About this file

This is a Terms and Conditions document from the State of Nebraska, Department of Administrative Services, Materiel Division, State Purchasing Bureau, relating to a custodial services solicitation for the Nebraska State Patrol Troop A Headquarters in Omaha. The RFP requests proposals for five-day-per-week daytime cleaning services (8:00 a.m. to 3:00 p.m., Monday through Friday) at a 33,443 square-foot facility with approximately 90% carpet and 10% hard surface flooring. The scope includes interior and exterior window cleaning with a minimum of 8 daily man-hours required. The initial contract term commences September 1, 2026, for two years with three optional two-year renewal periods available upon mutual agreement. Written questions are due by June 30, 2026, with answers posted by July 8, 2026. Proposals are due electronically by July 14, 2026, at 2:00 p.m. Central Time, and the Intent to Award is scheduled for July 28, 2026.

Pricing must remain fixed for the initial two-year term, with any increase requests after year two capped at 3 percent and requiring 120 days' advance notice and State approval. This is a cost-only RFP. Bidders may propose optional a la carte pricing for chair cleaning, carpet extraction and shampooing, hard surface floor waxing, and additional work beyond the RFP specifications. A performance bond of $35,000 is required, along with Commercial General Liability insurance ($2,000,000 general aggregate), Workers' Compensation insurance (statutory limits), and Commercial Automobile Liability insurance ($1,000,000 combined single limit). The State pays within 45 calendar days of receiving a valid invoice. All bidders must comply with Nebraska Secretary of State registration and E-Verify work eligibility verification requirements. The document specifies that any exceptions to Terms and Conditions must be documented with specific clause references, explanations, and alternative language proposals, and that the State reserves the right to reject responses that attempt to substitute bidder's commercial contracts for the solicitation documents.
