About this file
This document is a Solicitation Addendum Number Two for Invitation to Bid (ITB) #123282 issued by the State of Nebraska's Department of Administrative Services Materiel Division State Purchasing Bureau. The solicitation seeks a qualified vendor to provide and install LED red/white obstruction lighting systems for communication towers at six locations across Nebraska, with a bid opening date of October 10, 2025, at 2:00 PM. The project involves replacing existing obstruction lighting with FAA-compliant Dual High-Intensity LED Obstruction Lighting systems on towers ranging from 85.0 to 308.4 meters in height. Some towers will utilize Dual Medium-Intensity lighting based on specific site requirements. The project must be completed by July 1, 2026, with installations performed by certified technicians in compliance with FAA Advisory Circular 70/7460-1L standards.
The addendum provides critical clarifications on pricing, allowing bidders to submit lump sum pricing for materials and labor, and offers additional flexibility in cost submission. Drake Lighting is identified as the preferred manufacturer for the lighting systems. The solicitation includes specific details about each site, such as tower heights, broadcast power outputs, voltage availability, and ice bridge lengths. Notably, the contract includes provisions favoring Nebraska-based vendors and requires comprehensive insurance coverage. The project is subject to legislative appropriation, with the State reserving the right to reject any or all bids. Alarm monitoring will be completed via dry contacts, and towers greater than 349 feet will be refiled to remove side markers and utilize only beacons.
