent and requires 120 days' advance notice and State approval. Additional or as-needed services outside the base scope require separate quotes and invoicing. The State provides specific consumables including 3M cleaning products (disinfectant bathroom cleaner, window cleaner, floor tile cleaner, general-purpose cleaner), disposable rubber gloves, Georgia Pacific toilet paper and paper towels, Glad and Grainger trash bags, Eco Lab hand soap, and toilet seat covers; vendors must provide all equipment and supplies not on this list. A performance bond of $35,000 is required prior to contract start date. Vendors must maintain Commercial General Liability insurance ($2,000,000 general aggregate), Workers' Compensation insurance (statutory limits), and Commercial Automobile Liability insurance ($1,000,000 combined single limit). The State pays within 45 calendar days of receiving a valid invoice. This is a cost-only RFP with no site walkthrough or pre-bid meeting available due to restricted access by the State Patrol; public access is limited to the lobby only. All bidders must comply with Nebraska Secretary of State registration and E-Verify work eligibility verification requirements.
