About this file

This document is a Solicitation Addendum (Number Two) issued by the State of Nebraska's Department of Administrative Services Materiel Division State Purchasing Bureau for Solicitation Number 123282, addressing an LED red/white obstruction lighting system for communication towers. The solicitation seeks a vendor to install Dual High-Intensity LED Obstruction Lighting systems at six tower sites across Nebraska, with a bid opening date of October 10, 2025, at 2:00 pm. The project involves replacing existing lighting systems with FAA-compliant LED systems at towers in locations including Holdrege, Sutherland, Chadron, Beatrice, Max, and Culbertson, with a project completion deadline of July 1, 2026.

The addendum provides detailed clarifications through a Q&A format, confirming key project parameters such as allowing lump sum pricing for materials and labor, specifying Drake Lighting as the preferred manufacturer, and addressing specific site requirements like tower heights, power voltages, and lighting intensity variations. The state will accept Dual Medium-Intensity lighting for certain towers (KCNE, K23AA, K33FO & KNNE) instead of High-Intensity, and confirms that towers over 349' will be refiled to remove side markers. The procurement includes provisions favoring Nebraska-based vendors and requires comprehensive insurance coverage, with funding subject to legislative appropriation and the state reserving the right to reject any or all bids.
